    Present-day Yugoslavia covers the territory of what was left of the Socialist Federal Republic of Yugoslavia Socialistićka Federativna Republika Jugoslavija (SFRJ) following the secession, from late 1991, first of Slovenia, then, successively, of Croatia, Bosnia and Hercegovina, and finally, Macedonia. This ‘rump’ - the Federal Republic of Yugoslavia Savezna Republika Jugoslavija (SRJ) consists constitutionally of two sovereign republics, Serbia and Montenegro. Each has a separate government, legal and administrative system within the Federal constitution. They are often separately represented at international fora: within SRJ their relationship is uneasy and its future uncertain. Serbia today includes the former (SFRJ) ‘autonomous provinces’ of Vojvodina to the North and Kosovo to the south. Since 1987, both were progressively assimilated - administratively and politically - into the Republic of Serbia and were formally stripped of their autonomy under a new constitution adopted by Serbia in September 1990. Both SRJ and its constituent entities have uncertain status in international law. The declaration in April 1992 by Serbia and Montenegro that SRJ was the legal successor of the SFRJ was a de facto recognition of the secession of the other four republics. However, the United Nations ruled in September of that year that this could not automatically be the case and excluded SRJ from the General Assembly; subsequently the recognition of SRJ by other nations has been uncertain. Kosovo is presently under military control of NATO (and Russian) armed forces (KFOR), its administration in the hands of a United Nations mission (UNMIK); its future can only be a matter of conjecture. Examination of environmental issues in Yugoslavia must be informed by two principal considerations: • The physical and ecological characteristics of the region, and its social and economic development up to and including the collapse of the former Yugoslavia in 1991 • Events since 1991, including socioeconomic changes, the effect of external sanctions consequent on Yugoslavia’s involvement in the civil war in neighbouring Bosnia and Hercegovina (1992-95) and, most recently, the civil war in Kosovo and the intervention of NATO. The latter, in particular, cast a shadow over any analysis of Yugoslavia and its future, including the matters dealt with in this chapter, which therefore includes an assessment of environmental damage and prospects for environmental remediation against the backcloth of an analysis of the pre-1999 situation in the region

    This article discusses and challenges some popular myths and perceptions about interwar Yugoslavia in post-socialist (and post-Yugoslav) Serbia. These include discourses that blame ‘others’ – ‘treacherous’ Croats and other non-Serbs, the ‘perfidious’ west, especially Britain – and that are also self-critical, of Serbs’ ‘naivety’ as exemplified in their choosing to create Yugoslavia at the end of the FirstWorldWar, and of, later, embracing communism. The article also offers a reassessment of the interwar period, often neglected by scholars of former Yugoslavia

    On April 6, 1941, the Axis—German, Italian, Bulgarian and Hungarian military forces- invaded, occupied and partitioned Yugoslavia. Four days later, Slavko Kvaternik, the commander of the Ustaša forces, assumed power in Zagreb and proclaimed the New Independent State of Croatia (Nezavisna Država Hrvatska, NDH). On April 10, Ante Pavelić arrived as head of the Ustaša, who was exiled in Italy under the protection of Mussolini, since he and his followers were wanted by the governments of France and Yugoslavia, accused of plotting the assassinations of the French Prime Minister Louis Barthou and King Alexander of Yugoslavia.1 One of his first acts was to read the messages from Hitler and Mussolini recognizing the NDH

    Even though more than a decade has passed since the creation of the International Criminal Tribunal for the Former Yugoslavia, the law of the most fundamental concept in international criminal law – mens rea - remains unsettled. Through its jurisprudence, the Yugoslavia Tribunal has made enormous efforts to assign different degrees of mens rea for different categories of crimes under its Statute. The present study is an attempt to clarify several issues with regard to the law of mens rea as developed in the case law of the Yugoslavia Tribunal. Among these issues are the following: what precisely is to be understood by the terms “specific intent”, “special intent”, “dolus specialis”, or “surplus intent”? Similarly, what are the precise meanings of the terms “deliberately”, “intention”, “intent”, “intentionally”, “wilful or wilfully”, “knowledge”, and “wanton” as provided for in the ICTY Statute or as employed by the Chambers within its judgments

    Demographic analysis clarifies political issues in the collapse of Yugoslavia. In most regions, 1961-1991, ethnic diversity (estimated by informational entropy) increased and segregation (estimated by Theil’s H) decreased. In a few regions there was a reversal in 1991 as migration flows or presentations of self perhaps changed in anticipation of war. The analysis strengthens refutations of the view that long standing ethnic hatreds were the root cause of the Yugoslav collapse and supports analyses that attribute collapse to general economic crisis, economic competition between regions, and failures at the peak of government.collapse of Yugoslavia, diversity, ethnic politics, ethnicity, segregation, Yugoslavia

    Methodism in Macedonia Between the Two World Wars

    After World War I ended, the part of Macedonia commonly called Vardar Macedonia was incorporated into the new Kingdom of Serbs, Croats, and Slovenes (subsequently renamed Yugoslavia). It was officially proclaimed to be a part of Serbia as the Serbian government did not recognize a separate Macedonian nationality. Some 10 stations of the American Board, including the Bitola Girls\u27 School, were in this area. The American Board attempted to maintain a semblance of unity in the Balkan Mission, but Greece, Bulgaria, and Yugoslavia were on such unfriendly terms that this was not feasible. For a while the American Board was planning to establish a strong mission in southern Yugoslavia, and the missionaries in Bulgaria made various recommendations in this direction, primarily suggesting sending out a competent missionary Serbian-speaking couple speaking, since the new government insisted that Serbian be the official language of Macedonia, and tried to obliterate the Macedonian or Bulgarian languages even though they were spoken by the majority
