    Securing critical utility systems & network infrastructures

Estes sistemas permitem a gestão e recolha de informação em tempo-real, constituindo a base para a gestão eficiente das operações. A utilização, cada vez mais frequente, de software e hardware (Commercial Off-The-Shelf, COTS) em sistemas SCADA permitiu grandes beneficios financeiros na aquisição e desenvolvimento de soluções técnicas que suportam os serviços públicos. O uso de hardware e software COTS em sistemas SCADA transferiu para as infra-estruturas críticas os problemas de segurança de uma infraestrutura de TI empresarial. Neste contexto, um desafio para as equipas de gestão operacional dos sistemas de TI é a gestão eficaz dos sistemas e redes que compõem as infra-estruturas críticas dos serviços públicos. Apesar de estas organizações adoptarem, cada vez mais, normas e melhores práticas que visam melhorar a gestão, operações e processos de configuração. Este projecto de investigação propõe-se a desenvolver um estudo comparativo de plataformas de gestão integrada no contexto dos sistemas SCADA que suportam serviços públicos. Adicionalmente, este projecto de investigação irá desenvolver estudos acerca de perfis operacionais dos Sistemas Operativos que suportam a infra-estrutura IT dos serviços públicos críticos. Este projecto de investigação irá descrever como as decisões estratégicas de gestão têm impacto nas operações de gestão de uma infra-estrutura TI.Modern critical utility IT infrastructures are supported by numerous complex systems. These systems allow real-time management and information collection, which is the basis of efficient service management operations. The usage of commercial off-the-shelf (COTS) hardware and software in SCADA systems allowed for major financial advantages in purchasing and developing technical solutions. On the other hand, this COTS hardware and software generalized usage in SCADA systems, exposed critical infrastructures to the security problems of a corporate IT infrastructure. A significant challenge for IT teams is managing critical utility IT infrastructures even upon adopting security best practices that help management, operations and configuration of the systems and network components that comprise those infrastructures. This research project proposes to survey integrated management software that can address the specific security constraints of a SCADA infrastructure supported by COTS software. Additionally, this research project proposes to investigate techniques that will allow the creation of operational profiles of Operating Systems supporting critical utility IT infrastructures. This research project will describe how the strategic management decisions impact tactical operations management of an IT environment.     Towards Optimal IT Availability Planning: Methods and Tools

    The availability of an organisation’s IT infrastructure is of vital importance for supporting business activities. IT outages are a cause of competitive liability, chipping away at a company financial performance and reputation. To achieve the maximum possible IT availability within the available budget, organisations need to carry out a set of analysis activities to prioritise efforts and take decisions based on the business needs. This set of analysis activities is called IT availability planning. Most (large) organisations address IT availability planning from one or more of the three main angles: information risk management, business continuity and service level management. Information risk management consists of identifying, analysing, evaluating and mitigating the risks that can affect the information processed by an organisation and the information-processing (IT) systems. Business continuity consists of creating a logistic plan, called business continuity plan, which contains the procedures and all the useful information needed to recover an organisations’ critical processes after major disruption. Service level management mainly consists of organising, documenting and ensuring a certain quality level (e.g. the availability level) for the services offered by IT systems to the business units of an organisation. There exist several standard documents that provide the guidelines to set up the processes of risk, business continuity and service level management. However, to be as generally applicable as possible, these standards do not include implementation details. Consequently, to do IT availability planning each organisation needs to develop the concrete techniques that suit its needs. To be of practical use, these techniques must be accurate enough to deal with the increasing complexity of IT infrastructures, but remain feasible within the budget available to organisations. As we argue in this dissertation, basic approaches currently adopted by organisations are feasible but often lack of accuracy. In this thesis we propose a graph-based framework for modelling the availability dependencies of the components of an IT infrastructure and we develop techniques based on this framework to support availability planning. In more detail we present: 1. the Time Dependency model, which is meant to support IT managers in the selection of a cost-optimal set of countermeasures to mitigate availability-related IT risks; 2. the Qualitative Time Dependency model, which is meant to be used to systematically assess availability-related IT risks in combination with existing risk assessment methods; 3. the Time Dependency and Recovery model, which provides a tool for IT managers to set or validate the recovery time objectives on the components of an IT architecture, which are then used to create the IT-related part of a business continuity plan; 4. A2THOS, to verify if availability SLAs, regulating the provisioning of IT services between business units of the same organisation, can be respected when the implementation of these services is partially outsourced to external companies, and to choose outsourcing offers accordingly. We run case studies with the data of a primary insurance company and a large multinational company to test the proposed techniques. The results indicate that organisations such as insurance or manufacturing companies, which use IT to support their business can benefit from the optimisation of the availability of their IT infrastructure: it is possible to develop techniques that support IT availability planning while guaranteeing feasibility within budget. The framework we propose shows that the structure of the IT architecture can be practically employed with such techniques to increase their accuracy over current practice

    Wide-Area Situation Awareness based on a Secure Interconnection between Cyber-Physical Control Systems

    Posteriormente, examinamos e identificamos los requisitos especiales que limitan el diseño y la operación de una arquitectura de interoperabilidad segura para los SSC (particularmente los SCCF) del smart grid. Nos enfocamos en modelar requisitos no funcionales que dan forma a esta infraestructura, siguiendo la metodología NFR para extraer requisitos esenciales, técnicas para la satisfacción de los requisitos y métricas para nuestro modelo arquitectural. Estudiamos los servicios necesarios para la interoperabilidad segura de los SSC del SG revisando en profundidad los mecanismos de seguridad, desde los servicios básicos hasta los procedimientos avanzados capaces de hacer frente a las amenazas sofisticadas contra los sistemas de control, como son los sistemas de detección, protección y respuesta ante intrusiones. Nuestro análisis se divide en diferentes áreas: prevención, consciencia y reacción, y restauración; las cuales general un modelo de seguridad robusto para la protección de los sistemas críticos. Proporcionamos el diseño para un modelo arquitectural para la interoperabilidad segura y la interconexión de los SCCF del smart grid. Este escenario contempla la interconectividad de una federación de proveedores de energía del SG, que interactúan a través de la plataforma de interoperabilidad segura para gestionar y controlar sus infraestructuras de forma cooperativa. La plataforma tiene en cuenta las características inherentes y los nuevos servicios y tecnologías que acompañan al movimiento de la Industria 4.0. Por último, presentamos una prueba de concepto de nuestro modelo arquitectural, el cual ayuda a validar el diseño propuesto a través de experimentaciones. Creamos un conjunto de casos de validación que prueban algunas de las funcionalidades principales ofrecidas por la arquitectura diseñada para la interoperabilidad segura, proporcionando información sobre su rendimiento y capacidades.Las infraestructuras críticas (IICC) modernas son vastos sistemas altamente complejos, que precisan del uso de las tecnologías de la información para gestionar, controlar y monitorizar el funcionamiento de estas infraestructuras. Debido a sus funciones esenciales, la protección y seguridad de las infraestructuras críticas y, por tanto, de sus sistemas de control, se ha convertido en una tarea prioritaria para las diversas instituciones gubernamentales y académicas a nivel mundial. La interoperabilidad de las IICC, en especial de sus sistemas de control (SSC), se convierte en una característica clave para que estos sistemas sean capaces de coordinarse y realizar tareas de control y seguridad de forma cooperativa. El objetivo de esta tesis se centra, por tanto, en proporcionar herramientas para la interoperabilidad segura de los diferentes SSC, especialmente los sistemas de control ciber-físicos (SCCF), de forma que se potencie la intercomunicación y coordinación entre ellos para crear un entorno en el que las diversas infraestructuras puedan realizar tareas de control y seguridad cooperativas, creando una plataforma de interoperabilidad segura capaz de dar servicio a diversas IICC, en un entorno de consciencia situacional (del inglés situational awareness) de alto espectro o área (wide-area). Para ello, en primer lugar, revisamos las amenazas de carácter más sofisticado que amenazan la operación de los sistemas críticos, particularmente enfocándonos en los ciberataques camuflados (del inglés stealth) que amenazan los sistemas de control de infraestructuras críticas como el smart grid. Enfocamos nuestra investigación al análisis y comprensión de este nuevo tipo de ataques que aparece contra los sistemas críticos, y a las posibles contramedidas y herramientas para mitigar los efectos de estos ataques

    Distance support in-service engineering for the high energy laser

    The U.S. Navy anticipates moving to a shipboard high-energy laser program of record in the fiscal year 2018 and achieving an initial operational capability by 2020. The design of a distance support capability within the high-energy laser system was expected to assist the Navy in reaching this goal. This capstone project explored the current Navy architecture for distance support and applied system engineering methodologies to develop a conceptual distance support framework with application to the high-energy laser system. A model and simulation of distance support functions were developed and used to analyze the feasibility in terms of performance, cost, and risk. Results of this capstone study showed that the implementation of distance support for the high-energy laser system is feasible and would reduce the total ownership cost over the life of the program. Furthermore, the capstone shows that moving toward the team’s recommended distance support framework will address current gaps in the Navy distance support architecture and will provide a methodology tailored to modern enterprise naval systems.http://archive.org/details/distancesupporti1094545248Approved for public release; distribution is unlimited

    Secure Configuration and Management of Linux Systems using a Network Service Orchestrator.

    Manual management of the configuration of network devices and computing devices (hosts) is an error-prone task. Centralized automation of these tasks can lower the costs of management, but can also introduce unknown or unanticipated security risks. Misconfiguration (deliberate (by outsiders) or inadvertent (by insiders)) can expose a system to significant risks. Centralized network management has seen significant progress in recent years, resulting in model-driven approaches that are clearly superior to previous "craft" methods. Host management has seen less development. The tools available have developed in separate task-specific ways. This thesis explores two aspects of the configuration management problem for hosts: (1) implementing host management using the model-driven (network) management tools; (2) establishing the relative security of traditional methods and the above proposal for model driven host management. It is shown that the model-driven approach is feasible, and the security of the model driven approach is significantly higher than that of existing approaches
