    Geography, Economic Policy, and Regional Development in China

    Many studies of regional disparity in China have focused on the preferential policies received by the coastal provinces. We decomposed the location dummies in provincial growth regressions to obtain estimates of the effects of geography and policy on provincial growth rates in 1996-99. Their respective contributions in percentage points were 2.5 and 3.5 for the province-level metropolises, 0.6 and 2.3 for the northeastern provinces, 2.8 and 2.8 for the coastal provinces, 2.0 and 1.6 for the central provinces, 0 and 1.6 for the northwestern provinces, and 0.1 and 1.8 for the southwestern provinces. Because the so-called preferential policies are largely deregulation policies that have allowed coastal Chinese provinces to integrate into the international economy, it is far superior to reduce regional disparity by extending these deregulation policies to the interior provinces than by re-regulating the coastal provinces. Two additional inhibitions to income convergence are the household registration system, which makes the movement of the rural poor to prosperous areas illegal, and the monopoly state bank system that, because of its bureaucratic nature, disburses most of its funds to its large traditional customers, few of whom are located in the western provinces. Improving infrastructure to overcome geographic barriers is fundamental to increasing western growth, but increasing human capital formation (education and medical care) is also crucial because only it can come up with new better ideas to solve centuries-old problems like unbalanced growth.

    This monograph is the case study for China, with a particular focus on Henan Province, the project location. Written in three parts, it first describes the historical background, production levels and trends, economic and institutional environment, policy issues, and market situation in China in general. The main part of the study presents findings from two different surveys conducted in Henan Province. County-level information is used to analyze the current situation of aquaculture, providing a more disaggregated picture than what is generally available from national statistics. Data collected in a survey of fish farmers in two locations in Henan are then analyzed with regard to the prevailing aquaculture technology and production practices, economic performance of pond fish farming, and the key reasons for aquaculture adoption.     Orange Agribusiness Development Strategy in Banyuwangi

    This research aims to determine the most appropriate strategy to develop orange agribusiness in Banyuwangi Regency. Banyuwangi Regency was a national orange agribusiness center (pilot project) that has been established by Ministry of Agriculture. This research uses a qualitative descriptive study. Data was collected by observation, interviews and documentation. The research location was Bangorejo Subdistrict, Banyuwangi Regency, as the highest orange producing center in Banyuwangi Regency. The informants selection uses purposive sampling technique. Head of Horticultural Division of Banyuwangi Agriculture Office become the key informant. Data analysis techniques are IFE and EFE Analysis, IE Matrix, SWOT Matrix and QSPM Matrix. The results showed that the affecting factors of oranges production in Banyuwangi Regency were (1) plant population, (2) number of productive plants, (3) soil quality, (4) experienced labor. The general strategy in this research was quadrant II (Grow and develop). Strategic priority to increase orange agribusiness commodities uses the S-O (Strenghts-Opportunities) strategy through increased production and quality of orange to meet market demand by utilizing the role of agricultural extension agents.     Livelihoods and Migrants' Social Protection: An Investigation of Migration and Health in Beijing and Tianjin, North China

    This paper contributes to a growing body of research on the social protection for rural-urban migrants in Chinese cities. Drawing on extensive fieldwork in Beijing and Tianjin and applying an analytical framework of livelihood studies, it examines an important aspect of migrants‟ social protection, namely migrants‟ health, in particular workplace safety and occupational health. It aims at (1) delineating the current state of affairs in respect of social protection for rural migrants; (2) identifying the risks and threats to migrants‟ health as perceived by the actors involved; (3) examining the extent to which the social rights of rural migrants are recognized, and the struggles that migrants have fought for securing livelihood and realising such rights; and (4) assessing the central and local government responses to the challenges posed for mobile livelihoods and suggesting possible ways forward

    Rural biomass energy 2020: People's Republic of China

    The developing world is looking for effective, creative ideas for upscaling clean, renewable energy. No place will gain more socially, economically, and environmentally from increased access to clean, reliable energy than poor, rural areas. Biomass energy, produced from animal and crop wastes, is a sensible renewable energy option for rural areas and it can be cost-effective at community and industry scales if guided effectively by governments. This publication explores the potential of biomass energy to close the urban–rural energy gap, raise farmer incomes, and mend the environment in the People’s Republic of China (PRC). Its findings are instructive for other developing and medium-income countries exploring energy-for-all strategies. The report examines the promises and limitations of leading biomass energy technologies and resources for various distribution scales, including but not limited to household biogas digesters. The information is based on lessons learned and experiences from the Asian Development Bank–financed Efficient Utilization of Agricultural Wastes Project in the PRC, as well as findings and conclusions from a technical assistance grant to assist the government draft a national strategy for developing rural biomass energy.rural biomass energy; rural development; biomass resources; biomass technologies; China
