    Lower Bound for Envy-Free and Truthful Makespan Approximation on Related Machines

    We study problems of scheduling jobs on related machines so as to minimize the makespan in the setting where machines are strategic agents. In this problem, each job jj has a length ljl_{j} and each machine ii has a private speed tit_{i}. The running time of job jj on machine ii is tiljt_{i}l_{j}. We seek a mechanism that obtains speed bids of machines and then assign jobs and payments to machines so that the machines have incentive to report true speeds and the allocation and payments are also envy-free. We show that 1. A deterministic envy-free, truthful, individually rational, and anonymous mechanism cannot approximate the makespan strictly better than 21/m2-1/m, where mm is the number of machines. This result contrasts with prior work giving a deterministic PTAS for envy-free anonymous assignment and a distinct deterministic PTAS for truthful anonymous mechanism. 2. For two machines of different speeds, the unique deterministic scalable allocation of any envy-free, truthful, individually rational, and anonymous mechanism is to allocate all jobs to the quickest machine. This allocation is the same as that of the VCG mechanism, yielding a 2-approximation to the minimum makespan. 3. No payments can make any of the prior published monotone and locally efficient allocations that yield better than an mm-approximation for \qcmax \cite{aas, at,ck10, dddr, kovacs} a truthful, envy-free, individually rational, and anonymous mechanism

    Kirramyces destructans in Australia: biosecurity threat or elusive native pathogen?

    Kirramyces destructans was first described in 1996 from north Sumatra, Indonesia, where it caused severe leaf and shoot blight on Eucalyptus grandis in nurseries and young plantations. Since then it has been reported in nurseries and plantations in Vietnam, Thailand and China, with its host range extending to include E. camaldulensis and E. urophylla. K. destructans has also been reported from native E. urophylla in East Timor and was considered a significant biosecurity threat to Australia’s native eucalypt forests and plantations. A study on the population diversity of K. destructans isolates throughout south-east Asia in which 8 gene regions were sequenced (four nuclear genes, one mitochondrial gene and three microsatellite markers) detected very low nucleotide polymorphism. This genetic uniformity is indicative of an introduced population which has subsequently spread throughout Asia via human-mediated movement of germplasm. Surveys of sentinel plantings in northern Australia revealed a complex of Kirramyces spp. among which K. destructans was detected. The same gene regions and markers were sequenced as for the Asian study and diversity among the K. destructans isolates in Australia was found to be much greater than that in Asia. We believe that K. destructans is native to Australia where is resides symptomlessly within the native vegetation. The disease is only expressed when non-endemic eucalypts are planted. As such the pathogen is a major encumbrance to the establishment of commercial eucalypt plantations in Northern Australia. The disease has not been observed in native ecosystems, but the effect of inoculum build up within plantations on adjacent native eucalypt remnants is not known

    Preventive medical care in remote Aboriginal communities in the Northern Territory: a follow-up study of the impact of clinical guidelines, computerised recall and reminder systems, and audit and feedback

    Background Interventions to improve delivery of preventive medical services have been shown to be effective in North America and the UK. However, there are few studies of the extent to which the impact of such interventions has been sustained, or of the impact of such interventions in disadvantaged populations or remote settings. This paper describes the trends in delivery of preventive medical services following a multifaceted intervention in remote community health centres in the Northern Territory of Australia. Methods The intervention comprised the development and dissemination of best practice guidelines supported by an electronic client register, recall and reminder systems and associated staff training, and audit and feedback. Clinical records in seven community health centres were audited at regular intervals against best practice guidelines over a period of three years, with feedback of audit findings to health centre staff and management. Results Levels of service delivery varied between services and between communities. There was an initial improvement in service levels for most services following the intervention, but improvements were in general not fully sustained over the three year period. Conclusions Improvements in service delivery are consistent with the international experience, although baseline and follow-up levels are in many cases higher than reported for comparable studies in North America and the UK. Sustainability of improvements may be achieved by institutionalisation of relevant work practices and enhanced health centre capacity

    PENYESUAIAN DIRI PADA PEREMPUAN PASCA PERCERAIAN DI KABUPATEN BANJARNEGARA Oleh Santi Widarti NIM 07104244099 ABSTRAK Penelitian ini bertujuan untuk mengetahui penyesuaian diri pada perempuan pasca perceraian yang meliputi penyesuaian psikologis, penyesuaian ekonomi, penyesuaian lingkungan masyarakat dan penyesuaian lingkungan keluarga . Penelitian ini menggunakan penelitian kualitatif deskriptif. Subyek dalam penelitian ini adalah 5 orang perempuan yang telah bercerai. Setting yang dipilih dalam penelitian ini adalah tempat tinggal subyek di Kabupaten Banjarnegara. Metode dalam penelitian ini menggunakan metode observasi dan wawancara. Uji keabsahan data dilakukan dengan metode triangulasi sumber . Teknik analisis data yang digunakan yakni reduksi data, display data, lalu data tersebut diverifikasi sebagai hasil penelitian. Hasil penelitian ini menunjukan bahwa: (1)Penyesuaian psikologis, subyek dapat menyesuaikan diri menerima perceraiannya seperti yang dirasakan subyek Siti dan Iis, namun ada 3 subyek yang masih merasakan sakit dan belum bisa menyesuaikan diri pasca perceraiannya yaitu Umi, Sul dan Tiwi. (2) Tidak semua subyek dapat melakukan penyesuaian ekonomi itu karena masih ketergantungan dengan mantan suami seperti yang dialami subyek Siti, Sul dan Tiwi. (3) Tidak semua masyarakat memandang baik yang membuat subyek Umi dan Tiwi kesulitan dalam menyesuaikan diri. (4)Keluarga memberi dukungan seperti yang dialami Umi dan Sul, berbeda dengan subyek Siti, Iis dan Tiwi yang mengalami kesulitan untuk menyesuaikan diri dalam lingkungan keluarga karena keluarga yang selalu menyalahkan subyek dengan perceraian.     Indigenous youth justice programs evaluation

    In this report, four programs that were already being implemented by states and territories and identified by them under the National Indigenous Law & Justice Framework as promising practice in diversion are examined. Executive summary Diversion from the youth justice system is a critical goal for addressing the overrepresentation of Indigenous young people in the criminal justice system. In this report, four programs that were already being implemented by states and territories and identified by them under the National Indigenous Law & Justice Framework as promising practice in diversion are examined. The programs were evaluated, as part of a broader initiative, to determine whether and on what basis they represent good practice (ie are supported by evidence). State and territory governments nominated the programs for evaluation. The four programs sit at different points along a continuum, ranging from prevention (addressing known risk factors for offending behaviour, such as disengagement from family, school, community or culture), early intervention (with identified at-risk young people), diversion (diverting from court process—usually for first or second time offenders) and tertiary intervention (treatment to prevent recidivism): • Aboriginal Power Cup (South Australia)—a sports-based program for engaging Indigenous young people in education and providing positive role models (prevention). • Tiwi Islands Youth Development and Diversion Unit (Northern Territory)—a diversion program that engages Tiwi youth who are at risk of entering the criminal justice system in prevention activities, such as a youth justice conference, school, cultural activities, sport and recreation (early intervention and diversion). • Woorabinda Early Intervention Panel Coordination Service (Queensland)—a program to assess needs and make referrals for young Indigenous people and their families who are at risk or have offended and have complex needs (early intervention and diversion). • Aggression Replacement Training (Queensland)—a 10 week group cognitivebehavioural program to control anger and develop pro-social skills, delivered to Indigenous and non-Indigenous youth assessed as ‘at risk’ of offending or reoffending (early intervention and tertiary intervention with offenders to reduce risk of reoffending). For each program, the evaluation team developed a ‘program logic’, identifying the activities and goals of the program, and how it articulates within a broader framework of criminal justice prevention. This informed the design of the evaluation and the approach to collecting both qualitative data (from young people participating in the program, program staff, family, or other service providers/community members) and quantitative data to identify any effects of the program on individuals, or the broader community

    Penelitian ini dilatarbelakangi oleh inovasi dari perpustakaan keliling yang lebih dekat ke masyarakat, dan prinsip dari perpustakaan keliling ialah sebagai penyedia bahan hiburan. Fakta di lapangan bahwa perpustakaan keliling hanya sebagai fasilitas saja, belum memenuhi fungsi rekreatif perpustakaan. Masalah yang menjadi kajian dalam penelitian ini adalah bagaimana peran layanan perpustakaan keliling terhadap pemenuhan fungsi rekreatif bagi pemustaka. Tujuan dari penelitian ini yaitu untuk mengetahui peran layanan perpustakaan keliling terhadap pemenuhan fungsi rekreatif bagi pemustaka. Populasi dalam penelitian adalah seluruh pemustaka perpustakaan keliling Dispusip Kota Bandung di Car Free Day Dago, dengan sampel sebesar 93 orang yang dihitung berdasarkan rumus Slovin dengan metode Sampling Incidental. Metode penelitian menggunakan metode deskriptif korelasional dengan pendekatan kuantitatif. Instrumen penelitian yang digunakan adalah angket tertutup dengan skala lima kategori Likert, pengolahan data menggunakan korelasi dari Rank Spearman. Hasil penelitian menunjukkan bahwa terdapat hubungan yang positif dan signifikan. Secara garis besar peran layanan perpustakaan keliling tergolong pada kategori baik, pemenuhan fungsi rekreatif termasuk dalam kategori baik dan besar kontribusi peran layanan perpustakaan keliling terhadap pemenuhan fungsi rekreatif tergolong dalam rentang kecil dan menunjukkan kontribusi yang cukup baik, sedangkan sisanya dipengaruhi oleh fungsi perpustakaan yang lainnya.----------This research was motivated by innovation of mobile library closer to the community, and the principle of mobile library is as a provider of entertainment material. But, the facts on the ground that a mobile library as only facilities, not to fulfill the functions of recreation. The problem of the study in this research is how does the role mobile library service towards fulfillment of the function of recreation for user. The purpose of this research is to know the the role mobile library service towards fulfillment of the function of recreation for user. The population of this research were the all users of the Dispusip Kota Bandung on Car Free Day Dago, the sample of the research were 93 people use based on Slovin formula with Incidental Sampling method. The research method used correlational descriptive method with quantitative approach. The research instrument used is a closed questionnaire with five Likert category scale, data processing using correlation from Rank Spearman. The results showed that there is a positive and significant relationship. The outline of role mobile library service is good, fulfilling the function of recreation included in the good category, and great contributions to the role of a mobile library service toward fulfillment of the function of recreation is belongs to the small range and shows a good contribution, while the rest are influenced by other library functions

Under suitable assumptions on ViV_i and PP, we prove the existence of ground-state solutions for this problem. Moreover, for k=2k=2, assuming that the domain Ω\Omega and the potentials ViV_i are radially symmetric, we prove that the ground state solutions are foliated Schwarz symmetric with respect to antipodal points.     The geographic distribution of Indigenous disability

    The rate of disability in the Indigenous population is substantially higher than for the Australian population as a whole. Despite the relatively high rates of disability experienced by the Indigenous population, there is surprisingly little research which provides basic descriptive information on where those Indigenous Australians with a disability live and what their demographic characteristics are. This paper attempts to fill this knowledge gap by providing an overview of the geographic distribution of disability in the Indigenous population. It has been written for the First Peoples Disability Network of Australia in order to support their aim to work towards better outcomes for Indigenous Australians with a disability. The second section of the paper provides an overview of the data used in the analysis, as well as a picture of the distribution of the Indigenous population. The section that follows gives a comparison of rates of self-reported disability across the Indigenous lifecourse, with data also presented for the non-Indigenous population. The fourth section of the paper gives a summary of the rates of reported disability across 38 Indigenous Regions
