    ECONOMETRIC MODELLING FOR SIMULATING THE ECONOMIC IMPACT OF STRUCTURAL REFORMS IN ROMANIA: A PILOT PROJECT

    The aim of this research to set up a system which helps to estimate the impact of public funding from projects. The impact depends on all factors affecting demand for the good or service provided under the structural intervention at stake. Thus, the present research provides a pilot econometric model for simulating the main mechanisms that lead to public investment impact from the perspective of 42 counties for the year 2006. The importance of this time span is due to the fact that it represents the end of the second programming period for European Union funds and it reveals the impact of economic structural measures at microeconomic level. Data observed to estimate the linear regression model contain at least 50 observations and the t test, the F test and the coefficients of determination are used to analyse the worthiness of the model after prior estimation of the parameters.     Crisis periods are creating acute tensioned situations in the relationships between people, not only in the organizations that are in need to stint their activities, but also in institutions that are not so affected by the crisis. This happens because in the new context we can find a lot of apprehensions in the minds of citizens, especially regarding the labor force. In these conditions the Human Resources management is facing difficulties regarding limitation decisions for a part of the personnel. On the other hand, the economic crisis has also some positive aspects for the Human Resources management because it allows the existence an adequacy filter, a constancy of employees, the reinforcement of discipline in institutions, a growth of productivity, an increase in people‟s responsibilities and even the attenuation of income pressure. All of these things can be capitalized for the interest of institutions. At the same time the crisis can be a rupture between the old and the new, it can stimulate creativity, it can determine the reorganization and increase the efficiency of activities, it can lead to an orientation towards new technologies, methods and products highly demanded on the market. This paper analyzes and estimates the attitudes manifested by Romanian Human Resources managers that are facing the current socio-economic crisis. It shows what people can do to decrease the effects of the crisis and also their perception regarding the manifestation forms of the economic crisis, the changes that are necessary for a good administration of the human resources which would lead to a minimum loss in this area, so that the closure of the crisis should not be accompanied by an absence of human resources.human resources, economic crisis, managerial activities, human relationships, small and average enterprises, economic development

    An important component of the quality of life, the consumers’ rights and interests protection has become a priority of the European Union policy, a type of policy based among others on the results of the Eurobarometer type studies. Our study is a secondary analysis of the data provided by the special EB 69.1 Eurobarometer on the topic of „Consumer Protection on the Domestic Market” (Euopean Commission, 2008). We focused on aspects connected to the Romanian consumer: the ascribed factors which influence the purchasing decision related to gender, age, level of education, residence, the level of protection felt by the consumer, ways of consumers’ protection as they are seen by the consumers themselves, the mechanism of safety product assessment done by the consumers. From the data analysis in the present study we concluded that numerous Romanian consumers do not know the laws and the institutions entitled to protect their rights, but are discontent regarding the manner their rights are observed; they have as a main purchasing criterion the price; the producers take advantage of the lack of information and attitude of the consumers regarding their rights; and the consumers, lacking a suitable education, remain only at the level of discontent, of not trusting the possibility of their rights being respected, which in its turn causes a low level of self-protection. In these conditions we consider necessary the systematic education of the consumers as well as producers regarding the quality, the safety of the marketed products, of the attitude regarding the disobedience of the producers/suppliers for the regulations in this area, doubled by an increased interest from the authorities for consumer protection and a manifestation of individual or associative civic sense.the Romanian consumer, rights, attitudes, protection methods, safety

    ANALYSIS OF THE EVOLUTION OF THE VEGETABLE AGRICULTURAL PRODUCTION IN ROMANIA

    Agriculture is an important sector in Romanian economy, the cultivation of cereals, especially wheat and corn, holding a major place. Statistically, in the last ten years, our country has obtained twice as much grain production as the yield obtained in the previous period. In this context, with a production value of over 31 million tonnes, in 2018 Romania ranked third in Europe, after France and Germany, according to Eurostat data. France obtained a double grain production compared to our country. Regarding the types of crops, we observe that our country ranked first in the production of maize and sunflower, while holding  the fourth position in  wheat production, compared to the other European countries.This paper is based on the statistical data provided by the National Institute of Statistics, the Ministry of Agriculture and Rural Development and Eurostat. Although Romania has a high agricultural potential, its farmland  cannot be exploited to its true value due to insufficient mechanization, the fragmentation of the farmland , the lack of capital and irrigation systems. The poor professional training of the aging agricultural workers also contributes to the bleak situation of  Romanian agriculture. The financial support provided by the EU and the Romanian state to the farmers has led to the increase of agricultural production. Farmers have to organize themselves in various forms of association in order to be able to obtain agricultural produce at lower costs. At the same time, the mechanization of agriculture must be continued in order to increase productivity per hectare
