Many school district leaders, particularly those in urban areas, struggle to reduce dropout rates, but find themselves overwhelmed by the dimensions of the problem. There are, however, a few districts making notable progress towards reducing the number of dropouts and ensuring that students earn high school diplomas in a timely manner.One of these is the Portland, Oregon, Public Schools (PPS). In the course of a single calendar year (2007-2008) PPS began to have a positive impact in addressing its dropout problem. How? The key was gathering data that illuminated the true scope of the problem, identifying predictive indicators to spot high risk students, and then marshalling teachers, administrators and support services to focus on those individual students entering 9th grade who were at the highest risk of dropping out of high school

The European venture capital and private equity country attractiveness index(es)

We calculate composite indexes to compare the attractiveness of 25 European countries for institutional investments into the Venture Capital and Private Equity asset class. To achieve this we use 42 different criteria and propose an aggregation structure that allows for benchmarking on more granular levels. The United Kingdom leads our ranking, followed by Ireland, Denmark, Sweden and Norway. While Germany is slightly above the average European attractiveness level, the scores for France, Italy, Spain, and Greece are rather disappointing. Our analyses reveal that while the United Kingdom is similar to the other European countries with respect to many criteria, there are two major differences which ultimately affect its attractiveness: its investor protection and corporate governance rules; and the size and liquidity of its capital market. The state of the capital market is likewise a proxy for the professionalism of the financial community, deal flow and exit opportunities. We determine a reasonable correlation between our attractiveness index scores and actual Venture Capital and Private Equity fundraising activities and prove the robustness of our calculations. A new solution suggesting the need for a new equation

When Victoria Hale first came up with the notion of starting the Institute for OneWorld Health (iOWH), some cautioned that the idea of a non-profit pharmaceutical company developing drugs to treat neglected diseases was a proven loser. The more direct among them might also have inquired why a successful scientist, trained in being analytic, consistent and logical, would undertake such an evidently hopeless project. Yet a few years later, iOWH has not only achieved its first drug approval (i.e. Paramomycin for the treatment of leishmaniasis or ‘black fever’, approved for use in India), it has also seen that same drug included in WHO’s Essential Medicines list, and has research results in the New England Journal of Medicine. This turnaround raises a question: Did skeptics fail to grasp Hale’s clever insights, misjudge the depth of her commitment, or underestimate the extent of her potential good fortune? A State’s Gendered Response to Political Instability: Gendering Labor Policy in Semi-Authoritarian El Salvador (1944-1972)

Unlike much of the gender and welfare literature, this study examines why a regime that constrains pressure from below would adopt gendered social policies. The Salvadoran case (1944-1972) suggests that political instability rather than societal pressures may prompt semi-authoritarian regimes to adopt gendered labor reforms. We extend the motivations for adopting gendered labor reforms to include co-opting labor by examining gendered labor reforms in the context of El Salvador’s historically contingent labor strategy. This gendered analysis helps explain how a semi-authoritarian regime secured political stability and reveals the special appeal gendered labor reforms may have to semi-authoritarian regimes

The geography of French creative class: An exploratory spatial data analysis

This paper analyses the creative class geography in France, in 2006. This geography is seen here through the lens of Explanatory Spatial Data Analysis (ESDA). This method brings originality to the question of creative people geography in addition to the spatial context, France, where this question hasn’t been deepened yet. Methodology allows measurement of spatial agglomeration degree and identification of creative people location patterns. First, by computing locational Gini index and Moran’s I statistic of global spatial autocorrelation. These measures provide an overview of the spatial distribution of creative people among French districts and the existence of some hotspot regions with strong dynamic of creative people accumulation. Second, Exploratory Spatial Data Analysis (ESDA) tools, such as Moran scatterplot and LISA statistics, allow to identify district clusters of creative people. It leads to evidence that creative people are unevenly geographically distributed across French districts. Managing Interdisciplinary Human Intellectual Capital for Project and Organizational Development

Due to outdated evaluation systems and their misleading parameters, organizations increasingly struggle to manage Human interdisciplinary intellectual Capital (HIIC) regarding project and general development. The education of current experts is not able to keep up with the speed of nowadays disruptive evolution of modern challenges, making the managing process of HIIC within organizational projects increasingly inefficient. This paper aims to develop a framework which can be used as a tool for organizational and project development to accurately identify and manage Human intellectual capital (HIC) free from inaccurate parameters. Such parameters are values that serve to make judgements about progress and performance and are historically a rather static assessment tool. The framework uses the concept of applied philosophy for organizational culture and the Company Democracy Models for knowledge management. This research identifies and redefines human intellectual capital parameters under a modern perspective in order to better reflect the HIIC challenges
