    Non-centralized Control for Flow-based Distribution Networks: A Game-theoretical Insight

    This paper solves a data-driven control problem for a flow-based distribution network with two objectives: a resource allocation and a fair distribution of costs. These objectives represent both cooperation and competition directions. It is proposed a solution that combines either a centralized or distributed cooperative game approach using the Shapley value to determine a proper partitioning of the system and a fair communication cost distribution. On the other hand, a decentralized noncooperative game approach computing the Nash equilibrium is used to achieve the control objective of the resource allocation under a non-complete information topology. Furthermore, an invariant-set property is presented and the closed-loop system stability is analyzed for the non cooperative game approach. Another contribution regarding the cooperative game approach is an alternative way to compute the Shapley value for the proposed specific characteristic function.     A Game Theoretic Analysis of Incentives in Content Production and Sharing over Peer-to-Peer Networks

    User-generated content can be distributed at a low cost using peer-to-peer (P2P) networks, but the free-rider problem hinders the utilization of P2P networks. In order to achieve an efficient use of P2P networks, we investigate fundamental issues on incentives in content production and sharing using game theory. We build a basic model to analyze non-cooperative outcomes without an incentive scheme and then use different game formulations derived from the basic model to examine five incentive schemes: cooperative, payment, repeated interaction, intervention, and enforced full sharing. The results of this paper show that 1) cooperative peers share all produced content while non-cooperative peers do not share at all without an incentive scheme; 2) a cooperative scheme allows peers to consume more content than non-cooperative outcomes do; 3) a cooperative outcome can be achieved among non-cooperative peers by introducing an incentive scheme based on payment, repeated interaction, or intervention; and 4) enforced full sharing has ambiguous welfare effects on peers. In addition to describing the solutions of different formulations, we discuss enforcement and informational requirements to implement each solution, aiming to offer a guideline for protocol designers when designing incentive schemes for P2P networks.Comment: 31 pages, 3 figures, 1 tabl

    Applications of Negotiation Theory to Water Issues

    The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that to, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the non-cooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     A river basin as a common-pool resource: a case study for the Jaguaribe basin in Brazil

    Rainfall variability and the associated water stress are of major concern in semi-arid regions subject to conflicts between water users. To achieve sustainable and stable agricultural performance it is necessary to understand\ud the interaction between natural processes and human response. This paper investigates the applicability of common-pool resource (CPR) concepts to understand governance of water resources in semi-arid river basins. This is done by evaluating the governance of water resources in the Jaguaribe basin in the semi-arid Northeast of Brazil. The results show that common-pool resource concepts offer valuable insights for explaining variations in water resource use and availability at the river basin scale. The water system in a river basin can be characterized as one large CPR consisting of asymmetrically linked smaller CPR’s. This study showed that CPR concepts are useful for explaining agricultural productivity, stability and equitability in a semi-arid river basin. The asymmetry of a river basin CPR is the cause of unidirectional externalities towards downstream. The topography, the sequence of rainfall events and distribution of reservoir capacities in a river basin strongly\ud influence the extent to which convergence of resource flow can compensate for these externalities
