    INNOVATIVE CITY IN WEST CHINA CHONGQING

    This working paper offers insights on science and technology in China with supporting official and interview data. The paper, as evidenced from the title, is indicating the future role of Chongqing and its evolution primarily focusing on the period of rapid development of the Municipality after Chongqing became a political entity on the same level as provinces of China. This has coincided with the planning, construction and completion of the Three Gorges Dam Project involving the resettlement of 1,000,000 people – most them coming to the rural areas Chongqing Municipality. Three major sub-themes are highlighted. First, the city played important role during more than 2000 years of its history (in 1981, for example it became first inland port in China open for foreign commerce). In the XX century Chongqing was national capital during the Second World War and the Japanese invasion (Nationalists government). Since then it enjoyed higher political status and economic independence than any other city of the same size in whole western China. Second, the municipality’s geographical position and demographic condition makes it quite unique in West China. It has a population of 31 million, an area of 82 square km, a population density of 379 persons per km2 and a location at the upper reaches of Chang (Yangtze) River. This makes it the gate of Southwest China. Third, Chongqing has a strong basic multi-faced economy in the region. Central investment since the 1950s has assisted the development of a relatively strong modern industrial base in the city. Despite the post-Mao reform era’s impact on social and economic disparities as between the coastal areas and the west, Chongqing remains one of the China’s strongest city economies. Its industrial output value ranked 11th among the 35 biggest city economies in China in 2000, though it ranked behind the top ten most industrialized coastal cities, all of which had attracted much greater foreign investment during the reform era. The campaign to Open up the West provides Chongqing with the opportunity to act as the growth pole for a number of less industrialized provincial-level units in north-west and south-west China. Fourth, the initiatives by central authorities and the extraordinary task of Three Gorges Dam project required among other great tasks also relocation of over 1,2 million people, the rebuilding of two cities, eleven county towns and one hundred sixteen townships from the site of Three Gorges Dam water reservoir. Until 2005 there were already almost one million residents resettled.     Towards A Computational Intelligence Framework in Steel Product Quality and Cost Control

    Steel is a fundamental raw material for all industries. It can be widely used in vari-ous fields, including construction, bridges, ships, containers, medical devices and cars. However, the production process of iron and steel is very perplexing, which consists of four processes: ironmaking, steelmaking, continuous casting and rolling. It is also extremely complicated to control the quality of steel during the full manufacturing pro-cess. Therefore, the quality control of steel is considered as a huge challenge for the whole steel industry. This thesis studies the quality control, taking the case of Nanjing Iron and Steel Group, and then provides new approaches for quality analysis, manage-ment and control of the industry. At present, Nanjing Iron and Steel Group has established a quality management and control system, which oversees many systems involved in the steel manufacturing. It poses a high statistical requirement for business professionals, resulting in a limited use of the system. A lot of data of quality has been collected in each system. At present, all systems mainly pay attention to the processing and analysis of the data after the manufacturing process, and the quality problems of the products are mainly tested by sampling-experimental method. This method cannot detect product quality or predict in advance the hidden quality issues in a timely manner. In the quality control system, the responsibilities and functions of different information systems involved are intricate. Each information system is merely responsible for storing the data of its corresponding functions. Hence, the data in each information system is relatively isolated, forming a data island. The iron and steel production process belongs to the process industry. The data in multiple information systems can be combined to analyze and predict the quality of products in depth and provide an early warning alert. Therefore, it is necessary to introduce new product quality control methods in the steel industry. With the waves of industry 4.0 and intelligent manufacturing, intelligent technology has also been in-troduced in the field of quality control to improve the competitiveness of the iron and steel enterprises in the industry. Applying intelligent technology can generate accurate quality analysis and optimal prediction results based on the data distributed in the fac-tory and determine the online adjustment of the production process. This not only gives rise to the product quality control, but is also beneficial to in the reduction of product costs. Inspired from this, this paper provide in-depth discussion in three chapters: (1) For scrap steel to be used as raw material, how to use artificial intelligence algorithms to evaluate its quality grade is studied in chapter 3; (2) the probability that the longi-tudinal crack occurs on the surface of continuous casting slab is studied in chapter 4;(3) The prediction of mechanical properties of finished steel plate in chapter 5. All these 3 chapters will serve as the technical support of quality control in iron and steel production

    More than 10 years of industry 4.0 in the Netherlands:an opinion on promises, achievements, and emerging challenges

    The concept of Industry 4.0, as a means to move forward in the industrial ecosystem, has reached an important turning point. Where do we stand now in terms of industrial innovation and transition? This opinion paper provides an overview of the situation in the Netherlands, a reflection on what has been achieved by the Industry 4.0 paradigm, and the necessary way forward to solidify its implementation. Tentative results reveal that the pervasiveness of Industry 4.0 applications is sector-specific. This work provides industrial stakeholders and academics with useful suggestions and a possible path to move towards better integration of Industry 4.0 in company reality. In this opinion paper, we employ a mixed methods research methodology to argue that, based on our findings on industrial adaptation in The Netherlands, Industry 4.0 is the outcome of an evolutionary process and not of a revolution, as it is often claimed

    Internet Financial Credit Risk Assessment with Sliding Window and Attention Mechanism LSTM Model

    With the accelerated pace of market-oriented reform, Internet finance has gained a broad and healthy development environment. Existing studies lack consideration of time trends in financial risk, and treating all features equally may lead to inaccurate predictions. To address the above problems, we propose an LSTM model based on sliding window and attention mechanism. The model uses sliding windows to enable the model to effectively exploit the contextual relevance of loan data. And we introduce the attention mechanism into the model, which enables the model to focus on important information. The result on the Lending Club public desensitization dataset shows that our model outperforms ARIMA, SVM, ANN, LSTM, and GRU models
