    A systematic review of the energy and climate impacts of teleworking

    Information and communication technologies (ICTs) increasingly enable employees to work from home and other locations (‘teleworking’). This study explores the extent to which teleworking reduces the need to travel to work and the consequent impacts on economy-wide energy consumption. Methods/Design: The paper provides a systematic review of the current state of knowledge of the energy impacts of teleworking. This includes the energy savings from reduced commuter travel and the indirect impacts on energy consumption associated with changes in non-work travel and home energy consumption. The aim is to identify the conditions under which teleworking leads to a net reduction in economy-wide energy consumption, and the circumstances where benefits may be outweighed by unintended impacts. The paper synthesises the results of 39 empirical studies, identified through a comprehensive search of 9,000 published articles. Review results/Synthesis: Twenty six of the 39 studies suggest that teleworking reduces energy use, and only eight studies suggest that teleworking increases, or has a neutral impact on energy use. However, differences in the methodology, scope and assumptions of the different studies make it difficult to estimate ‘average’ energy savings. The main source of savings is the reduced distance travelled for commuting, potentially with an additional contribution from lower office energy consumption. However, the more rigorous studies that include a wider range of impacts (e.g. non-work travel or home energy use) generally find smaller savings. Discussion: Despite the generally positive verdict on teleworking as an energy-saving practice, there are numerous uncertainties and ambiguities about its actual or potential benefits. These relate to the extent to which teleworking may lead to unpredictable increases in non-work travel and home energy use that may outweigh the gains from reduced work travel. The available evidence suggests that economy-wide energy savings are typically modest, and in many circumstances could be negative or non-existent

    As road pricing, telematics and logistics evolve, information and communication technologies (ICT) aim directly at making traffic flow more efficiently in a given infrastructure. Furthermore, the virtual world gives rise to new business fields and decentralised structures which affect the development of transport indirectly. While technological progress continues to drive qualitative improvements in traffic conditions, e-business and telework in particular have, for structural reasons, a much less pronounced effect on traffic than widely presumed. ICT helps in organising traffic flows more efficiently and plays a supplementary role as transport-relevant instrument, but it is not a panacea for traffic congestion.traffic, autobahn, ICT, LBS, mobile telephony

    WP 7 - Teleworking policies of organisations - The Dutch experience

    The over-all picture concerning the diffusion of telework stemming from research undertaken in 2000 and 2001 is rather negative. Teleworking policies of organisations hardly go beyond the minimal definition that we used in analyzing Dutch surveys from these years (organisations offering the opportunity for teleworking and, if they were asked for, paid for the necessary facilities). The conclusion is not exaggerated that a large majority of Dutch organisations are playing a waiting game on teleworking, even in sectors where jobs show a rather high ‘teleworkability’. The few exceptions (Interpolis, TNO Arbeid), mainly seizing the opportunities of building new offices or relocate their businesses, to combine flexible offices with teleworking policies, soon get nation-wide attention. Meanwhile, various surveys indicate a further growth of telework in the Netherlands in the 1999-2001 period, although this expansion seems to concentrate on multi-site telework by mainly self-employed – largely a ‘new economy’ phenomenon (Van Klaveren and Van de Westelaken, 2001). In this country, teleworking is apparently spreading rather informally and implicitly, leaving a wide gap between the policies of organisations and the preferences of many workers.

    Employment in Poland 2007: Security on flexible labour market

    This Report is a third in the series Employment in Poland. It consists of four Parts, devoted to empirical analysis of the impact of macroeconomic shocks on EU New Member States labour markets‘ in 1996-2006; utilization of flexible forms of employment on Polish labor market, determinants of wages and wage inequalities in Poland; effectiveness of ALMP in Poland, respectively. In Part I, we present how the cyclical upturn propagated on Polish labour market in 2003-2007 and how the performance of that market evolved relatively to other EU countries. Then we apply a panel SVECM to study propagation of macroeconomic shocks in eight CEE countries which joined the EU in 2004. We show that demand side shocks (foreign demand and labour demand shocks) were of foremost importance to unemployment and employment fluctuations in the region. At the same time, we argue that the wage shocks, thought of as wage rigidities, were important internal disturbances affecting the developments on the labour markets in the region. Part II is devoted to atypical forms of labour employment. We show that in all CEE countries the incidence of nonstandard employment arrangements is much lower than in Western Europe. Although Poland stands out in the whole EU with its dynamic spread of temporary employment and integration of temporary work agencies in the functioning of the labour market, in general the potential of atypical employment in Poland and other CEE is largely unfulfilled when it comes to work- life balance or supporting the economic activity of people who find it difficult to work full-time due to age or health reasons. In case of Poland, we study in more detailed way the legal, infrastructural and tax-related factors affecting the utilisation of nonstandard forms of employment. In Part III, we study wage developments in Poland from macro- and micro-perspective alike. We argue that wage growth in Poland exhibited a significant inertia during the transition period. We find that the concurrent rise of wage inequalities in Poland was due to the fact that rapid technological progress favoured some professional and social groups more than others. The increasing return on formal education and rising premiums on work in managerial positions as well as increasingly diverse individual and market characteristics of Polish workers seem to play the key role. The public sector stands out with higher wage compression than private sector. We show also that, in international comparison, the gender wage gap in Poland is relatively small. Notwithstanding the above, even if differences in individual and employer characteristics as well as working time are taken into consideration, women still earn about ten percent less than men. Part IV focuses active labour market policies (ALMP). We assess the ALMP spending and structure in Poland and we use the survey, conducted for the purposes of this Report, to study to effectiveness of ALMP. To our knowledge, it is the first attempt at producing a rigorous and comprehensive evaluation of ALMP effectiveness in Poland in the recent years. Applying Propensity Score Matching, we find that intervention and public works turn out to be completely inefficient when it comes to enhancing employment chances of the unemployed. At the same time, even for those programs that are characterised by positive net efficiency, such as internships and traineeships, the deadweight loss is also high, i.e. support is extended to groups whose situation is relatively good, whereas more difficult cases are neglected. Thus, the placement of ALMP participants in Poland is sub-optimal, which partly reflects very poor job broking and counseling done by PES. We complete the report with policy implications

    “We Will Establish a Virtuous Cycle in Which Jobs Attract People and People Attract Jobs” : Analysis of Abe Administration’s Regional Revitalization Documents from 2014 to 2020

    In 2012, the re-elected Prime Minister Shinzƍ Abe and his administration faced the harsh truth: Japan’s regional economies were struggling because of overconcentration of people and services in metropolitan areas, population was in crisis due to declining birth rate, the Japanese work culture needed to be reformed and the emergence of new lifestyles demanded better work-life balance. To battle this situation Abe launched the Headquarters for Revitalizing Towns, People, and Jobs in 2014 and introduced Chihƍ sƍsei, regional revitalization, which would become one of his flagship policies for the next 6 years. This thesis analysed the policies about revitalizing the rural areas in Japan and aimed to understand how Abe’s administration attempted to prevent the rural regions from hollowing out. The documents were analysed from the perspective of work related issues. Japanese work culture and work style reform are in the center of regional revitalization: available jobs attract people to an area and where there are people there will be more jobs. Literature argues that without work reforms Japan will not be able to correct its birth rate that is in downward spiral. This will lead to significantly smaller population that needs to take care of the large population of over 65-year-olds in the future. Furthermore, Japan needs to acknowledge women as an equally important workforce as men. The purpose of this study was to find out what themes emerge from the 9 selected regional revitalization policy papers from 2014 to 2020 and how work was described in these documents. I chose work related terms and conducted a content analysis on the excerpts that talked about these terms. I discussed the findings by gathering them in groups around five central themes found in the documents. As this study shows, the themes include women, gender roles, death from overwork, diverse lifestyles and rural nostalgia. The focus of reforms was often on women which is understandable since Japanese work culture has always been male dominated. Empowering women and enabling better work-life balance for women as well as addressing the conservative attitudes and expectations on women that are still strongly embedded in Japanese society are the key points of discussion on work. What I found out was that concrete actions were scarce compared to the government’s reassurances of how much they wanted to make positive change in the Japanese society. Also, since women’s situation was largely covered I expected there to be more detailed information about young people’s situation in work life as well, but this was missing from the documents. Women continue to be attracted to big cities more than men. Although the idea about rural areas feels inviting and nostalgic to many, it became evident from the policy documents that people also see rural areas as conservative and narrow-minded places. Although the government understands that excessive working hours are not beneficial it is difficult to change this part of the Japanese work culture. Furthermore, government wished to make telework an essential part of Japanese work culture but telework is not always possible because of Japanese SME’s reluctance to change their traditional work style and the lack of high-speed internet across the country

    An examination of telework and the physical impacts on community and regional development

    In this research, the practice of teleworking and the related physical impacts on communities and regions is examined. Telework is a relatively new form of work that substitutes information technology for travel to a regular place of work. As a result, there are potentially significant physical impacts on spatial development patterns, land use relationships, transportation systems, and environmental quality. This study first addresses the larger context of the telework phenomenon by characterizing the macroeconomic shift to an Information Economy. The body of the research focuses on home-based telecommuting and telecenter-based telecommuting, which are the two most prevalent forms of telework. In the United States, the current number of teleworkers is estimated at 20 million people, and long-term projections forecast a steady rate of adoption. The major forces facilitating the adoption of telework are identified and discussed. The findings regarding the physical impacts indicate a reduction in the number of commute trips and miles traveled, which result in lower auto emissions and potential reductions in traffic congestion. The indirect effects of telecommuting are latent demand for travel and an increased potential for dispersed development patterns. Future impacts of telework will largely be dictated by the frequency of telework activity among the growing population teleworkers projected, and the interplay of existing development factors which have generally led to the decentralization of metropolitan areas

    In this chapter, we present a case study that explores the link between telework usage and career ambition within an organization where remote working is an embedded practice and used by a significant proportion of the workforce. First, this chapter will describe the organizational context for the case study as well as the qualitative and quantitative methods utilized. Next, qualitative and quantitative results detailing the impact of telework on career ambition will be presented. Last, a discussion of the findings, their implications for managers and suggestions as to how organizations might address the challenges associated with telework and career ambition will be presented

    Health effects of immediate telework introduction during the COVID-19 era in Japan: A cross-sectional study

    [Background] Telework has been widely discussed in several fields; however, there is a lack of research on the health aspects of teleworking. The current study was conducted to determine the health effects of teleworking during an emergency statement as evidence for future policy development. [Method] This was a cross-sectional study in which we administered an online questionnaire to 5, 214 general workers (response rate = 36.4%) from June 2020 to August 2020. Based on working methods during the pandemic, workers were categorized into the office group (n = 86) and telework group (n = 1597), and we characterized their demographics, changes in lifestyle, telework status, physical symptoms, and mental health. [Results] The results showed that the workers’ residence, marital status, management positions, and employee status affected the choice of the work method. During the emergency, teleworkers experienced more changes in their habits than office workers. In terms of exercise habits, 67.0% of the individuals belonging to the office-telework (OT) group exercised less. Approximately half of the teleworkers were satisfied with their telework, and those in the OT group were less satisfied with their telework than those in the telework-telework (TT) group, and they reported an increase in both working hours and meeting hours. Work-family conflict was more pronounced in the TT group than in the two other groups. Only 13.2% of individuals did not experience any stress in the past 30 days, and all three groups showed varying degrees of anxiety and depressive tendencies. In addition, all teleworkers experienced adverse physical symptoms before and after the emergency. [Conclusion] Health issues associated with teleworking should be given adequate attention
