    Critique of Architectures for Long-Term Digital Preservation

    Evolving technology and fading human memory threaten the long-term intelligibility of many kinds of documents. Furthermore, some records are susceptible to improper alterations that make them untrustworthy. Trusted Digital Repositories (TDRs) and Trustworthy Digital Objects (TDOs) seem to be the only broadly applicable digital preservation methodologies proposed. We argue that the TDR approach has shortfalls as a method for long-term digital preservation of sensitive information. Comparison of TDR and TDO methodologies suggests differentiating near-term preservation measures from what is needed for the long term. TDO methodology addresses these needs, providing for making digital documents durably intelligible. It uses EDP standards for a few file formats and XML structures for text documents. For other information formats, intelligibility is assured by using a virtual computer. To protect sensitive information—content whose inappropriate alteration might mislead its readers, the integrity and authenticity of each TDO is made testable by embedded public-key cryptographic message digests and signatures. Key authenticity is protected recursively in a social hierarchy. The proper focus for long-term preservation technology is signed packages that each combine a record collection with its metadata and that also bind context—Trustworthy Digital Objects.

    Distributed systems are increasingly being used in commercial environments necessitating the development of trustworthy and reliable security mechanisms. There is often no clear informal or formal specification of enterprise authorisation policies and no tools to translate policy specifications to access control implementation mechanisms such as capabilities or Access Control Lists. It is thus difficult to analyse the policy to detect conflicts or flaws and it is difficult to verify that the implementation corresponds to the policy specification. We present in this paper a framework for the specification of management policies. We are concerned with two types of policies: obligations which specify what activities a manager or agent must or must not perform on a set of target objects and authorisations which specify what activities a subject (manager or agent) can or can not perform on the set of target objects.     Economics and Engineering for Preserving Digital Content

    Progress towards practical long-term preservation seems to be stalled. Preservationists cannot afford specially developed technology, but must exploit what is created for the marketplace. Economic and technical facts suggest that most preservation ork should be shifted from repository institutions to information producers and consumers. Prior publications describe solutions for all known conceptual challenges of preserving a single digital object, but do not deal with software development or scaling to large collections. Much of the document handling software needed is available. It has, however, not yet been selected, adapted, integrated, or deployed for digital preservation. The daily tools of both information producers and information consumers can be extended to embed preservation packaging without much burdening these users. We describe a practical strategy for detailed design and implementation. Document handling is intrinsically complicated because of human sensitivity to communication nuances. Our engineering section therefore starts by discussing how project managers can master the many pertinent details.

    Durable Digital Objects Rather Than Digital Preservation

    Long-term digital preservation is not the best available objective. Instead, what information producers and consumers almost surely want is a universe of durable digital objects—documents and programs that will be as accessible and useful a century from now as they are today. Given the will, we could implement and deploy a practical and pleasing durability infrastructure within two years. Tools for daily work can embed packaging for durability without much burdening their users. Moving responsibility for durability from archival employees to information producers would also avoid burdening repositories with keeping up with Internet scale. An engineering prescription is available. Research libraries’ and archives’ slow advance towards practical preservation of digital content is remarkable to outsiders. Why does their progress seem stalled? Ineffective collaboration across disciplinary boundaries has surely been a major impediment. We speculate about cultural reasons for this situation and warn about possible marginalization of research librarianship as a profession.

    Increasing the Reuse of Data through FAIR-enabling the Certification of Trustworthy Digital Repositories

    The long-term preservation of digital objects, and the means by which they can be reused, are addressed by both the FAIR Data Principles (Findable, Accessible, Interoperable, Reusable) and a number of standards bodies providing Trustworthy Digital Repository (TDR) certification, such as the CoreTrustSeal.  Though many of the requirements listed in the Core Trustworthy Data Repositories Requirements 2020–2022 Extended Guidance address the FAIR Data Principles indirectly, there is currently no formal ‘FAIR Certification’ offered by the CoreTrustSeal or other TDR standards bodies. To address this gap the FAIRsFAIR project developed a number of tools and resources that facilitate the assessment of FAIR-enabling practices at the repository level as well as the FAIRness of datasets within them. These include the CoreTrustSeal+FAIRenabling Capability Maturity model (CTS+FAIR CapMat), a FAIR-Enabling Trustworthy Digital Repositories-Capability Maturity Self-Assessment template, and F-UJI ,  a web-based tool designed to assess the FAIRness of research data objects.  The success of such tools and resources ultimately depends upon community uptake. This requires a community-wide commitment to develop best practices to increase the reuse of data and to reach consensus on what these practices are.  One possible way of achieving community consensus would be through the creation of a network of FAIR-enabling TDRs, as proposed by FAIRsFAIR
