    Indicators: tools for informing, monitoring or controlling?

    Today, indicators are produced and used worldwide; across all levels and sectors of society; by public, private and civil society actors; for a variety of purposes, ranging from knowledge-provision to administrative control. While the use of quantitative data as policy support, including policy formulation, has a long history, recent decades have seen the rise of what some have called an ‘indicator industry’ (for example, Hezri and Hasan 2004), focused especially on the production of environmental and sustainability indicators, within a framework variously called ‘governance by numbers' (Miller 2001; Lascoumes and Le Galès 2005; Jackson 2011), ‘management by numbers’ in public service (for example, Hood 2007) or ‘numbers discourse’ (Jackson 2011, p. 23). Indicators are generally expected to enhance the rationality of policymaking and public debate by providing a supposedly more objective, robust, and reliable information base. Indicators can operate as ‘boundary objects’ (for example, Turnhout 2009; Star 2010), catering to both technocratic and deliberative ideals, by combining ‘hard facts’ and modelling with collective reasoning and ‘speculation’. Research and development work in the area has hitherto overwhelmingly concentrated on improving the technical quality of indicators, while the fate of indicators in policymaking and the associated sociopolitical aspects have attracted little attention. This chapter focuses on this neglected area of indicator research, by providing an overview of the multiple types of existing indicators, as well as their use and influence in various venues of policymaking.     The Reclamation of Boston Harbor: A Scientist\u27s Perspective

    A major effort, costing in the neighborhood of $2 billion, is under way to restore the environmental quality of Boston Harbor. While Boston Harbor is unquestionably one of the most polluted urban estuaries in the world, it is also one of the least understood with respect to the basic physics, chemistry, and biology involved. This information is essential for the purpose of identifying processes that control the transport, effect, and fate of contaminants entering the estuary. Failure to obtain this information may lead to continued inappropriate and unnecessarily expensive solutions to a complex environmental problem. An effective solution will require commitment to a substantial multidisciplinary research effort to supply the necessary comprehensive data base on the harbor and adjacent environments of Massachusetts and Cape Cod bays. Only then can intelligent, informed decisions be made to assure restoration and maintenance of the environmental quality of our coastal waters. Development of a well-informed and vocal citizens\u27 action group may be a critical step in the achievement of this goal

    Fate Control and Human Rights: The Policies and Practices of Local Governance in America's Arctic

    The loss of territoriality over lands conveyed under the Alaska Native Claims Settlement Act had adverse impacts for Alaskan tribal governance. Despite policy frameworks that emphasize the value of local governance at an international, regional, and statewide level, Alaskan tribes face unique obstacles to exercising their authority, with consequences for both human development and human rights. This Article examines how territoriality was lost and analyzes the four major effects of this loss on tribal governance. It then describes two distinct but complimentary strategies to rebuilding tribal governance authority that rely on both territorial and non-territorial authority.Ye

    Impacts of Climate Change on indirect human exposure to pathogens and chemicals from agriculture

    Objective: Climate change is likely to affect the nature of pathogens and chemicals in the environment and their fate and transport. Future risks of pathogens and chemicals could therefore be very different from those of today. In this review, we assess the implications of climate change for changes in human exposures to pathogens and chemicals in agricultural systems in the United Kingdom and discuss the subsequent effects on health impacts. Data sources: In this review, we used expert input and considered literature on climate change ; health effects resulting from exposure to pathogens and chemicals arising from agriculture ; inputs of chemicals and pathogens to agricultural systems ; and human exposure pathways for pathogens and chemicals in agricultural systems. Data synthesis: We established the current evidence base for health effects of chemicals and pathogens in the agricultural environment ; determined the potential implications of climate change on chemical and pathogen inputs in agricultural systems ; and explored the effects of climate change on environmental transport and fate of different contaminant types. We combined these data to assess the implications of climate change in terms of indirect human exposure to pathogens and chemicals in agricultural systems. We then developed recommendations on future research and policy changes to manage any adverse increases in risks. Conclusions: Overall, climate change is likely to increase human exposures to agricultural contaminants. The magnitude of the increases will be highly dependent on the contaminant type. Risks from many pathogens and particulate and particle-associated contaminants could increase significantly. These increases in exposure can, however, be managed for the most part through targeted research and policy changes

    Beginning with the use of industrial-strength detergents, dispersing agents have been employed in spill response for decades. The Corexit series of agents in common use today generally consist of non-ionic and/or anionic surfactants in a solvent base designed to enhance miscibility under varying temperature and salinity conditions; cationic surfactants tend to be too toxic for use. While dispersants generally serve to decrease the interfacial surface tension of oil, thus facilitating its weathering under low-energy conditions, their surface-active nature also causes their interaction with cell surfaces – those of single-celled organisms as well as the gills of vertebrates and invertebrates

    Development and application of a catchment scale pesticide fate and transport model for use in drinking water risk assessment

    This paper describes the development and application of IMPT (Integrated Model for Pesticide Transport), a parameter-efficient tool for predicting diffuse-source pesticide concentrations in surface waters used for drinking water supply. The model was applied to a small UK headwater catchment with high frequency (8 h) pesticide monitoring data and to five larger catchments (479–1653 km2) with sampling approximately every 14 days. Model performance was good for predictions of both flow (Nash Sutcliffe Efficiency generally > 0.59 and PBIAS < 10%) and pesticide concentrations, although low sampling frequency in the larger catchments is likely to mask the true episodic nature of exposure. The computational efficiency of the model, along with the fact that most of its parameters can be derived from existing national soil property data mean that it can be used to rapidly predict pesticide exposure in multiple surface water resources to support operational and strategic risk assessments

One example is the organochlorine compound hexachlorocyclohexane (HCH). During the 1980s, when HCH was banned in many countries, the brominated flame retardant, hexabromocyclododecane (HBCD), found increasing use. The persistent, bioaccumulative, and toxic characteristics of HBCD are, 30 years later, likely to warrant global action on production and use under the Stockholm Convention on persistent organic pollutants.
