Public Participation in Environmental Planning in the Great Lakes Region

The need for greater public involvement in environmental decision-making has been highlighted in recent high-profile research reports and emphasized by leaders at all levels of government. In some cases, agencies have opened the door to greater participation in their programs. However, there is relatively little information on what can be gained from greater public involvement and what makes some programs work while others fail. This paper addresses these questions through an evaluation of public participation in environmental planning efforts in the Great Lakes region. The success of participation is measured using five criteria: educating participants, improving the substantive quality of decisions, incorporating public values into decision-making, reducing conflict, and building trust. The paper then discusses the relationship between success and a number of contextual and procedural attributes of a variety of cases. Data come from a "case survey," in which the authors systematically extract information from previously published studies of 30 individual participation cases. The authors conclude that public participation can accomplish important societal goals and that success depends, in large part, on the actions and commitment of government agencies.

This report summarizes conversations based on a wide variety of data collected by or made available to the Institute for Policy and Civic Engagement (IPCE) and addresses three major questions IPCE posed to understand the impact of the initiative: who participated, what was discussed, and how were participants impacted by the conversations? A Review of Verbal and Non-Verbal Human-Robot Interactive Communication

Following a historical introduction, and motivation towards fluid human-robot communication, ten desiderata are proposed, which provide an organizational axis both of recent as well as of future research on human-robot communication. The Oak Foundation commissioned Promundo-US to review and assess Oak's overall strategy in relation to its goal of engaging men and boys in the elimination of sexual abuse of children and comment more specifically on possible priorities and directions for work with respect to its objective that: Men and boys will have greater opportunities to engage positively in children's lives and to protect them from sexual abuse This report is the result of this assessment. The report is based on an extensive desk review of published research and program and policy evaluations, as well as the 'grey' literature on work with men and boys on child sexual abuse and other forms of intimate violence in the lives of children. Out of this review, a total of 35 key informants across a range of targeted sectors both internationally and within Oak's priority regions were identified and interviewed in person or over the phone, using a semi-structured interview tool. These key informant phone interviews gathered detailed information on both experiences and lessons from current thinking, policy and practice as well as on opportunities and priorities for future grant-making
