    Procurement Auctions for Differentiated Goods

    We consider two mechanisms to procure differentiated goods: a request for quote and an English auction with bidding credits. In the request for quote, each seller submits a price and the inherent quality of his good. Then the buyer selects the seller who offers the greatest difference in quality and price. In the English auction with bidding credits, the buyer assigns a bidding credit to each seller conditional upon the quality of the seller’s good. Then the sellers compete in an English auction with the winner receiving the auction price and his bidding credit. Game theoretic models predict the request for quote is socially efficient but the English auction with bidding credits is not. The optimal bidding credit assignment under compensates for quality advantages, creating a market distortion in which the buyer captures surplus at the expense of the seller’s profit and social efficiency. In experiments, the request for quote is less efficient than the English auctions with bidding credits. Moreover, both the buyer and seller receive more surplus in the English auction with bidding credits.

    The performance of reverse auctions versus request for quotes when procuring goods with quality differences

    The use of dynamic auctions is a major component in many enterprises' e-procurement initiatives. In the case where suppliers offer goods and services of inherently different quality the traditional mechanism has been the request for quote. In a request for quote, suppliers submit a sealed bid and the fixed quality of their offering and then the buyer selects the seller who offers the greatest difference between quality and price. The winning seller receives a price equal to his submitted bid. The reverse auction has immerged as the most commonly adopted dynamic auction for this setting. In a reverse auction, suppliers first submit the qualities of their goods and then the suppliers participate in an auction with the same message space as an open outcry English auction (descending because this is a procurement auction.) However, the auction is only used to set each suppliers price. The last price a supplier submits in the auction becomes their actual submitted price. After, the auction the buyer selects the winning seller who offers the greatest difference between quality and actual submitted price. We provide a game theoretic analysis of both mechanisms.     Information Disclosure in Open Non-Binding Procurement Auctions: an Empirical Study

    The outcome of non-binding reverse auctions critically depends on how information is distributed during the bidding process. We use data from a large European procurement platform to study the impact of different information structures, specifically the availability of quality information to the bidders, on buyers' welfare and turnover of the platform. First we show that on the procurement platform considered bidders indeed are aware of their rivals' characteristics and the buyers preferences over those non-price characteristics. In a counterfactual analysis we then analyze the reduction of non-price information available to the bidders. As we find, platform turnovers in the period considered would decrease by around 30%, and the buyers' welfare would increase by the monetary equivalent of around 45% of turnover of the platform

    Small Business Set-asides in Procurement Auctions: An Empirical Analysis

    As part of public procurement, many governments adopt small business programs to pro- vide contract opportunities for businesses often with preferences for firms operated by mem- bers of groups designated as disadvantaged. The redistribution arising from such programs, however, can introduce significant added costs to government procurement budgets. In this paper, the extent to which small business set-asides increase government procurement costs is examined. The estimates employ data on Japanese public construction projects, where approximately half of the procurement budget is set aside for small and medium enterprises (SMEs). Applying a positive relationship between profitability and firm size obtained by the non-parametric estimation of asymmetric first-price auctions with affiliated private values, a counterfactual simulation is undertaken to demonstrate that approximately 40 percent of SMEs would exit the procurement market if set-asides were to be removed. Surprisingly, the resulting lack of competition would increase government procurement costs more than it would offset the production cost inefficiency.

    Equilibrium in Scoring Auctions

    This paper studies multi-attribute auctions in which a buyer seeks to procure a complex good and evaluate offers using a quasi-linear scoring rule. Suppliers have private information about their costs, which is summarized by a multi-dimensional type. The scoring rule reduces the multidimensional bids submitted by each supplier to a single dimension, the score, which is used for deciding on the allocation and the resulting contractual obligation. We exploit this idea and obtain two kinds of results. First, we characterize the set of equilibria in quasi-linear scoring auctions with multi-dimensional types. In particular, we show that there exists a mapping between the class of equilibria in these scoring auctions and those in standard single object IPV auctions.     Competition In or For the Field: Which is Better

    In many circumstances, a principal, who wants prices to be as low as possible, must contract with agents who would like to charge the monopoly price. This paper compares a Demsetz auction, which awards an exclusive contract to the agent bidding the lowest price (competition for the field) with having two agents provide the good under (imperfectly) competitive conditions (competition in the field). We obtain a simple sufficient condition showing unambiguously which option is best. The condition depends only on the shapes of the surplus function of the principal and the profit function of agents, and is independent of the particular duopoly game played ex post. We apply this condition to three canonical examples procurement, royalty contracts and dealerships and find that whenever marginal revenue for the final good is decreasing in the quantity sold, a Demsetz auction is best.     Set-Asides and Subsidies in Auctions

    Set-asides and subsidies are used extensively in government procurement and natural resource sales. We analyze these policies in an empirical model of U.S. Forest Service timber auctions. The model fits the data well both within the sample of unrestricted sales where we estimate the model, and when we predict (out of sample) bidder entry and prices for small business set-asides. Our estimates suggest that restricting entry to small businesses substantially reduces efficiency and revenue, although it does increase small business participation. An alternative policy of subsidizing small bidders would increase revenue and small bidder profit, while eliminating almost all of the efficiency loss of set-asides, and only slightly decreasing the profit of larger firms.     Bribeproof mechanisms for two-values domains

    Schummer (Journal of Economic Theory 2000) introduced the concept of bribeproof mechanism which, in a context where monetary transfer between agents is possible, requires that manipulations through bribes are ruled out. Unfortunately, in many domains, the only bribeproof mechanisms are the trivial ones which return a fixed outcome. This work presents one of the few constructions of non-trivial bribeproof mechanisms for these quasi-linear environments. Though the suggested construction applies to rather restricted domains, the results obtained are tight: For several natural problems, the method yields the only possible bribeproof mechanism and no such mechanism is possible on more general domains.Comment: Extended abstract accepted to SAGT 2016.
