Institutionalizing the national assembly in Korea, 1948-2006: focusing on legislature-executive relationships

건국이후 현재까지 60년 가까운 기간에 한국 의회의 발전을 실증적으로 분석한다. 분석 결과, 한국에서 의회는 대의민주주의 제도로서 기대되는 주요 기능을 수행함에 있어서 그리고 이를 뒷받침하는 정치적 구조 및 행정적 하부구조 면에서 모두 심한 굴곡의 변화 과정을 겪어 왔음을 확인할 수 있다. 1948년의 제1공화국 시작에서 1961년 제2공화국 말까지 13년간은 의회가 대체로 활발하게 역할을 수행한 기간이었다. 1972년 제4공화국(유신정권)의 출범에서 1987년 제5공화국 말까지 15년간은 의회가 주요 기능의 수행과 정치적 및 행정적 구조면에서 모두 위축되었던 시기였다. 1988년 제6공화국 출범 이후 현재까지 19년 동안은 의회의 역할 수행과 그에 필요한 정치적 여건 및 행정적 하부구조의 뒷받침이 지속적으로 향상되고 있는 시기이다. 이 세 단계의 시기를 대의민주주의의 도입과 활성화 단계, 권위주의의 팽창과 대의민주주의의 위축 단계, 민주주의 이행에 따른 대의민주주의의 재활성화 단계로 각각 특징지을 수 있다. 이처럼 시기별로 의회의 기능 수행과 정치적 및 행정적 구조의 변화가 이루어짐에 따라 국가성에 의미 있는 영향이 미쳐졌을 것으로 짐작할 수 있다. 건국정부에서 1960년대 초까지 의회가 활성화된 시기에는 국가자율성이 상대적으로 약화되었을 것으로, 유신정권에서 제5공화국 말까지 의회가 위축되었던 시기에는 강성국가의 제도화와 국가자율성의 상대적 강화가 이루어졌을 것으로, 1987년 이후부터 현재까지 의회가 다시 활성화되고 있는 시기에는 국가자율성이 상대적으로 약화되고 있을 것으로 추정할 수 있다. This article explores developments in the Korea's National Assembly from its foundation to the present. The empirical analysis shows that the legislature has radically fluctuated in its major functions (including legislation, budget deliberations, administrative oversights, and political recruitment) and its politico-administrative structure (including emergence of divided governments, institutionalization of committees, and administrative infrastructure). While the Assembly actively functioned during the First and Second Republic (1948-1961), it was severely suppressed during the Fourth and the Fifth Republic (1972-1987). Since the Sixth Republic (1988-present), however, the Assembly has been continuously revitalized and strengthened in terms of institutionalization as well as practice. It is presumed that the fluctuation of the Assembly impacted on the stateness in Korea: its activism of the Assembly during the first stage wakened the state autonomy; its suppression contributed to institutionalization of the strong stateness; and its revitalization since 1987 has contributed to undermining the state autonomy.이 논문은 2003년도 서울대학교 발전기금의 연구비 지원에 의한 것임
