    A linguistically-driven methodology for detecting impending and unfolding emergencies from social media messages

    Natural disasters have demonstrated the crucial role of social media before, during and after emergencies (Haddow & Haddow 2013). Within our EU project Sland \ub4 ail, we aim to ethically improve \ub4 the use of social media in enhancing the response of disaster-related agen-cies. To this end, we have collected corpora of social and formal media to study newsroom communication of emergency management organisations in English and Italian. Currently, emergency management agencies in English-speaking countries use social media in different measure and different degrees, whereas Italian National Protezione Civile only uses Twitter at the moment. Our method is developed with a view to identifying communicative strategies and detecting sentiment in order to distinguish warnings from actual disasters and major from minor disasters. Our linguistic analysis uses humans to classify alert/warning messages or emer-gency response and mitigation ones based on the terminology used and the sentiment expressed. Results of linguistic analysis are then used to train an application by tagging messages and detecting disaster- and/or emergency-related terminology and emotive language to simulate human rating and forward information to an emergency management system

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.     Social Media for Cities, Counties and Communities

    Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)

    Embracing Change: The Critical Role of Information, a research project by the Internews' Center for Innovation & Learning, supported by the Rockefeller Foundation, combines Internews' longstanding effort to highlight the important role ofinformation with Rockefeller's groundbreaking work on resilience. The project focuses on three major aspects:- Building knowledge around the role of information in empowering communities to understand and adapt to different types of change: slow onset, long-term, and rapid onset / disruptive;- Identifying strategies and techniques for strengthening information ecosystems to support behavioral adaptation to disruptive change; and- Disseminating knowledge and principles to individuals, communities, the private sector, policymakers, and other partners so that they can incorporate healthy information ecosystems as a core element of their social resilience strategies

    Deliberate clinical inertia: Using meta-cognition to improve decision-making

    Deliberate clinical inertia is the art of doing nothing as a positive response. To be able to apply this concept, individual clinicians need to specifically focus on their clinical decision-making. The skill of solving problems and making optimal clinical decisions requires more attention in medical training and should play a more prominent part of the medical curriculum. This paper provides suggestions on how this may be achieved. Strategies to mitigate common biases are outlined, with an emphasis on reversing a 'more is better' culture towards more temperate, critical thinking. To incorporate such an approach in medical curricula and in clinical practice, institutional endorsement and support is required
