    Readiness to meet demand for skills: a study of five growth industries

    Overview: This study considers issues pertinent to ensuring the Australian education and training system can respond to emerging skills demand in the following industries: food and agriculture; biotechnology and pharmaceuticals; advanced manufacturing; mining equipment, technology and services; and oil and gas. The report finds a widening gap between education and skills demand and highlights the crucial role of employees in developing a skilled workforce, as well as calling for a shift in thinking about the way skills are generated

    THE INFLUENCES OF INSTITUTION ATTENDED AND FIELD OF STUDY ON GRADUATES’ STARTING SALARIES

    This paper examines the determinants of Australian university graduates’ starting salaries, with an emphasis on the institution attended and field of study. It is shown that there is little difference between the starting salaries of students who attended Go8 universities and those who attended other universities. There are modest differences in starting salaries according to field of study. However, these differences are considerably less than those associated with the type of employment obtained. These results suggest it is what you do in the labour market, rather than where or what you have studied, that is the main determinant of labour market outcomes.

    The Demand of Heterogeneous Labour in Germany

    In this paper, four commonly provided explanations for the shift in labour demand for different skill groups are investigated: the substitutability of inputs; the own-price sensitivity for different types of labour; the effect of economic growth and the impact of technological change. In general, the shift of demand away from unskilled labour can be explained by the large own-price elasticity of unskilled labour and by biased technological change. During the period of 19771994, the rate of biased technological progress against unskilled workers seems to be as large in the traded as in the non-traded goods industries.     The demographic challenge facing Scottish HEIs: a computable general equilibrium analysis

    This paper measures the regional demand impacts on output and employment of Scottish Higher Education Institutions (HEIs) based on Input-Output tables for the year 2006. The HEI disaggregated table was developed from existing Input-Output tables using supplementary data from HESA and purchasing data for Scottish universities. We calculate direct, indirect and induced impacts. Most of the existing literature focuses on individual institutions by employing Keynesian Multiplier or Input-Output analysis. This paper adds to the literature by providing the first systematic study of all individual HEIs using a common framework of analysis. The results suggest that HEIs may have substantial regional economic impacts both in terms of output and employment. Furthermore analysis of the HEIs' income sources suggests they are more export intensive than is commonly acknowledged, which motivates a re-evaluation of the appropriate counterfactual in regional impact studies of HEIs.     Shareholder Employment at Red Dog Mine

    Under the Alaska Native Claims Settlement Act of 1971, Iñupiat of northwest Alaska organized as shareholders in the NANA1 Regional Corporation, Inc., and received title to 2,258,836 acres, including rights to the rich Red Dog zinc deposit. In 1982, NANA signed a joint-venture agreement with Teck2 to develop the mine, including provisions for preferential hire for qualified NANA shareholders. The agreement aimed for 100% shareholder hire by 2001. As of 2010, Teck had 220 NANA shareholders in full-time employment, which is 53 percent of the workforce. Other mines around the world have similar indigenous or local hire agreements with mixed success. The Voisey’s Bay mine sets the high mark for Canada with an Aboriginal hire rate of 54 percent (AETG 2008), followed by Ekati diamond mine at 50 percent (BHP Billiton 2011). So the track record for indigenous employment at Red Dog is high by global standards, although it falls short of NANA and Teck’s goal.
