The Road Map Project: 2014 Results Report

The Road Map Project's annual report card shows data on 29 indicators of student success, which are important measures related to student achievement from cradle through college. Data in the report are often disaggregated by district, student race/ethnicity or income level to illustrate the region's challenges and progress.The Road Map Project is a region-wide collective impact effort aiming to dramatically improve education results in South King County and South Seattle, the county's areas of greatest need. The project's goal is to double the number of students who are on track to graduate from college or earn a career credential by 2020, and to close opportunity gaps. Seven school districts -- Auburn, Kent, Federal Way, Highline, Renton, Seattle (south-end only) and Tukwila -- are among the hundreds of partners working together toward the Road Map Project's 2020 goal. Washington State Job Exports: An Analysis of the Role Trade Plays in Manufacturing Job Loss

[Excerpt] America’s manufacturing crisis has hit Washington State hard. Since January 2001, Washington has experienced heavy job losses in manufacturing and information technology industries—sectors that typically provide higher wages and good benefits. As the discussion that follows shows, plant closures and layoffs associated with foreign imports and offshore outsourcing are a major cause of manufacturing’s decline in Washington State. Several factors account for manufacturing job loss in Washington and elsewhere, but there is little evidence about the role any single factor plays. Yet identifying causes and measuring their effects is important: Understanding the role of current policies in manufacturing job loss can help shape reasoned and reasonable changes that will maintain American competitiveness while creating and preserving good jobs in America

Integrating Viral Hepatitis Screening and Prevention Services into an Urban Chemical Dependency Treatment Facility for American Indians and Alaska Natives

American Indian/Alaska Natives (AI/AN) patients at an urban residential chemical dependency treatment center participated in a viral hepatitis prevention project. Project activities integrated into patients’ treatment programs included viral hepatitis and human immunodeficiency virus (HIV) risk factor screening, education and counseling, laboratory testing, and hepatitis A and B vaccination. Of 928 AI/AN admissions, 585 (63%) completed risk factor screening assessment. Of these, 436 (75%) received at least one vaccination, viral hepatitis testing, or both. Of 322 patients tested, 91 (28%) were hepatitis C virus (HCV) antibody positive. Lack of pre-existing immunity to vaccine-preventable viral hepatitis infection was common: 132 (45%) were susceptible to hepatitis A and 224 (70%) were susceptible to hepatitis B infection. Chemical dependency treatment centers serving urban AI/AN provide important opportunities for implementing viral hepatitis prevention programs for high-risk populations and for improving ongoing efforts to reduce the disparate impact of chronic liver disease in AI/ AN people

Helping Former Foster Youth Graduate from College

Campus support programs provide financial, academic, and other types of supports to help former foster youth succeed in college. However, relatively little is known about the impact of these programs on college retention or graduation rates. This study lays the groundwork for an impact evaluation by examining program implementation from two different perspectives. Researchers conducted telephone interviews with the directors of 10 campus support programs in California and Washington State. The interviews covered a variety of domains, including the population served, referral sources and recruitment, the application process, the provision of services and supports, program staff, relationships with stakeholders, and data collection. In addition, participants from 8 of the 10 programs completed a web-based survey that asked about their perceptions of and experiences with the program. The survey included questions about students' demographic characteristics, referral and recruitment, the application process, reasons for participating in the program, services and supports received, unmet needs, contact with staff, and recommendations for improvement. The report concludes with several recommendations for moving forward with a methodologically sound impact evaluation of campus support programs for former foster youth

This publication compares Chicago's musical strength with the 50 largest metropolitan areas in the U.S., focusing on 11 comparison cities: Chicago and its demographic peers, New York and Los Angeles, and eight other cities with strong musical reputations -- Atlanta, Austin, Boston, Las Vegas, Memphis, Nashville, New Orleans and Seattle

Bus Transit Operational Efficiency Resulting from Passenger Boardings at Park-and-Ride Facilities

In order to save time and money by not driving to an ultimate destination, some urban commuters drive themselves a few miles to specially designated parking lots built for transit customers and located where trains or buses stop. The focus of this paper is the effect Park-and-Ride (P&R) lots have on the efficiency of bus transit as measured in five bus transit systems in the western U.S. This study describes a series of probes with models and data to find objective P&R influence measures that, when combined with other readily-available data, permit a quantitative assessment of the significance of P&R on transit efficiency. The authors developed and describe techniques that examine P&R as an influence on transit boardings at bus stops and on bus boardings along an entire route. The regression results reported are based on the two in-depth case studies for which sufficient data were obtained to examine (using econometric techniques) the effects of park-and-ride availability on bus transit productivity. Both Ordinary Least Square (OLS) regression and Poisson regression are employed. The results from the case studies suggest that availability of parking near bus stops is a stronger influence on transit ridership than residential housing near bus stops. Results also suggest that expanding parking facilities near suburban park-and-ride lots increases the productivity of bus operations as measured by ridership per service hour. The authors also illustrate that reasonable daily parking charges (compared to the cost of driving to much more expensive parking downtown) would provide sufficient capital to build and operate new P&R capacity without subsidy from other revenue sources
