    In Democracy\u27s Discontent: America in Search of a Public Philosophy, Michael Sandel looks about him and finds a vast and complex world governed by impersonal institutions and structures, in which discontented, anxious, and frustrated individuals are losing control over the forces that govern their lives, and in which the moral fabric of community is unraveling. His solution is to revitalize the civic strand of freedom found in republican politics and thus equip individuals to govern themselves. Sandel wonders how civic republicanism can exist in today\u27s world. Historically, republicanism has found a home in small, bounded places, which were largely self-sufficient and inhabited by people whose living conditions, education, and commonality enabled them to deliberate about public concerns. His structural answer is to disperse sovereignty both upwards and downwards of the modem nation state into a multiplicity of political communities and social institutions. His normative answer is to infuse substantive moral discourse back into public political debate

    Without purpose and strategy?: a spatio-functional analysis of the regional allocation of public investment in Greece

    We utilise a large database on public investment at the prefecture (NUTS-3) level in Greece for the period 1976-2008 to examine the spatial and functional allocation of public investment in the country. We investigate the extent to which expenditures in different types of public investment are complementary across space and over time and examine their redistributive character. We also analyse regional specialisations and the geographical concentration of public investments and complementarily use an exploratory spatial data analysis to examine the extent of clustering of public investment and identify possible patterns in the geography of clusters and hotspots. Although our analysis uses predominantly descriptive tools, our results have confirmatory power, as they reveal a surprisingly random pattern for the spatial and functional allocation of public investment in Greece, thus raising important questions about the rationale for these allocations and, by implication, about the geographical, political and economic dynamics that underlie them. These questions obtain an additional salience in light of the administrative and fiscal reforms pursued currently by the Greek government under the pressure of the country’s sovereign debt crisis

    Relational quantum queries are sometimes capable to effectively decide between collections of mutually exclusive elementary cases without completely resolving and determining those individual instances. Thereby the set of mutually exclusive elementary cases is effectively partitioned into equivalence classes pertinent to the respective query.     The main drawback of the public-policy contest is that the notion of contest success function, a crucial component of the contest model, does not have micro-foundations and, therefore, the random behavior of the government seems ad-hoc. In the present paper we propose a partial micro-foundation for the public-policy contest. The possible rationalization of random government behavior is illustrated in the case of the all-pay auction and Tullock's lottery logit functions. We also clarify how stake asymmetry, lobbying-skill asymmetry and return to lobbying effort determine the relative desirability, from the government's point of view, of these CSFsinterest groups, policy makers, lobbying, public-policy contests, contest success function, rationalization of random government's behavior

    Probabilities and health risks: a qualitative approach

    Health risks, defined in terms of the probability that an individual will suffer a particular type of adverse health event within a given time period, can be understood as referencing either natural entities or complex patterns of belief which incorporate the observer's values and knowledge, the position adopted in the present paper. The subjectivity inherent in judgements about adversity and time frames can be easily recognised, but social scientists have tended to accept uncritically the objectivity of probability. Most commonly in health risk analysis, the term probability refers to rates established by induction, and so requires the definition of a numerator and denominator. Depending upon their specification, many probabilities may be reasonably postulated for the same event, and individuals may change their risks by deciding to seek or avoid information. These apparent absurdities can be understood if probability is conceptualised as the projection of expectation onto the external world. Probabilities based on induction from observed frequencies provide glimpses of the future at the price of acceptance of the simplifying heuristic that statistics derived from aggregate groups can be validly attributed to individuals within them. The paper illustrates four implications of this conceptualisation of probability with qualitative data from a variety of sources, particularly a study of genetic counselling for pregnant women in a U.K. hospital. Firstly, the official selection of a specific probability heuristic reflects organisational constraints and values as well as predictive optimisation. Secondly, professionals and service users must work to maintain the facticity of an established heuristic in the face of alternatives. Thirdly, individuals, both lay and professional, manage probabilistic information in ways which support their strategic objectives. Fourthly, predictively sub-optimum schema, for example the idea of AIDS as a gay plague, may be selected because they match prevailing social value systems

    Cronyism in Business, Public Sector and Politics

    This paper contrasts the incentives for cronyism in business, the public sector and politics within an agency problem model with moral hazard. The analysis is focused on the institutional differences between private, public and political organizations. In business, when facing a residual claimant contract, a chief manager ends up with a relatively moderate first-best level of cronyism within a firm. The institutional framework of the public sector does not allow explicit contracting, which leads to a more severe cronyism problem within public organizations. Finally, it is shown that the nature of political appointments (such that the subordinate's reappointment is conditioned on the chief's re-election) together with implicit contracting makes political cronyism the most extreme case.Cronyism; Meritocracy; Manager; Bureaucrat; Politician.
