    The close and complex bilateral relationship between Mexico and the United States gets examined from Mexico’s point of view in the final installment of Lawrence University’s 2011 Povolny Lecture Series in International Studies “Latin America: Past, Present and Future.” Juan Carlos Romero Hicks, former governor of the Mexican state of Guanajuato, presents “U.S.-Mexican Relations: A Mexican Perspective” Wednesday, May 11 at 4:30 p.m. in Thomas Steitz Hall of Science, Room 102. Against a backdrop of neighbors and trading partners as well as demographic connections — more than one million U.S. citizens live in Mexico while Mexico is the largest source of immigrants to the United Sates — Romero Hicks will share the Mexican perspective on issues of commerce, migration and security between the two countries. Romero Hicks served six years as governor of Mexico’s sixth-most populous state before being named general director of Mexico’s National Council of Science and Technology in 2006. Prior to entering politics, Romero Hicks enjoyed an extensive career in education. He joined the faculty of the University of Guanajuato in 1977 and served as the university’s president from 1991-99. He earned a bachelor’s degree in industrial relations from the University of Guanajuato, and a pair of master’s degrees — one in social sciences and one in business administration — from Southern Oregon State College. The “Latin America: Past, Present and Future” lecture series is sponsored by the Mojmir Povolny Lectureship in International Studies. Named in honor of long-time Lawrence government professor Mojmir Povolny, the lectureship promotes interest and discussion on issues of moral significance and ethical dimensions

    Advocates have long argued that the economic benefits of the arts and culture provide a firm rationale for public support. Recent scholarship on the "creative class" and "creative economy" is simply the latest effort to link cultural expression to community prosperity. In contrast, the social benefits of cultural engagement have received relatively little attention, even though -- as we shall see -- they provide a stronger case.We need to avoid a simplistic either-or choice between the economic and social impacts of the arts. People who live in our cities, suburbs, and countryside are simultaneously consumers, workers, residents, citizens, and participants. Culture's role in promoting community capacity and civic engagement is central to its potential for generating vital cultural districts. To separate the economic and the social impacts of the arts makes each more difficult to understand.This document provides an overview of the state-of-the-art literature on culture and urban revitalization. In Part 2, we place the creative sector in contemporary context with a discussion of three social dynamics. The "new urban reality" has restructured our cities by increasing social diversity -- fueled by new residential patterns, the emergence of young adult districts, and immigration; expanding economic inequality; and changing urban form. Shifts in the economic and political environment have changed the structure of the creative sector. Finally, the changing balance of government, nonprofit, and for-profit institutions in social policy development -- the shift to transactional policymaking -- has profound implications for cultural policy and the creative sector broadly defined. These three forces -- the new urban reality, the changing structure of the creative sector, and the emergence of transactional policy-making -- define the context within which culture-based revitalization takes place

    Science education on the U.S./Mexico border: Field-based studies for future teachers in bilingual/binational schools

    The University of Texas at El Paso’s field-based program of studies for future teachers provides opportunities for powerful learning through a dialectical union of reflection and action. Methods courses in academic disciplines are linked with seminars and coursework on community partnerships, dual language education and culturally responsive education. This article illustrates the processes of planning, implementation and evaluation of this approach, highlighting the impacts of forging connections among schools, communities and university personnel to improve education on the U.S./Mexico border and in communities with culturally/linguistically diverse student populations. Parents, students and future teachers interact in bilingual workshops that center on pupil achievement and conceptually correct science education. Preliminary outcomes indicate that two-way dual language (TWDL) bilingual programs (i.e., validating native language literacy along with English language acquisition) with a strong parental engagement component provide a strong framework for teaching/learning that can help improve educational outcomes for ELL/immigrant children and deepen future teachers’ skills and knowledge. Focusing on academic enrichment for all students, these field-based experiences enable future teachers to learn strategies that integrate students’ and families’ linguistic and cultural experiences as a resource for learning. The co-authors highlight qualitative data findings from the Science in Our Homes – Ciencia en Nuestras Casas field-based project in a multilingual, multicultural K-8 school on the U.S./Mexico border, providing insights for educators in diverse communities whose efforts focus on closing the achievement gap for English language learners and/or immigrant students
