Le retour d’expérience pour anticiper la reconstruction des territoires littoraux en conduite de crise

The cyclonic risk in the French Antilles is quite well known but it presents atypical and uncertain characteristics. Added to this, the specific features of coastal territories (such as insularity) reinforce their vulnerability and limit their ability to rebuild and adapt. The island of Saint-Martin demonstrates how difficult this process can be, even two years after the passage of hurricanes Irma, José and Maria in 2017. Indeed, if the decisions and actions carried out during an exceptional event mainly focus on managing the emergency in order to get out of the crisis as quickly as possible, one can wonder about the long-term effects of anticipation: in times of extreme crisis, can we anticipate some actions and their consequences in order to facilitate the reconstruction phase? In order to help crisis managers to integrate the objective of operational continuity and territorial reconstruction into decision-making, a global experience feedback (resulting from around forty interviews) was carried out on this cyclonic crisis of 2017
