An information assistant system for the prevention of tunnel vision in crisis management
In the crisis management environment, tunnel vision is a set of bias in decision makersâ cognitive process which often leads to incorrect understanding of the real crisis situation, biased perception of information, and improper decisions. The tunnel vision phenomenon is a consequence of both the challenges in the task and the natural limitation in a human beingâs cognitive process. An information assistant system is proposed with the purpose of preventing tunnel vision. The system serves as a platform for monitoring the on-going crisis event. All information goes through the system before arrives at the user. The system enhances the data quality, reduces the data quantity and presents the crisis information in a manner that prevents or repairs the userâs cognitive overload. While working with such a system, the users (crisis managers) are expected to be more likely to stay aware of the actual situation, stay open minded to possibilities, and make proper decisions
Mechanism-Based Thinking on Policy Diffusion. A Review of Current Approaches in Political Science
Despite theoretical and methodological progress in what is now coined as the third generation of diffusion studies, explicitly dealing with the causal mechanisms underlying diffusion processes and comparatively analyzing them is only of recent date. As a matter of fact, diffusion research has ended up in a diverse and often unconnected array of theoretical assumptions relying both on rational as well as constructivist reasoning â a circumstance calling for more theoretical coherence and consistency. Against this backdrop, this paper reviews and streamlines diffusion literature in political science. Diffusion mechanisms largely cluster around two causal arguments determining the desires and preferences of actors for choosing alternative policies. First, existing diffusion mechanisms accounts can be grouped according to the rationality for policy adoption, this means that government behavior is based on the instrumental considerations of actors or on constructivist arguments like norms and rule-driven actors. Second, diffusion mechanisms can either directly impact on the beliefs of actors or they might influence the structural conditions for decision-making. Following this logic, four basic diffusion mechanisms can be identified in mechanism-based thinking on policy diffusion: emulation, socialization, learning, and externalities.policy diffusion
Evaluation of Cognitive Architectures for Cyber-Physical Production Systems
Cyber-physical production systems (CPPS) integrate physical and computational
resources due to increasingly available sensors and processing power. This
enables the usage of data, to create additional benefit, such as condition
monitoring or optimization. These capabilities can lead to cognition, such that
the system is able to adapt independently to changing circumstances by learning
from additional sensors information. Developing a reference architecture for
the design of CPPS and standardization of machines and software interfaces is
crucial to enable compatibility of data usage between different machine models
and vendors. This paper analysis existing reference architecture regarding
their cognitive abilities, based on requirements that are derived from three
different use cases. The results from the evaluation of the reference
architectures, which include two instances that stem from the field of
cognitive science, reveal a gap in the applicability of the architectures
regarding the generalizability and the level of abstraction. While reference
architectures from the field of automation are suitable to address use case
specific requirements, and do not address the general requirements, especially
w.r.t. adaptability, the examples from the field of cognitive science are well
usable to reach a high level of adaption and cognition. It is desirable to
merge advantages of both classes of architectures to address challenges in the
field of CPPS in Industrie 4.0
Transdisciplinarity seen through Information, Communication, Computation, (Inter-)Action and Cognition
Similar to oil that acted as a basic raw material and key driving force of
industrial society, information acts as a raw material and principal mover of
knowledge society in the knowledge production, propagation and application. New
developments in information processing and information communication
technologies allow increasingly complex and accurate descriptions,
representations and models, which are often multi-parameter, multi-perspective,
multi-level and multidimensional. This leads to the necessity of collaborative
work between different domains with corresponding specialist competences,
sciences and research traditions. We present several major transdisciplinary
unification projects for information and knowledge, which proceed on the
descriptive, logical and the level of generative mechanisms. Parallel process
of boundary crossing and transdisciplinary activity is going on in the applied
domains. Technological artifacts are becoming increasingly complex and their
design is strongly user-centered, which brings in not only the function and
various technological qualities but also other aspects including esthetic, user
experience, ethics and sustainability with social and environmental dimensions.
When integrating knowledge from a variety of fields, with contributions from
different groups of stakeholders, numerous challenges are met in establishing
common view and common course of action. In this context, information is our
environment, and informational ecology determines both epistemology and spaces
for action. We present some insights into the current state of the art of
transdisciplinary theory and practice of information studies and informatics.
We depict different facets of transdisciplinarity as we see it from our
different research fields that include information studies, computability,
human-computer interaction, multi-operating-systems environments and

Multi self-adapting particle swarm optimization algorithm (MSAPSO).
The performance and stability of the Particle Swarm Optimization algorithm depends on parameters that are typically tuned manually or adapted based on knowledge from empirical parameter studies. Such parameter selection is ineffectual when faced with a broad range of problem types, which often hinders the adoption of PSO to real world problems. This dissertation develops a dynamic self-optimization approach for the respective parameters (inertia weight, social and cognition). The effects of self-adaption for the optimal balance between superior performance (convergence) and the robustness (divergence) of the algorithm with regard to both simple and complex benchmark functions is investigated. This work creates a swarm variant which is parameter-less, which means that it is virtually independent of the underlying examined problem type. As PSO variants always have the issue, that they can be stuck-in-local-optima, as second main topic the MSAPSO algorithm do have a highly flexible escape-lmin-strategy embedded, which works dimension-less. The MSAPSO algorithm outperforms other PSO variants and also other swarm inspired approaches such as Memetic Firefly algorithm with these two major algorithmic elements (parameter-less approach, dimension-less escape-lmin-strategy). The average performance increase in two dimensions is at least fifteen percent with regard to the compared swarm variants. In higher dimensions (â„ 250) the performance gain accumulates to about fifty percent in average. At the same time the error-proneness of MSAPSO is in average similar or even significant better when converging to the respective global optimaâs
