    and as a preceding research on the related technologies, the international trends of the standardization of the e-Navigation and strategic plans have been analyzed and also the trends both in Korea and overseas have been studied. Of all the multi-media communication switching server communication environments, the technical features and system configurations of the WIBRO are studied to improve the basic environment of the low-speed communication of the HF/VHF, which are currently in use near coastal, nearby sea water bodyThe basis for the development of core technologies in e-Navigation, IT equipment for ships, software for shipbuilding industry, support to obtain international certification etc. can be found in the master plan of the shipbuilding and maritime industries integrated with the IT industry. Further, even now, the ground waves communications of the general communications facilities depend on wireless telephone or telex and even in the case of the Internet, which is widely used on land, many factors such as high cost etc. make it almost impossible to access the Internet at sea. Recently, the fusion of the IT industry with some of the key industries such as automotive, shipbuilding, aeronautical industries has resulted in the active role of the IT industry and it is becoming a very critical element that will determine the competitiveness of those key industries.
