    Siting Issues for Solar Thermal Power Plants with Small Community Applications

    Technologies for solar thermal plants are being developed to provide energy alternatives for the future. Implementation of these plants requires consideration of siting issues as well as power system technology. While many conventional siting considerations are applicable, there is also a set of unique siting issues for solar thermal plants. Early experimental plants will have special siting considerations. The siting issues associated with small, dispersed solar thermal power plants in the 1 to 10 MWe power range for utility/small community applications are considered. Some specific requirements refer to the first 1 MWe engineering experiment for the Small Power Systems Applications (SPSA) Project. The siting issues themselves are discussed in three categories: (1) system resource requirements, (2) environmental effects on the system, and (3) potential impact of the plant on the environment. Within these categories, specific issues are discussed in a qualitative manner. Examples of limiting factors for some issues are taken from studies of other solar systems

    Introduction: Special issue on genetic research of alcohol use disorder in diverse racial/ethnic populations

    This special issue of The American Journal on Addictions is an extension of a workshop held at the Research Society on Alcoholism (2015) highlighting several important issues related to studies of the genetic bases of alcohol use disorder among racially/ethnically diverse populations. While not exhaustive in their coverage, the papers in this special issue focus on three important topics: (1) the importance of considering the social and environmental context in genetic analyses; (2) social and cultural considerations for engaging diverse communities in genetic research; and (3) methodologies related to phenotype development for use with racially/ethnically diverse populations. A brief overview of each paper included in these three sections is presented.     Liability to International Prosecution: The Nature of Universal Jurisdiction

    The paper considers the proper method for theorizing about criminal jurisdiction. It challenges a received understanding of how to substantiate the right to punish, and articulates an alternative account of how that theoretical task is properly conducted. The received view says that a special relationship is the ground of a tribunal’s authority to prosecute and, hence, that a normative theory of that authority is faced with identifying a distinctive relation. The alternative account locates prosecutorial standing on an institution’s capacity to address the basic reasons generating criminal liability. This reframes the normative issues at stake, and has the result that various, perhaps quite heterogeneous, considerations can substantiate penal authority. It also eliminates the existence of a special relation as a necessary condition for legitimate criminal accountability. The argument proceeds by offering an analysis and account of universal jurisdiction. Not only does the alternative elegantly perform where the received view struggles, it can accommodate much of what motivates the pursuit of relational ties in existing efforts to vindicate jurisdictional conclusions

    Design Considerations for Instruments for Users with Complex Needs in SEN Settings.

    Music technology can provide unique opportunities to allow access to music making for those with complex needs in special educational needs (SEN) settings. Whilst there is a growing trend of research in this area, technology has been shown to face a variety of issues leading to underuse in this context. This paper reviews issues raised in literature and in practice for the use of music technology in SEN settings. The paper then reviews existing principles and frameworks for designing digital musical instruments (DMIs.) The reviews of literature and current frameworks are then used to inform a set of design considerations for instruments for users with complex needs, and in SEN settings. 18 design considerations are presented with connections to literature and practice. An implementation example including future work is presented, and finally a conclusion is then offered

    Environmental Consideration in Tax Policy Design

    This paper discusses how environmental considerations will affect tax policy in the decades ahead. It argues that in the future, interactions between tax and environmental policy are likely to go well beyond recent discussion of double dividend issues and internalization of environmental externalities via tax policy will be the goal, which inevitably will involve the particular rather than the general. As a result, notions of neutrality which dominate current thinking on tax design will come under challenge; and in ways which will go well beyond current discussion of special treatment for particular goods and industries on environmental grounds. Special treatment of methods of production, more so than of goods, will be the name of the game. Moreover, the informational requirements of such an approach to tax policy are likely to be large. The paper concludes by pointing out that if environmental quality, as many suppose, is a luxury good with income elasticity of demand greater than one, then high income households will gain disproportionately from internalization of the externalities at issue. This may fuel pressures for more redistribution elsewhere in the tax system than is currently the case.Tax policy design

    Ethical Challenges in Data-Driven Dialogue Systems

    The use of dialogue systems as a medium for human-machine interaction is an increasingly prevalent paradigm. A growing number of dialogue systems use conversation strategies that are learned from large datasets. There are well documented instances where interactions with these system have resulted in biased or even offensive conversations due to the data-driven training process. Here, we highlight potential ethical issues that arise in dialogue systems research, including: implicit biases in data-driven systems, the rise of adversarial examples, potential sources of privacy violations, safety concerns, special considerations for reinforcement learning systems, and reproducibility concerns. We also suggest areas stemming from these issues that deserve further investigation.     Constrained finite rotations in dynamic of shells and Newmark implicit time-stepping schemes

    Purpose – Aims to address the issues pertaining to dynamics of constrained finite rotations as a follow-up from previous considerations in statics. \ud \ud Design/methodology/approach – A conceptual approach is taken. \ud \ud Findings – In this work the corresponding version of the Newmark time-stepping schemes for the dynamics of smooth shells employing constrained finite rotations is developed. Different possibilities to choose the constrained rotation parameters are discussed, with the special attention given to the preferred choice of the incremental rotation vector. \ud \ud Originality/value – The pertinent details of consistent linearization, rotation updates and illustrative numerical simulations are supplied.\u
