Establishing a Single Window System in Sri Lanka

학위논문 (석사)-- 서울대학교 대학원 : 국제대학원 국제학과(국제통상전공), 2019. 2. 안덕근.As part of a case study of the World Trade Organization (WTO) Trade Facilitation Agreement (FTA) implementation, this paper aims to identify the current implementation status, challenges, implications and future plans of establishing a Single Window System of Sri Lanka. This study is qualitative research, extended by insights earned from the field interviews with the Single Window stakeholders of Sri Lanka. Literature has been reviewed to find out the key success factors and the challenges hindering the achievement. Data were reconstructed based on the various secondary sources obtained and introduced during the interviews conducted in Colombo, such as World Bank publications on the initial gap analysis, National Trade Facilitation Committee reports, plus policy briefs of Sri Lanka think tanks. The contributing factors of this study are, first, it is one of the pioneering case studies of WTO member countries implementing the TFA. Second, furthering from the common challenges that developing countries go through in transition to digital trade, its implication analysis focuses on Sri Lankas unique factor, the Port of Colombo, that it will bring even bigger trade facilitation benefits in a synergy effect as a logistics hub port connecting the East-West maritime corridor. In conclusion, research findings indicate that challenges are from low integration of agencies within the Customs network, lack of strong lead agency, legal framework, and infrastructure quality plus human resistance to change. The main recommendation for a successful single window system is to grant the strong authority to Sri Lanka Customs as a lead agency in charge of a National Single Window system.본 연구는 세계무역기구 무역 원활화 협정 시행에 관한 사례 조사의 일환으로, 스리랑카의 통관단일창구 개발에 대한 현 시행 상태, 문제점, 그 영향과 그리고 그것들을 바탕으로 미래 계획까지 총체적으로 분석하도록 계획되었다. 본 연구는 질적 조사방법론으로 진행되었으며, 스리랑카의 통관단일창구 개발에 관련된 이해 관계자들과의 면담을 통해 얻은 통찰을 바탕으로 세부 분석되었다. 또한, 문헌 고찰을 통해 통관단일창구 개발에 있어 핵심적인 성공 요인과 또 그것을 방해하는 문제점들을 발견하고자 하였다. 사용된 데이터는 스리랑카 콜롬보 현지조사에서 진행한 면담을 통해 얻거나 소개된 다양한 2차 자료들, 예를 들어, 협정 체결 당시 초기의 갭 분석을 다룬 세계 은행 발간물, 스리랑카 무역 원활화 위원회 보고서, 현지 싱크탱크 정책 브리핑 등을 바탕으로 재구성되었다. 본 연구가 지니는 학문적 기여는, 첫째, 무역 원활화 협정을 이행하는 세계 무역 기구의 회원 국가에 대해 진행된 매우 적은 양의 이른 사례 조사들 중 하나라는 것과, 둘째, 단순히 개도국이 전자 무역으로 변모하는 과정에서 겪는 공통된 문제 현상을 다루는 것에 그치지 않고, 스리랑카만의 특이점인 동서양 항로를 연결하는 중요한 물류 허브인 콜롬보 항구와 연관 지으며, 그로 인해 발생될 무역 원활화의 시너지 효과에 주목하였다는 것이다. 이와 같이 연구를 진행한 결과, 스리랑카가 겪고 있는 주요 통관단일창구 개발 상의 주요 문제점으로는, 현재 전자 세관 시스템에 연결되어 있는 관련 부처의 낮은 통합도, 강력한 권위의 책임 기관 부재, 도태된 관련 법망, 인프라의 저개발, 변화 지양의 문화가 발견되었다. 이를 성공적으로 해결하기 위해서는, 스리랑카 관세청을 국가통관단일창구 개발을 담당하는 강력한 책임 기관으로 설정하는 것이 제안된다.Table of Contents Abstract i List of Abbreviations ii List of Figures iii List of Tables iii Chapter I.
