Barriers to development and progression of women entrepreneurs in Pakistan
This article would help integration of women entrepreneurs into the mainstream economy in Pakistan.In Pakistan, women entrepreneurs do not enjoy the same opportunities as men due to a number of deep-rooted discriminatory socio-cultural values and traditions. Furthermore, these restrictions can be observed within the support mechanisms that exist to assist such fledgling businesswomen. The economic potential of female entrepreneurs is not being realised as they suffer from a lack of access to capital, land, business premises, information technology, training and agency assistance. Inherent attitudes of a patriarchal society, that men are superior to women and that women are best suited to be homemakers, create formidable challenges. Women also receive little encouragement from some male family members, resulting in limited spatial mobility and a dearth of social capital. The research suggests that in order to foster development, multi-agency cooperation is required. The media, educational policy makers and government agencies could combine to provide women with improved access to business development services and facilitate local, regional and national networks

EGovernance implementation model: Case study of the federal government agencies of Pakistan
Copyright @ 2013 EMCIS.This study examines the eGovernance potential to bring about structural changes in the way in which government agencies operate, interact and communicate internally and externally with its citizens. Public sector needs to adopt eGovernance that is focused on the citizen satisfaction. In many developed countries, the types and quality of public services provided by a Government to its citizens have evolved over time, due to their change in thinking regarding the role of Government, from being a traditional government to that of being a modern service provider. Thus, this study will focus on the complaint management information systems of the selected federal government agencies in Pakistan. Authors were able to derive the implementation model of eGovernance only after doing analysis of all of the data obtained from questionnaires, interviews and observations at the federal government level in Pakistan. Authors found that the overall outcome of the validation process indicated that the model is highly satisfactory to improve the overall eGovernance system to provide modern services to its citizens
Development of a cadre of teacher educators: some lessons from Pakistan
This article is based on an educational innovation, the creation of a cadre of teacher educators, in the developing world. Professional Development Teachers were trained in an in-service two-year teacher education programme leading to a Masters of Education Degree. The Professional Development Teachers were expected to play three roles in their home schools upon completion of the Degree Programme: (a) Exemplary Teachers; (b) Teacher Educators; and (c) Change Agents within their home schools to effect improvement
Systems of education governance and cultures of justice in Ireland, Scotland and Pakistan
This chapter compares the issue of cultures of justice in the systems of education governance in three education systems: Ireland, Scotland and Pakistan. The focus for the comparison are the current policies which shape the regulation of education. These policies were reviewed to identify key issues relating to social justice and equality, decision-making and accountability. From the analysis of each system, three central issues were identified: firstly, the improvement of a state education system; secondly, the degree of decentralisation and centralisation in governance structures and thirdly, the expectations placed on school leaders. The chapter concludes by discussing the tensions between the drive for system improvement and opportunities for school leaders to build strategies to address issues of inequality in schools

Supporting non-state providers in basic education service delivery
Basic education is commonly regarded as a state responsibility. However, in reality, non-state providers (NSPs) have always been involved in basic education service delivery, and there is often a blurring of boundaries between state and non-state roles with respect to financing, ownership, management, and regulation. In recent years, the focus on the role of non-state providers (NSPs) has intensified within the context of the move towards achieving Education for All (EFA). The paper considers this shift, with particular attention towards service delivery to 'underserved groups', defined as those for whom access to affordable government services of appropriate quality is most problematic. In some cases, this refers to particular sub-groups of a population within a country. In other cases (notably fragile states), it can refer to large sections of the country’s population. The paper indicates the wide range of NSPs that exist to serve different underserved groups. It notes that NSPs are commonly viewed as having a comparative advantage over state provision - in terms of quality, cost-effectiveness, choice, accountability to citizens etc. However, in reality there is very limited robust analysis to support some of these claims. The paper then considers the ways in which non-state providers engage with the state in education service delivery, including with respect to contracting, policy dialogue, and regulation - and the role that donors play in this relationship. The paper concludes that relations between NSPs and the state are not straightforward given the range of different providers involved in education service delivery, with those serving the better-off tending to dominate engagement with government. This can be at the expense of smaller-scale, informal providers aiming to support those otherwise under-served by government provision. As such, the paper argues that there is a need for ‘real’ on-going dialogue which recognises the diversity amongst NSPs, to ensure collaboration between NSPs and government benefits the underserved and so assists in moving towards the achievement of EFA goals

[Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets.
Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it.
It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011.
