BUDGET PERSPECTIVES 2021, PAPER 2, May 2020. THE POTENTIAL COSTS AND DISTRIBUTIONAL EFFECT OF COVID-19. MINIMUM WAGE POLICY IN IRELAND

    Get PDF
I provide an overview of minimum wage policy in Ireland over the past 20 years, and survey the recent evidence on the economic impacts of a minimum wage. Drawing on this evidence, I analyse the potential implications of the recent Covid19 crisis on minimum wage employment in Ireland. The recent evidence shows that minimum wage increases in Ireland have not led to increased job loss among minimum wage workers, but have resulted in some reductions in hours worked among certain groups. Minimum wage increases have led to reductions in wage inequality and the minimum wage has been shown to be important in keeping wage inequality low during recessions. Recent estimates show that more than half of minimum wage employees in Ireland work in the retail, accommodation and food sectors. These sectors have experienced widespread business closures due to the Covid-19 crisis, suggesting that low-wage employees may be disproportionately impacted by job losses. Those who have lost their job may claim the Pandemic Unemployment Payment (PUP) of €350 per week. Minimum wage employees in retail or accommodation and food work, on average, 23 hours per week. This means that the PUP payment is 50 per cent higher than the gross weekly wage of the average minimum wage employee in these sectors. However, the PUP payment was an emergency short-term (12-week) measure, and it seems likely that it will be amended or tapered in coming weeks to address these types of anomalies

The Impact of Minimum Wages on Wage Inequality and Employment in the Formal and Informal Sector in Costa Rica

This paper tests the impact of the Costa Rican minimum wage policy on wage inequality and the level of employment in the formal sector (covered by minimum wage legislation) and the informal (uncovered) sector. We also examine the redistributive effects of the minimum wage, between the covered sector and the uncovered sector. Regression analysis using micro data from the Labour Force Surveys over 17 years reveals three important findings. At the median, a unit increase in the minimum wage relative to the average wage is associated with:http://deepblue.lib.umich.edu/bitstream/2027.42/39864/3/wp479.pd

Wage Effects of Non-wage Labour Costs

    Get PDF
We study wage effects of two important elements of non-wage labour costs: firing costs and payroll taxes. We exploit a reform that introduced substantial reduction in these two provisions for unemployed workers aged less than 30 and over 45 years who got a permanent job. A matching model with heterogeneous workers predicts positive wage effects of reducing firing costs but ambiguous wage effects of reducing payroll taxes, for both new entrant and incumbent workers. Difference-in-differences estimates and simulation of the model show positive wage effects for both new entrant and incumbent workers. The reduction in firing costs accounts for up to half of the overall wage increase for new entrants but only 10% for incumbents

Kanigoro at Ngablak Sub-District in Magelang is one of the Villages which is topographically lower than the adjacent village in the same sub-district. The main activity of village inhabitant is farmer in intensive agriculture that is indicated by a lot of fertilizer and pesticide utilization. Therefore, the exceeding dosage of fertilizer and pesticide in plant cultivation could become an anxious environmental problem due to the high concentration of them in springs water that they called as Tuk and river water more than the quality standard of National regulation. Based on Data analysis, it can be concluded that laboratory analysis result of water quality in the village Kanigoro, generally still meet the quality standard. This is showed by the concentration of heavy metals (As, Cu, Cd, Hg, Zn and Fe) and pesticides (Aldrin, BHC, Chlordane, DDT, Dieldrin, Endrin, Heptachlor,Heptachlo epoxide, Lindane, Methoxychlor and Toxaphene), except for some points sampling contain heavy metals plumbum (Pb) exceeded water quality standard of the Minister of Health (Depkes) and Government Regulation Class I (raw water) of PP 82/2001. While the density of microbial total coliform and E. coli detected abundant compare to the water quality standard of the Minister of Health, particularly for the use of water as raw water or clean water. However, it is possible to utilize water directly for agriculture and fish farming activities and the use for drinking water after cooked firs

Paparan Limbah Cair Industri Mengandung Logam Berat Pada Lahan Sawah Di Desa Jelegong, Kecamatan Rancaekek, Kabupaten Bandung

Inter-Regional Wage Differentials in Portugal: An Analysis Across the Wage Distribution

    Get PDF
Typically, studies on regional wage differentials are based on ordinary least squares (OLS) estimates. Quantile regression is an alternative approach which allows these differences to be studied across the whole wage distribution. In this study, the quantile regression framework is considered for the analysis of regional wage differences in Portugal. The findings reveal significant differences in wage equations coefficients between regions for the various quantiles. Furthermore, it is concluded that the regional wage differentials and the components explained by differences in endowments and differences in returns increase across the whole wage distribution
