The worldwide governance indicators : methodology and analytical issues
This paper summarizes the methodology of the Worldwide Governance Indicators (WGI) project, and related analytical issues. The WGI cover over 200 countries and territories, measuring six dimensions of governance starting in 1996: Voice and Accountability, Political Stability and Absence of Violence/Terrorism, GovernmentEffectiveness, Regulatory Quality, Rule of Law, and Control of Corruption. The aggregate indicators are based on several hundred individual underlying variables, taken from a wide variety of existing data sources. The data reflect the views on governance of survey respondents and public, private, and NGO sector experts worldwide. The WGI also explicitly report margins of error accompanying each country estimate. These reflect the inherent difficulties in measuring governance using any kind of data. Even after taking these margins of error into account, the WGI permit meaningful cross-country and over-time comparisons. Light Composite Vector Bosons
In gauge theories with slowly-running coupling constants, it may be possible
for four-fermion operators to be nearly marginal. Such operators can possess
asymptotically weak couplings, and can plausibly give rise to light composite

M31 PAndromeda Cepheid sample observed in four HST bands
Using the M31 PAndromeda Cepheid sample and the HST PHAT data we obtain the
largest Cepheid sample in M31 with HST data in four bands. For our analysis we
consider three samples: A very homogeneous sample of Cepheids based on the
PAndromeda data, the mean magnitude corrected PAndromeda sample and a sample
complementing the PAndromeda sample with Cepheids from literature. The latter
results in the largest catalog with 522 fundamental mode (FM) Cepheids and 102
first overtone (FO) Cepheids with F160W and F110W data and 559 FM Cepheids and
111 FO Cepheids with F814W and F475W data. The obtained dispersion of the
Period-Luminosity relations (PLRs) is very small (e.g. 0.138 mag in the F160W
sample I PLR). We find no broken slope in the PLRs when analyzing our entire
sample, but we do identify a subsample of Cepheids that causes the broken
slope. However, this effect only shows when the number of this Cepheid type
makes up a significant fraction of the total sample. We also analyze the sample

EU methodology for critical raw materials assessment : policy needs and proposed solutions for incremental improvements
Raw materials form the basis of Europe's economy to ensure jobs and competitiveness, and they are essential for maintaining and improving quality of life. Although all raw materials are important, some of them are of more concern than others, thus the list of critical raw materials (CRMs) for the EU, and the underlying European Commission (EC) criticality assessment methodology, are key instruments in the context of the EU raw materials policy.
For the next update of the CRMs list in 2017, the EC is considering to apply the overall methodology already used in 2011 and 2014, but with some modifications. Keeping the same methodological approach is a deliberate choice in order to prioritise the comparability with the previous two exercises, effectively monitor trends, and maintain the highest possible policy relevance. As the EC's in-house science service, the Directorate General Joint Research Centre (DG JRC) identified aspects of the EU criticality methodology that could be adapted to better address the needs and expectations of the resulting CRMs list to identify and monitor critical raw materials in the EU.
The goal of this paper is to discuss the specific elements of the EC criticality methodology that were adapted by DG JRC, highlight their novelty and/or potential outcomes, and discuss them in the context of criticality assessment methodologies available internationally
