    Reactive Rules for Emergency Management

    The goal of the following survey on Event-Condition-Action (ECA) Rules is to come to a common understanding and intuition on this topic within EMILI. Thus it does not give an academic overview on Event-Condition-Action Rules which would be valuable for computer scientists only. Instead the survey tries to introduce Event-Condition-Action Rules and their use for emergency management based on real-life examples from the use-cases identified in Deliverable 3.1. In this way we hope to address both, computer scientists and security experts, by showing how the Event-Condition-Action Rule technology can help to solve security issues in emergency management. The survey incorporates information from other work packages, particularly from Deliverable D3.1 and its Annexes, D4.1, D2.1 and D6.2 wherever possible

    OpenKnowledge at work: exploring centralized and decentralized information gathering in emergency contexts

    Real-world experience teaches us that to manage emergencies, efficient crisis response coordination is crucial; ICT infrastructures are effective in supporting the people involved in such contexts, by supporting effective ways of interaction. They also should provide innovative means of communication and information management. At present, centralized architectures are mostly used for this purpose; however, alternative infrastructures based on the use of distributed information sources, are currently being explored, studied and analyzed. This paper aims at investigating the capability of a novel approach (developed within the European project OpenKnowledge1) to support centralized as well as decentralized architectures for information gathering. For this purpose we developed an agent-based e-Response simulation environment fully integrated with the OpenKnowledge infrastructure and through which existing emergency plans are modelled and simulated. Preliminary results show the OpenKnowledge capability of supporting the two afore-mentioned architectures and, under ideal assumptions, a comparable performance in both cases

    Emergency response systems for disaster management in buildings

    Emergency response operations can benefit from the use of information systems that reduce decision making time and facilitate co-ordination between the participating units. We propose the use of two such systems and evaluate them with a specialised software platform that we have developed for simulation of disasters in buildings. The first system provides movement decision support to evacuees by directing them through the shortest or less hazardous routes to the exit. It is composed of a network of decision nodes and sensor nodes, positioned at specific locations inside the building. The recommendations of the decision nodes are computed in a distributed manner and communicated to the evacuees or rescue personnel in their vicinity. The second system uses wireless-equipped robots that move inside a disaster area and establish a network for two-way communication between trapped civilians and rescuers. They are autonomous and their goal is to maximise the number of civilians connected to the network.     Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Novel applications and contexts for the cognitive packet network

    Autonomic communication, which is the development of self-configuring, self-adapting, self-optimising and self-healing communication systems, has gained much attention in the network research community. This can be explained by the increasing demand for more sophisticated networking technologies with physical realities that possess computation capabilities and can operate successfully with minimum human intervention. Such systems are driving innovative applications and services that improve the quality of life of citizens both socially and economically. Furthermore, autonomic communication, because of its decentralised approach to communication, is also being explored by the research community as an alternative to centralised control infrastructures for efficient management of large networks. This thesis studies one of the successful contributions in the autonomic communication research, the Cognitive Packet Network (CPN). CPN is a highly scalable adaptive routing protocol that allows for decentralised control in communication. Consequently, CPN has achieved significant successes, and because of the direction of research, we expect it to continue to find relevance. To investigate this hypothesis, we research new applications and contexts for CPN. This thesis first studies Information-Centric Networking (ICN), a future Internet architecture proposal. ICN adopts a data-centric approach such that contents are directly addressable at the network level and in-network caching is easily supported. An optimal caching strategy for an information-centric network is first analysed, and approximate solutions are developed and evaluated. Furthermore, a CPN inspired forwarding strategy for directing requests in such a way that exploits the in-network caching capability of ICN is proposed. The proposed strategy is evaluated via discrete event simulations and shown to be more effective in its search for local cache hits compared to the conventional methods. Finally, CPN is proposed to implement the routing system of an Emergency Cyber-Physical System for guiding evacuees in confined spaces in emergency situations. By exploiting CPN’s QoS capabilities, different paths are assigned to evacuees based on their ongoing health conditions using well-defined path metrics. The proposed system is evaluated via discrete-event simulations and shown to improve survival chances compared to a static system that treats evacuees in the same way.Open Acces

    A Wildfire Prediction Based on Fuzzy Inference System for Wireless Sensor Networks

    The study of forest fires has been traditionally considered as an important application due to the inherent danger that this entails. This phenomenon takes place in hostile regions of difficult access and large areas. Introduction of new technologies such as Wireless Sensor Networks (WSNs) has allowed us to monitor such areas. In this paper, an intelligent system for fire prediction based on wireless sensor networks is presented. This system obtains the probability of fire and fire behavior in a particular area. This information allows firefighters to obtain escape paths and determine strategies to fight the fire. A firefighter can access this information with a portable device on every node of the network.     A Dynamic Data Driven Application System for Vehicle Tracking

    AbstractTracking the movement of vehicles in urban environments using fixed position sensors, mobile sensors, and crowd-sourced data is a challenging but important problem in applications such as law enforcement and defense. A dynamic data driven application system (DDDAS) is described to track a vehicle's movements by repeatedly identifying the vehicle under investigation from live image and video data, predicting probable future locations, and repositioning sensors or retargeting requests for information in order to reacquire the vehicle. An overview of the envisioned system is described that includes image processing algorithms to detect and recapture the vehicle from live image data, a computational framework to predict probable vehicle locations at future points in time, and a power aware data distribution management system to disseminate data and requests for information over ad hoc wireless communication networks. A testbed under development in the midtown area of Atlanta, Georgia in the United States is briefly described
