This paper investgates the changes in economic policy and industrial relations in the UK, and attempts to induce a few key implications for Korea's industrial relations. The implications are: first, market discipline is the most effective and important mechanism in inducing productive cooperation in industrial relations, and second, the importance of such cooperation will continue to grow under globalization and rapid technological progress. The industrial relations before Thatcher regime in the UK were characterized as confrontations based on unions' strong political and economic power. The 'Post-War Consensus' pursued both full-employment and price stability, which often induced lax money control. Under full-employment policy, workers were not exposed to the risk of job loss, and confrontational labor relations were, in a sense, a natural outcome. Thatcher's labor reforms in the 1980s had brought in several fundamental changes in industrial relations, but the key reform was to abandon the 'Post-War Consensus.
