Space resources. Volume 4: Social concerns
Space resources must be used to support life on the Moon and exploration of Mars. This volume, Social Concerns, covers some of the most important issues which must be addressed in any major program for the human exploration of space. The volume begins with a consideration of the economics and management of large scale space activities. Then the legal aspects of these activities are discussed, particularly the interpretation of treaty law with respect to the Moon and asteroids. The social and cultural issues of moving people into space are considered in detail, and the eventual emergence of a space culture different from the existing culture is envisioned. The environmental issues raised by the development of space settlements are faced. Some innovative approaches are proposed to space communities and habitats and self-sufficiency is considered along with human safety at a lunar base or outpost
DESIGN AND DEVELOPMENT OF A SMART ADVISORY SYSTEM FOR HAZARDOUS MATERIALS TRANSPORTATION RISK ANALYSIS VIA QUANTITATIVE APPROACHES
Safe transportation of hazardous materials is critical as it has a high potential of catastrophic accidents depending on the amount of transported product, its hazardous characteristics and the environmental conditions. Consequently, an efficient, smart and reliable intervention is essential to enhance prediction on the impacts of transportation hazards. Although various risk assessment techniques have been used in industry and regulatory bodies, they were developed for evaluating risk of hazardous materials for fixed installation cases instead of moving risk sources. This study applies the Transportation Risk Analysis (TRA), which is an extension of a well-known Quantitative Risk Analysis (QRA) technique in developing and design a Smart Advisory Systems (SAS), to determine the safest routes for transportation of hazardous materials according to Malaysia scenario

Time Localization of Abrupt Changes in Cutting Process using Hilbert Huang Transform
Cutting process is extremely dynamical process influenced by different phenomena such as chip formation, dynamical responses and condition of machining system elements. Different phenomena in cutting zone have signatures in different frequency bands in signal acquired during process monitoring. The time localization of signal’s frequency content is very important.
An emerging technique for simultaneous analysis of the signal in time and frequency domain that can be used for time localization of frequency is Hilbert Huang Transform (HHT). It is based on empirical mode decomposition (EMD) of the signal into intrinsic mode functions (IMFs) as simple oscillatory modes. IMFs obtained using EMD can be processed using Hilbert Transform and instantaneous frequency of the signal can be computed.
This paper gives a methodology for time localization of cutting process stop during intermittent turning. Cutting process stop leads to abrupt changes in acquired signal correlated to certain frequency band. The frequency band related to abrupt changes is localized in time using HHT. The potentials and limitations of HHT application in machining process monitoring are shown
