Pilot Evaluation of the Mexican Model of Dual TVET in the State of Mexico
Since the first public announcement of the Mexican Model of Dual TVET (MMFD) in June 2013, more than 5,000 apprentices have enrolled in the programme and around 2,000 already graduated. The Ministry of Education (SEP and CONALEP), the Chambers of Commerce (i.e. COPARMEX) and the German Cooperation Agencies (i.e. CAMEXA) have been collaborating with state authorities, families, schools and companies to turn this initial idea into a significant and sustainable initiative. Although the numbers are still small, it seemed necessary to undertake a pilot evaluation study of the implementation and impact of this program on its participants to inform those responsible for this policy. We decided to focus our study on the State of Mexico because of the higher number of apprentices in this state and because of the access that the CONALEP authorities gave us to the informants.
The report that you are about to read is structured in four main sections. In the first one we reviewed the international evidence on the experiences of policy transfer of Dual TVET. Transferring international good practice sin TVET is always a complex process that requires careful attention to the experiences and lessons from those that tried to do it before. In the second section, we present the main characteristics of the Mexican Model of Dual TVET and the specificities of its implementation in the State of Mexico. In a federal country like Mexico, it is important to understand that national policies may largely vary across states in terms of design and implementation. The third section outlines the methodology of the study, which is inspired by the realist evaluation principles. Realist evaluation, not only tries to measure the impact of interventions on beneficiaries, but also to understand the causal mechanisms that explain why this policy is more effective in certain contexts and with certain beneficiary populations than in others. In the final section, the results of the interviews and the survey with 25 apprentices that completed their studies under the MMFD in the State of Mexico are presented. Obviously, the reduced sample of the study limits the representativeness of our findings but it will offer some expected and unexpected results that should not be ignored by those involved in this policy in the State of Mexico and nationally
Automatic assessment of creativity in heuristic problem-solving based on query diversity
Indexación: Web of Science; Scopus.Research, development and innovation are the pillars on which companies rely to offer new products and services capable of attracting consumer demand. This is why creative problem-solving emerges as one of the most relevant skills of the 21st century. Fortunately, there are many creativity training programs that have proven effective. However, many of these programs and methods base on a previous measurement of creativity and require experienced reviewers, they consume time for being manual, and they are far from everyday activities. In this study, we propose a model to estimate the creative quality of users' solutions dealing with heuristic problems, based on the automatic analysis of query patterns issued during the information search to solve the problem. This model has been able to predict the creative quality of solutions produced by 226 users, reaching a sensitivity of 78.43%. Likewise, the level of agreement among reviewers in relation to the creative characteristics is evaluated through two rubrics, and thereby, observing the difficulties of the manual evaluation: subjectivity and effort. The international traineeships network at UPF
This work is a preliminary study aimed at assessing the impact of international traineeships at Universitat Pompeu Fabra (UPF) in the framework of the Erasmus+ Programme. The deployment of post-EHEA traineeships has already been studied in previous works, and a comparison is performed between local and international traineeships. E-SKILLS IP – MASTERING THE 21ST CENTURY SKILLS
In this paper we will present the results of a case study carried out with attendees of an Erasmus Intensive Programme (e-skills IP - Competences for Collaboration and Knowledge Sharing in Digital Society), which has promoted the development of 21st century skills among participants. The 21st century skills are a set of abilities that students need to develop in order to succeed in the information age. The Intensive Programme took place during 2014 spring in Timisoara, Romania involving the participation of teachers (with skills in the areas of ICT, digital literacy, non-formal education and intervention, design & illustration and teacher education) and students (of teacher training, social education and intercultural relations and migration fields) from four different countries. The classes covered different tools and six tutors were involved. At the end, attendees were: able to master the different tools & applications; capable to use and select the most adequate web 2.0 tools & applications according with a specific situation; able to create and manage their PLE/N; able to share and work collaboratively in a synchronous and asynchronous way; able to communicate an idea and to interact with peers from different countries. The working methodology was hands on workshop based and a package of a two and a half weeks of sessions covering a variety of web 2.0 tools was prepared and delivered to the participants.
The e-skills IP had a positive impact in the participants since they saw their 21st century skills enhanced along with foreign language skills improvement. They had the opportunity to learn about different cultures through the nation nights activities and to discover a bit more about cultural aspects of the host region/country through the social events. A website was built in order to aggregate all the contents and results of the IP.
The IP gave an intense overview about the different tools that are available in the web 2.0 and that can be very useful for teaching/learning activities. Stakeholders perception of recruitment criteria: a Régnier’s abacus approach of market valued skills
Together with the emphasis on the technical skills acquisition, higher education institutions have been making an effort on developing and updating undergraduate transferable competences in order to diminish the gap between academic training and working world entrance. In other words, to recognize market needs, teachers and students representations about human resources requirements, and combine them to boost employability in business professions, must be a priority in today’s knowledge based economy. Taking into account the new teaching realities brought by Bologna agreement, as well as the exertion universities have been done in order to tune in enterprises and curricula, this activity intended to accede the way recruiters, alumni and college teachers from Catholic University [CU; Porto Regional Center (PRC), Economics and Management Faculty (MEF)] positioned themselves relatively to some recruitment and selection criteria for management and economics professions. Using a reflection activity based upon Régnier’s Abacus, participants were asked to positioned individually as experts (in their roles as recruiters, teachers or former CU alumni) in identifying market value skills, and afterwards to build a group debated conclusion to present to a larger audience. Results pointed out only one total consensual factor, that is, flexibility and adjustment skills as the most important factors when recruiting, followed by entrepreneur capabilities and valorization of work experiences in the candidates curricula. Assessing the relevance of higher education courses
The establishment of the European Higher Education Area has involved specifying lists of professional competencies that programs are expected to develop, and with this the need for procedures to measure how every course within a higher education program is aligned with the program’s competencies. We propose an instrument for characterizing this alignment, a process that we call assessing the relevance of a course. Using information from the course syllabus (objectives, contents and assessment scheme), our instrument produces indicators for characterizing the syllabus in terms of a competence list and for assessing its coherence. Because assessment involves quality, the results obtained can also be used to revise and improve the course syllabus. We illustrate this process with an example of a methods course from a mathematics teacher education program at a Spanish university
Evaluation and assessment of professional skills in the Final Year Project
In this paper, we present a methodology for Final Year Project (FYP) monitoring and assessment that considers the inclusion of the professional skills required in the particular engineering degree. This proper monitoring and clear evaluation framework provides the student with valuable support for the project implementation as well as for improving the quality of the projects, thereby reducing the academic drop-out rate. The proposed methodology has been implemented at the Barcelona School of Informatics at the Universitat Politècnica de Catalunya - BarcelonaTech. The FYP is structured around three milestones: project definition, project monitoring and project completion.
Skills are assigned to each milestone according to the tasks required in that phase, and a list of indicators is defined for each phase. The evaluation criteria for each indicator at each phase are specified in a rubric, and are made public both to students and teachers. Thus, the FYP includes an exhaustive evaluation method distributed throughout the whole project implementation, thereby facilitating project organization for the student as well as providing a clear and homogeneous assessment framework. The methodology for the FYP organization, assessment and evaluation was launched and piloted over two semesters. We believe the experience to be general in the sense that it has been conducted as part of an ICT engineering degree, but may easily be extended to any other engineering degree.Postprint (author’s final draft
Innovative teaching strategies: enhancing the soft-skilloriented approach through integrated onsite-online learning environments
ABSTRACT
The integration of ICT in Higher Education requires reflective design by
teachers. In particular, from recent international research on the subject, it
emerges that the perspective of the TPCK framework (Technological, Pedagogical,
Content Knowledge) can favour an effective design reasoning of
teachers. Teaching practice requires the implementation of innovative organizational
models for the creation of learning environments that offer continuity
between classroom and distance learning (Hybrid Instruction
Solution). The empirical mix-method research involved a group of volunteer
teachers of different teachings. The objective was to design and implement
innovative teaching solutions using ICT in onsite/online environments to enhance
specific soft skills in students. The results of a questionnaire (CAWI)
given to incoming and outgoing teachers from the experience of designing
and conducting the didactic action will be presented. the TPCK perspective
design of integrated learning environments and the reasoned choice of coherent
methodologies seem to make a soft-skilloriented didactics feasible
Structuring visual exploratory analysis of skill demand
The analysis of increasingly large and diverse data for meaningful interpretation and question answering is handicapped by human cognitive limitations. Consequently, semi-automatic abstraction of complex data within structured information spaces becomes increasingly important, if its knowledge content is to support intuitive, exploratory discovery. Exploration of skill demand is an area where regularly updated, multi-dimensional data may be exploited to assess capability within the workforce to manage the demands of the modern, technology- and data-driven economy. The knowledge derived may be employed by skilled practitioners in defining career pathways, to identify where, when and how to update their skillsets in line with advancing technology and changing work demands. This same knowledge may also be used to identify the combination of skills essential in recruiting for new roles. To address the challenges inherent in exploring the complex, heterogeneous, dynamic data that feeds into such applications, we investigate the use of an ontology to guide structuring of the information space, to allow individuals and institutions to interactively explore and interpret the dynamic skill demand landscape for their specific needs. As a test case we consider the relatively new and highly dynamic field of Data Science, where insightful, exploratory data analysis and knowledge discovery are critical. We employ context-driven and task-centred scenarios to explore our research questions and guide iterative design, development and formative evaluation of our ontology-driven, visual exploratory discovery and analysis approach, to measure where it adds value to users’ analytical activity.
