The effect of the regional competences on the agglomeration of information & communication industries

산업구조의 고도화, 경제수준의 향상, 정보화 촉진, 지역개발붐의 확산으로 인해 정보통신산업 등의 첨단산업 육성을 통해 지역경제성장을 촉진하고자 하는 자치단체가 증가하고 있다. 그런데 지역역량의 전반적인 개선 노력없이 단편적인 정책지원만을 통해 정보통신산업의 육성을 추진함으로써 대다수의 경우 기대한 성과를 거두지 못하고 있다. 이러한 배경 하에서 본 연구는 첨단산업의 입지요인으로서 지역역량을 6가지 차원으로 구분한 뒤 정보통신 산업을 중심으로 이들 지역역량이 지역산업발전에 미치는 효과를 분석하였다. 분석결과를 토대로 지역의 첨단산업 개발을 위해서는 단편적인 정책지원을 넘어 지역의 역량을 전반적으로 증대시키는 노력이 필요하다는 점을 논의하였다. 따라서 산업입지론이나 지역혁신체제이론, 네트워크이론 등의 관점에서 볼 때 관련기관 간 종합적인 정책지원과 제도개선은 물론 지역혁신주체들 간의 유기적인 네트워크의 형성을 통한 효과적인 지역혁신체제의 구축이 요구된다는 점을 강조하였다. This article, which is rooted on Industrial Location Factor Theory and Regional Innovation System Theory, aims to study the overall effect of regional competences(independent variables) on the agglomeration of Information & Communication Industries(dependent variables). For this object, I categorize regional competences to six variables(market scale, traffic convenience, IT infrastructure, R&D infrastructures, propensity of innovation, overall economy conditions), and measure the agglomeration degree of I&C Industries as three indicators(the number of I&C companies & Employees, scale of value-added product). After measuring the present conditions of these variables, I analyse the effect of these 6 independent variables on the agglomeration degree of I&C Industries. Finally, I argue that Regional Innovation System can bring up the regional competences as industrial location factors, therefore must be reinforced effectively through the comprehensive policies of central and regional government and the establishment of Regional Innovation Network

A Study on the Actual Conditions of the Board-Style Administrative Organizations for classifying types of them

행정위원회 등 합의제 행정기관의 경우 부 • 처 • 청 등의 독임제 행정기관과는 달리 유형이나 설립기준 등에 관한 구체적인 논의가 이론적 · 실무적 측면에서 매우 부족한 실정이다. 일반적으로 합의제 행정기관으로서 행정위원회는 기능이나 권한을 기준으로 볼 때 자문위원회나 의결위원회와 달리 행정기관적 성격을 지닌 조직으로 인식되고 있다. 그런데 행정위원회는 단일한 형태나 특성을 지니고 있지 않기 때문에，정부조직관리 효율화를 위한 전략을 수립할 때나 정부조직 분석을 통한 이론적 명제들을 검증할 때 걸림돌로 작용하고 있다. 현재 정부조직법 등 관계법령에는 행정위원회 등 합의제 행정기관의 설립근거가 포괄적으로만 규정되어 있을 뿐，구체적인 유형이나 설립기준 등에 관해서 명확한 규정이 마련되어 있지 않다. 본 연구는 행정자치부에서 분류한 35개 행정위원회들 중 대동소 이한 특성을 지닌 중앙행정기관 소속 23개를 제외한 12개의 합의제 행정기관들에 대해 기능 · 권한，구조，운영과 관련된 특성을 기준으로 비교 · 분석을 한 후 합의제 행정기관의 구체적 유형분류에 필요한 정책적 개선방안을 제안하였다
