    Contextual analysis: a multiperspective inquiry into emergence of complex socio-cultural systems

    This paper explores the concept of organizations as complex human activity systems, through the perspectives of alternative systemic models. The impact of alternative models on perception of individual and organizational emergence is highlighted. Using information systems development as an example of management activity, individual and collective sense-making and learning processes are discussed. Their roles in relation to information systems concepts are examined. The main locus of the paper is on individual emergence in the context of organizational systems. A case is made for the importance of attending to individual uniqueness and contextual dependency when carrying out organizational analyses, e.g. information systems analysis. One particular method for contextual inquiry, the framework for Strategic Systemic Thinking, is then introduced, The framework supports stakeholders to own and control their own analyses. This approach provides a vehicle through which multiple levels of contextual dependencies can be explored and allows for individual emergence to develop

    Simulation Models for Analyzing the Dynamic Costs of Process-aware Information Systems

    Introducing process-aware information systems (PAIS) in enterprises (e.g., workflow management systems, case handling systems) is associated with high costs. Though cost estimation has received considerable attention in software engineering for many years, it is difficult to apply existing approaches to PAIS. This difficulty particularly stems from the inability of existing estimation techniques to deal with the complex interplay of the many technological, organizational and project-driven factors which emerge in the context of PAIS. In response to this problem, this paper proposes an approach which utilizes simulation models for investigating the dynamic costs of PAIS engineering projects. We motivate the need for simulation, discuss the development and execution of simulation models, and give an illustrating example. The present work has been accomplished in the EcoPOST project, which deals with the development of a comprehensive evaluation framework for analyzing PAIS engineering projects from a value-based perspective

    Configurations Driving NPD Performance Fit with Market Demands and Time Constraints

    The research reported in this paper is aimed at developing knowledge on organizing NPD systems to optimize their contribution to performance. To this end, a systems approach to fit is used to explain the context-structure-performance relationships for NPD performance, specifically in terms of fit with market demands of the product concept and fit with time constraints of the development process. From a sample of 164 US firms, the top 15 % performers in terms of both fit with market demands and fit with time constraints have been identified. An optimized ‘Ideal Profile’ for the organization of NPD systems, formed by a consistent pattern of: NPD Process, NPD Project Structure and Management, Innovation Climate, and NPD Goal Setting and Portfolio Management, followed from the analysis of the NPD configuration of these top performers. For the calibration sample (the other 85%) significant deviation from the ideal profile on all elements of the configuration was found, the correlations between NPD Performance Fit with Market Demands and Fit with Time Constraints and total Euclidean distance are also significant. Overall, these results provide evidence for the proposition that (1) new product success is a function of a set of NPD development system decisions and (2) to truly understand the impact of those decisions, they must be considered as a holistic system.\ud The contribution of this research is in the empirical validation of the internal consistency of an ideal organizational profile for NPD systems achieving both a high NPD performance in terms of market acceptance of their new products as well in terms of the satisfactory level of the development times of those products. By also examining ideal profiles for each of these NPD performance dimensions separately, the conflicting demands created by multiple performance metrics are highlighted as well as the organizational trade-offs necessary for optimal performance. In terms of managerial implications, this also gives direction for organizational redesign to firms either wanting to maximize their product concept (Fit with Market Demands) or development process (Fit with Time Constraints) performance

    Market-oriented product development as an organizational learning capability: findings from two cases

    Conceptualizing market orientation at the level of the product development process is relevant, because market orientation is a highly critical factor for new product success and this conceptualization can be used as a starting-point to transform the whole organization into a more market oriented one. Market-oriented product development appears to be more than carrying out a number of marketing activities in a product development process. Using concepts from resourcebased theory and organizational learning theory, we draw up a conceptual framework of marketoriented product development as an organizational learning capability substantiated by findings from two case studies. This capability encapsulates the values and norms, knowledge and skills, technical and managerial knowledge systems, which enable learning about markets through information processing behavior in product development and improve this market learning behavior. This conceptualization stimulates research on operationalizing market orientation in the managerial context of a critical business process and research on enhancing the degree of market orientation.

    Modelling a Trusted Mechanism for Knowledge Sharing

    Knowledge sharing has been identified as a major focus area for knowledge management. Efforts are made with a view to identify the most effective ways to share knowledge, as a step towards improving organizational performance. In this striving, various factors have been identified as impediments for knowledge sharing, including inadequate organizational structures, sharing unfriendly organizational cultures, and denominational segregation. Related problems may occur when information systems, such as intranets, distributed libraries, document management systems, or groupware applications, are introduced to support knowledge sharing. The extensive use of the IT&C has only added new questions on how to address issues of trust within the present knowledge -rich environment. This paper proposes a new way of approaching knowledge sharing in the context of information and communication technology development. The study provides an overview of the manner and extent in which information assurance concepts of integrity, authenticity, availability, non-repudiation and access-control may be employed to ensure a trusted and effective knowledge sharing process.knowledge sharing; sharing policy; access control; trusted knowledge sharing; barriers in knowledge sharing.

    This paper develops a strategic perspective for business to address persistent sustainability issues by contributing to the innovation of societal systems. Sustainability issues at the level of societal sectors or domains cannot be addressed by single organizations but require co-evolutionary changes in technology, economy, culture and organizational forms. We present the case of transition management in the Netherlands – an approach combining systems analysis with new modes of governance to influence the direction and speed of structural changes towards sustainability – and the activities of two firms working in this new context.     Sustainability in IS: the case for an open systems approach

    Common sense tells us that cost cutting leads to saving, and spending should therefore be minimized. However, a little reflection tells us that this sometimes leads to false economies. In an organizational context, these can lead on to a downward spiral of organizational ‘suicide’. Examples of false economies may include: saving on maintenance; saving on research and development expenditure; saving on margins (waste or just-in-time management); and saving on ‘how’ we do things, as opposed to ‘what’ we do. Common sense cost cutting makes ‘how’ invisible, and only recognizes ‘what’. It is vital that we also remember to consider ‘why’ activities are undertaken. Professional competence implies not only skill/knowledge in a particular field, but also desire to apply that knowledge in accordance with certain values, and engagement with the context of application so that learning through reflection may take place. Professional work therefore includes scope for extra-role behaviour, such as suggesting innovative methods or identifying and developing new opportunities (Bednar and Welch, 2010). We suggest that a naïve pursuit of ‘efficiency’ is likely to constrict and curtail possibilities for extra-role behaviour, with disastrous consequences for the development and growth of the business. Creation of systems experienced as sustainable therefore requires us to focus attention on perceived usefulness, rather than efficiency

    Development of Evaluation Systems – Evaluation Capacity Building in the Framework of the New Challenges of EU Structural Policy

    The paper presents the changing role of evaluation for public policies and the increasing importance of comprehensive evaluation systems for more effective and learning public institutions. In this context, evaluation systems are becoming an essential element of governance and democratic processes. Within the framework of the current EU Structural Policy and its new challenges (enlargement, new priorities, regional policy paradigm), the creation and the development of evaluation capacities and comprehensive evaluation systems becomes increasingly an instrument for organizational learning and policy improvement. In this context, the development of evaluation systems is not only fundamental for the new member states, but also for countries with a poor evaluation culture or a fragmented evaluation system. However, evaluation still lacks the necessary resources and infrastructure to become an accepted and integrated governance tool, despite the growth of the European Evaluation Community and the take-off of several National Evaluation Societies in the past years. Unexploited potentials exist on the supply side (evaluators, skills, training, dialogue), but also on the demand side (commissioning, data monitoring, use of evaluations) of the evaluation system. Evaluation Capacity Building (ECB), as an approach for the development of evaluation systems, is the integrated and planned development of skills, resources and infrastructures and the intentional shift towards an evaluation culture in an organization, department or government. Nonetheless, getting to grips with the institutionalisation of the discipline of evaluation and the building of an ongoing evaluation capacity turns out to be extremely difficult: Which are concrete measures of ECB? Who is responsible for the measures, for the implementation? What are the target groups? When has the ECB been successful? are only some of the questions that come up.

    Strengthening agricultural education and training in Sub-Saharan Africa from an innovation systems perspective: Case studies of Ethiopia and Mozambique

    "This paper examines the role of postsecondary agricultural education and training (AET) in Sub-Saharan Africa in the context of the region's agricultural innovation systems. Specifically, the paper looks at how AET in Sub-Saharan Africa can contribute to agricultural development by strengthening innovative capabilities, or the ability to introduce new products and processes that are socially or economically relevant to smallholder farmers and other agents in the agricultural sector. Using AET in Ethiopia and Mozambique as case studies, the paper argues that while AET is conventionally viewed in terms of its role in building human and scientific capital, it also has a vital role to play in building the capacity of organizations and individuals to transmit and adapt new applications of existing information, new products and processes, and new organizational cultures and behaviors. The paper emphasizes the importance of improving AET systems by strengthening the innovative capabilities of AET organizations and professionals; changing organizational cultures, behaviors, and incentives; and building innovation networks and linkages. The paper draws on two main sources of information: the emerging literature on innovation systems in developing-country agriculture, and data gathered from secondary sources and semi-structured key informant interviews conducted in Ethiopia and Mozambique in late 2006. The paper offers several recommendations that can contribute to enhancing the effectiveness of AET's contribution to agricultural innovation and development. Key reforms include aligning the mandates of AET organizations with national development aspirations by promoting new educational programs that are more strategically attuned to the different needs of society; inducing change in the cultures of AET organizations through the introduction of educational programs and linkages beyond the formal AET system; and strengthening individual and organizational capacity by improving incentives to forge stronger linkages between AET and diverse user communities, knowledge sources, and private industry." - from authors' abstract.Agricultural education and training, Innovation systems, Sub-Saharan Africa, case studies, Small farmers, agricultural sector,
