    Causes of delay in the construction phase of oil and gas projects in Malaysia

    The drop-in oil price in recent years has seen the oil and gas projects affected negatively. Thus, most Engineering, Procurement, and Construction (EPC) companies are opting to optimise the project especially in terms of mitigating delays in construction to achieve the project expectation. Delay causes threat to a project objectives in terms of time, cost and quality. It is also a crucial element in deviating from the client's expectation in terms of productivity, safety and standards. This paper aims at examining the causes of delay in the construction phase of oil and gas projects in Malaysia. A comprehensive literature review from various sources through books, conference proceedings, the internet, project management journals as well as oil and gas industry journals was made to materialise this paper. There were a few studies that related to this problem and shared a similar view with general construction projects, yet only a fraction of the factors was accepted due to the differences between the two industries. Other variances of the papers included on regional basis or on specific countries. The factors of these attributes were still accepted since it was still applicable to the oil and gas industry and there were not any major variances between countries. The paper has found that there are several significant factors that cause delays in the construction phase of oil and gas projects in Malaysia. The similarity of these delay factors can be grouped into six major groups, namely client, contractor, engineering, external, project and resources. This initial study is based purely on literature review, comparison of similar cases, cross referencing and critical judging. The causes of delay specific to the construction phase in oil and gas projects in Malaysia should be further researched with focus only in the Malaysian projects and industry players

    A survey of self organisation in future cellular networks

    This article surveys the literature over the period of the last decade on the emerging field of self organisation as applied to wireless cellular communication networks. Self organisation has been extensively studied and applied in adhoc networks, wireless sensor networks and autonomic computer networks; however in the context of wireless cellular networks, this is the first attempt to put in perspective the various efforts in form of a tutorial/survey. We provide a comprehensive survey of the existing literature, projects and standards in self organising cellular networks. Additionally, we also aim to present a clear understanding of this active research area, identifying a clear taxonomy and guidelines for design of self organising mechanisms. We compare strength and weakness of existing solutions and highlight the key research areas for further development. This paper serves as a guide and a starting point for anyone willing to delve into research on self organisation in wireless cellular communication networks

    Challenges Using Linux as a Real-Time Operating System

    Human-in-the-loop (HITL) simulation groups at NASA and the Air Force Research Lab have been using Linux as a real-time operating system (RTOS) for over a decade. More recently, SpaceX has revealed that it is using Linux as an RTOS for its Falcon launch vehicles and Dragon capsules. As Linux makes its way from ground facilities to flight critical systems, it is necessary to recognize that the real-time capabilities in Linux are cobbled onto a kernel architecture designed for general purpose computing. The Linux kernel contain numerous design decisions that favor throughput over determinism and latency. These decisions often require workarounds in the application or customization of the kernel to restore a high probability that Linux will achieve deadlines

    Flexible Scheduling Methods and Tools for Real-Time Control Systems

    This thesis deals with flexibility in the design of real-time control systems. By dynamic resource scheduling it is possible to achieve on-line adaptability and increased control performance under resource constraints. The approach requires simulation tools for control and real-time systems co-design. One approach to achieve flexibility in the run-time scheduling of control tasks is feedback scheduling, where resources are scheduled dynamically based on measurements of actual timing variations and control performance. An overview of feedback scheduling techniques for control systems is presented.A flexible strategy for implementation of model predictive control (MPC) is described. In MPC, the control signal in each sample is obtained by the solution of a constrained quadratic optimization problem. A termination criterion is derived that, unlike traditional MPC, takes the effects of computational delay into account in the optimization. A scheduling scheme is also described, where the MPC cost functions being minimized are used as dynamic task priorities for a set of MPC tasks. The MATLAB/Simulink-based simulator TrueTime is presented. TrueTime is a co-design tool that facilitates simulation of distributed real-time control systems, where the execution of controller tasks in a real-time kernel is simulated in parallel with network transmissions and the continuous-time plant dynamics. Using TrueTime it is possible to study the effects of CPU and network scheduling on control performance and to experiment with flexible scheduling techniques and compensation schemes. A general overview of the simulator is given and the event-based kernel implementation is described.TrueTime is used in two simulation case studies. The first emulates TCP on top of standard Ethernet to simulate networked control of a robot system. The second case study uses TrueTime to simulate a web server application. A feedback scheduling strategy for QoS control in the web server is described
