    Did the 2006 covenants reduce school dropout in the Netherlands?

    Early school-leaving is considered to be one of the major problems in Dutch education. In order to reduce the number of dropouts in the school year 2006-2007 the Dutch government has offered a financial incentive scheme to 14 out of 39 regions. This scheme provides a reward of 2000 euro per school dropout less in 2006-07. The target of the scheme was a reduction of the total number of school dropouts by at least 10 percent in one year. This paper evaluates the effectiveness of this school dropout policy by comparing the change in school dropout in these 14 regions with the change in the remaining 25 regions before and after the introduction of the policy. We observe a modest decline in the probability of dropping out in the 14 covenants regions. However, the decline in the non-covenant regions was equally large. We therefore find no significant effect on the probability of dropping out in the post-covenant year. In both regions, the number of dropouts has fallen by 3 percent in the year after the covenants. This nationwide decline can be largely assigned to changes in the student populations among the pre- and post-covenant year. The covenants also gave a reward to regions for a successful reintegration of dropouts in order to reduce school dropout in that way. However, estimates for the effect on the re-enrolment of previous dropouts are statistically insignificant as well. We conclude that 2006 covenant policy has not been effective in reducing early school-leaving.

    An Examination of Student Disengagement and Reengagement from an Alternative High School

    Each year, 20% of U.S. students drop out of high school (Balfanz, Bridgeland, Bruce, & Fox, 2013). There is an abundance of research on student behaviors from researchers who explored the process of student disengagement from school (Bowers, Sprott, & Taff, 2013; Lessard, Butler-Kisber, Fortin, Marcotte, Potvin, & Royer, 2008), however there is a lack of understanding of why students disengage in the first place. This study was conducted to examine students’ perceptions of the effect of an alternative high school on their decision to either graduate or drop out. Face-to-face interviews were conducted with ten former students and three staff members from an alternative high school. Half of the former student participants who reengaged by attending the alternative high school graduated and half of them did not. The former students perceived that relationships between staff members and students led to the success of the alternative high school. They believed that push-out factors at the traditional high school caused their disengagement, and that they exercised autonomy in their choices of whether pull-out factors would impact their decision to graduate or drop out. The former students shared that personalized instruction and peer-to-peer learning encouraged them to feel ownership for their learning and taught them to respect fellow students and teachers. Data from the teacher and administrator interviews provided additional information about the workings of the alternative high school

    The academic e-learning practice has to deal with various participation patterns and types of online learners with different support needs. The online instructors are challenged to recognize these and react accordingly. Among the participation patterns, special attention is requested by dropouts, which can perturbate online collaboration. Therefore we are in search of a method of early identification of participation patterns and prediction of dropouts. To do this, we use a quantitative view of participation that takes into account only observable variables. On this background we identify in a field study the participation indicators that are relevant for the course completion, i.e. produce significant differences between the completion and dropout sub-groups. Further we identify through cluster analysis four participation patterns with different support needs. One of them is the dropout cluster that could be predicted with an accuracy of nearly 80%. As a practical consequence, this study recommends a simple, easy-to-implement prediction method for dropouts, which can improve online teaching. As a theoretical consequence, we underline the role of the course didactics for the definition of participation, and call for refining previous attrition models
