Even though many studies warn of the impact of missing values on analytical results, in practice, researchers simply rely on the listwise deletion method for their own convenience. Some argue that the multiple imputation method is inferior to the callback method even if they want to utilize it. This paper tries to integrate the multiple imputation method with the callback method. As the callback method is costly, the appropriate ratio is a practically and theoretically important question. This survey tries to suggest a ratio using survey and simulation data. According to the results of the analysis, the multiple imputation method does not cause significant statistical bias regardless of missing mechanisms or correlation among variables if the missing rate is less than 30%. In particular, including more auxiliary variables related to the missing structural mechanism can increase the performance of the multiple imputation. Hence, the callback approach can be used to reduce the missing rate below 30% and the multiple imputation to improve the validity of the results of analysis

Despite its popularity, it is unclear what exactly policy network means. In fact, policy network significantly shares the ideas of iron triangle, issue network, policy community, or governance. If policy network is not novel idea, how is it similar or different to other approaches emphasizing interactive policy process? This paper offers various applications of policy network in different stages of policy process. Author reviews literature applying policy network and discusses how the concept of policy network has been developed over years. The literature review suggests that policy network has been used to explain both policy formation and implementation process, while most empirical analyses mainly dealt with issues in policy formation and decision. Unlike the optimistic view on policy network, this paper illustrates the negative or inefficient sides of it. At the same time, to be more worthwhile framework, author argues, policy network study should be armed with more rigorous methodologies such as social network analysis to answer basic questions of complex policy process

Current research on the NVP, however, narrowly focuses on the effectiveness of the program without an analysis of the prototype NVP and modifications to it in countries where it is transferred. This paper constructs the prototype NVP and analyzes how it is modified in t six projects in Laos and Cambodia. Our analysis suggests huge differences between the prototype and the transferred versions of the NVP. Few programs contain national-level goals that also play a minor role in implementation. Weak participation of community members is also notable. Moreover, while a substantial number of empirical studies done in the US context claim the existence of public service motivation(PSM) among incumbent public employees, it is unclear whether PSM theory is applicable for explaining the job choice of future public servants in Korea. This study surveyed 731 undergraduate students at ten Korean universities and empirically tested several hypotheses with respect to the determinants of the public/private sector job choice.
