The purpose of the newsletter is to communicate with parents and professionals about newborn hearing screening in Iowa. On the measurement of sustainability of rural water supply in India: A Supervaluationist–Degree Theory approach

The paper proposes an empirical methodology for understanding the nature and behavior of Sustainable Development as a vague and multidimensional concept by a case study of participatory and demand determined Rural Drinking water Supply systems in India. It combines for the first time, two of the most influential models – ‘Supervaluationism’ and ‘Degree Theory’- on the measurement of ‘Vagueness’, for timely public intervention in reversing the process of Un-sustainability. Analysis clearly brings out the role of institutional, financial and environmental factors that should be part of Public Policy, for ensuring sustainability of potable water supplysustainability, supervaluationism, degree theory

Early diversion and empowerment policing : evaluating an adult female offender triage project

This paper provides an evaluation of a police pilot early-diversion scheme for adult females who were arrested for low-severity offences using a natural experiment design. The intervention is novel in that it diverts arrestees to a women’s centre for assistance to address their criminogenic needs rather than process them through the criminal justice system. The intervention is timely and attractive given its rehabilitative features and its potential for reducing demand on the criminal justice system through community resolution. The study found a promising effect of the intervention on rates of rearrest and daily risk of rearrest over a twelve month follow-up period, but a higher frequency of rearrest among those of the intervention group who were rearrested. The findings are discussed in relation to the political context, theoretical background and police performance and the gendered dynamics of offending

Objectivity, Proximity and Adaptability in Corporate Governance

Countries appear to differ considerably in the basic orientations of their corporate governance structures. We postulate the trade-off between objectivity and proximity as fundamental to the corporate governance debate. We stress the value of objectivity that comes with distance (e.g. the market oriented U.S. system), and the value of better information that comes with proximity (e.g. the more intrusive Continental European model). Our key result is that the optimal distance between management and monitor (board or shareholders) has a bang-bang solution: either one should capitalize on the better information that comes with proximity or one should seek to benefit optimally from the objectivity that comes with distance. We argue that this result points at an important link between the optimal corporate governance arrangement and industry structure. In this context, we also discuss the ways in which investors have "contracted around" the flaws in their own corporate governance systems, pointing at the adaptability of different arrangements.http://deepblue.lib.umich.edu/bitstream/2027.42/39651/3/wp266.pd

A culture based theory of fiscal union desirability

If voters of different countries adhere to different and deeply rooted cultural norms, the country leaders may find it impossible to agree on efficient policies especially in hard times. The conformity constraint -political leaders’ unwillingness or impossibility to depart from these norms - has resulted in lack of timely intervention which has amplified an initially manageable debt crisis for some European countries to the point of threatening the Euro as a single currency. We show the conditions under which the introduction of a fiscal union can be obtained with consensus and be beneficial. Perhaps counterintuitively, cultural diversity makes a fiscal union even more desirable. Some general lessons can also be drawn on the interaction of cultural evolution and institutional choice

A Model for Hospital Discharge Preparation: From Case Management to Care Transition

There has been a proliferation of initiatives to improve discharge processes and outcomes for the transition from hospital to home and community-based care. Operationalization of these processes has varied widely as hospitals have customized discharge care into innovative roles and functions. This article presents a model for conceptualizing the components of hospital discharge preparation to ensure attention to the full range of processes needed for a comprehensive strategy for hospital discharge

Evaluating a formative feedback intervention for international students

Assessment is too often concerned with measurement, rather than learning; however, there is a growing interest in research into formative assessment, which appears justified by studies into its effects on learning. Changes in higher education have led to increased numbers of students, many of whom are from non-traditional backgrounds. This has highlighted the need for transparency and student involvement in assessment. However, the corresponding pressures on staff and on resources mean that many desirable innovations are not easy to implement. The overall aim of this formative feedback intervention (FFI) was to provide timely and helpful feedback to international students who are final-year direct entrants in a large business school. Timeliness of feedback and the development of academic literacy were key concerns. The study concludes that although the FFI did not have a significant impact on module grades, the intervention was successful in getting students to engage in academic writing at an early stage. Most respondents perceived the feedback to be helpful and the feedback messages were clearly received and internalised. Whether appropriate actions were taken by the students to close the gap between their current and their target level requires further investigation
