In Search of a New Model: Library Resource Sharing in China - A Comparative Study

This paper reviews the framework of library resource sharing (LRS) in China and examines, from a comparative perspective, cases of recent development, particularly in the 1990s and early 2000s. Highlights include: (1) historical review of LRS in the U.S. and China, particularly in the areas of print union catalogs and union lists, online bibliographic utilities, and interlibrary loan; (2) literature review of Chinese publications, and LRS issues and challenges in China; (3) Analysis of three LRS models to provide a contextual grasp of a paradigm shift taking place in China; and (4) comparative analysis of LRS objectives, structure, and governance, etc., in the U.S. and China. The study also underscores the imperative for building a national digital library system in China to gain a competitive edge in resource sharing and to support the country’s rapid social and economic growth. Development and construction of China

Libraries in China's higher education institutions have been developing in keeping pace with the flourishing development of China's higher education. This article aims to make an introduction to the construction of China's higher education libraries, especially the recent three decades' achievements since China's reform and opening-up in 1978. In this article, the authors draw a general picture of the development of libraries in China's higher education institutions, covering such eight aspects as management, types and positioning, organizational structure and personnel, expenditure and buildings, reader service, building and sharing of resources as well as automation system.</p

The Rise, Fall and Rise of the British Public Library Building

Focuses on recent developments and controversies surrounding public library buildings noting that despite predications of the death of the library due to the information revolution and the availability of digital resources, library buildings are attracting renewed attention and, generally, increased use. Suggests that the public library building may have an important role in the new local government philosophy of “place shaping”, and particularly in the “community engagement” agenda which is part of this approach. Explores the debate about the nature of the public library space and whether policies which emphasize the role of the public library as a welcoming community space run counter to many people's idea of the library building as a quiet place for silent contemplation and study. Suggests how public libraries may take forward the community engagement and user consultation agendas through use of the public library space, focusing particularly on the potential of reader and reading development activities for bringing people together and encouraging their contributions and ideas about public library services. Concludes with a discussion of how an emphasis on the role of the public library building in community engagement activities may impact on the ideals of community librarianship

Digital technology and governance in transition: The case of the British Library

Comment on the organizational consequences of the new information and communications technologies (ICTs) is pervaded by a powerful imagery of disaggregation and a tendency for ?virtual? forms of production to be seen as synonymous with the ?end? of bureaucracy. This paper questions the underlying assumptions of the ?virtual organization?, highlighting the historically enduring, diversified character of the bureaucratic form. The paper then presents case study findings on the web-based access to information resources now being provided by the British Library (BL). The case study evidence produces two main findings. First, radically decentralised virtual forms of service delivery are heavily dependent on new forms of capacity-building and information aggregation. Second, digital technology is embedded in an inherently contested and contradictory context of institutional change. Current developments in the management and control of digital rights are consistent with the commodification of the public sphere. However, the evidence also suggests that scholarly access to information resources is being significantly influenced by the ?information society? objectives of the BL and other institutional players within the network of UK research libraries

It provides a way of organizing information based on metadata and publishing ti on the Internet. This paper introduces Greenstone and explains how librarians use it to create and customize digital library collections. Through an end-user interface, they add documents and metadata to collections, create new collections whose structure mirrors existing ones, and build collections and put them in place for users to view.
