    The global dimension of water governance: Nine reasons for global arrangements in order to cope with local water problems

    Where water problems extend beyond the borders of local communities, the catchment area or river basin is generally seen as the most appropriate unit for analysis, planning and institutional arrangements. In this paper it\ud is argued that addressing water problems at the river basin level is not always sufficient. It is shown that a substantial part of today’s water issues carries a (sub)continental or even global dimension, which urges for a governance approach that comprises coordination and institutional arrangements at a level above that of the river basin. This paper distinguishes and reviews nine developments that support this argument: • Local issues of water scarcity and flooding will be enhanced or weakened by human-induced global climate\ud change.\ud • Local problems of water pollution are often intrinsic to the structure of the global economy.\ud • There is a growing presence of multinationals in the drinking water sector.\ud • Several national governments are developing plans for large-scale inter-basin water transfers.\ud • An increasing number of water-short countries seek to preserve their domestic water resources through the\ud import of water in virtual form.\ud • Global trade in water-intensive commodities offers the opportunity of global water saving if this trade is\ud from countries with high to countries with low water productivity.\ud • The water footprints of individual people are increasingly externalised to other parts of the world, so that\ud many local water problems are strongly related to consumption elsewhere.\ud • Some people around the world have comparatively high water footprints, which raises the question of\ud whether this is fair and sustainable.\ud • Due to its increasing scarcity and uneven distribution across the globe, water is gradually becoming a geopolitical resource, influencing the power of nations.\ud The described developments raise the question of what kind of institutional arrangements could be developed to cope with the global dimension of water issues. A few possible directions are identified in an explorative analysis: an international protocol on full-cost water pricing, a water label for water-intensive products, a disposal tax on goods that will cause water pollution in their waste stage (to be used for pollution prevention and\ud control), international nutrient housekeeping, minimum water rights, maximum allowable water footprints, and tradable water footprint permits

    An asset-based approach to social risk management : a conceptual framework

    There is increasing concern about the vulnerability of poor and near-poor rural households, who have limited capabilities to manage risk and often resort to strategies that can lead to a vicious cycle of poverty. Household-related risk is ususally considered individual or private, but measures to manage risk are actually social or public in nature. Furthermore, various externality issues are associated with household-related risk, such as its links to economic development, poverty reduction, social cohesion, and environmental quality. Hence the need for a holistic approach to risk management, or"social risk management,"which encompasses a broad spectrum of private and public actions. An asset-based approach to social risk management is presented, which provides an integrated approach to considering household, community, and extra-community assets and risk-management strategies. The conceptual framework for social risk management focuses on rural Sub-Saharan Africa.     Small-scale farmers in sub-Saharan West Africa depend heavily on local resources and local knowledge. Science-based knowledge is likely to aid decision-making in complex situations. In this presentation, we highlight a FiBL-coordinated research partnership between three national producer organisations and national agriculture research bodies in Mali, Burkina Faso, and Benin.     MODELING OF AGRICULTURAL SYSTEMS

    The authors present an overview of agricultural systems models. Beginning with why systems are modeled and for what purposes, the paper examines types of agricultural systems and associated model types. The broad categories range from pictorial (iconic) models to descriptive analogue models to symbolic (usually mathematical) models. The uses of optimization versus non-optimizing mechanistic models are reviewed, as are the scale and aggregation challenges associated with scaling up from the plant cell to the landscape or from a farm enterprise to a world market supply-demand equilibrium Recent modeling developments include the integration of formerly stand-alone biophysical simulation models, increasingly with a unifying spatial database and often for the purpose of supporting management decisions. Current modeling innovations are estimating and incorporating environmental values and other system interactions. At the community and regional scale, sociological and economic models of rural community structure are being developed to evaluate long-term community viability. The information revolution is bringing new challenges in delivering agricultural systems models over the internet, as well as integrating decision support systems with the new precision agriculture technologies.Farm Management,

    Assessment of local land and water institutions in the Blue Nile and their impact on environmental management

    Land and water institutions play a vital role in managing and sustaining land and water resources as well as enhancing economic development and poverty alleviation efforts. While a lot has been done in terms of understanding the micro-determinants of farmers’ decisions in land and water conservation, there is little attempt to understand the broad macro-institutional and organizational issues that influence land and water management decisions. The objective of the study was to assess institutional arrangements and challenges for improved land and water management in the Ethiopian part of the Blue Nile Basin (Tana and Beles subbasins). Focus group discussions and key informant interviews were held in Amhara and Benishangul Gumuz regions with important stakeholders such as the bureaus of Agriculture and Rural Development, Water Resources Development, Environmental Protection and Land Use Administration (EPLUA), National Agricultural Research Systems, and important NGOs, operating in the area of land and water management, and selected community members. As the major findings in this study, we outlined major land and water-related institutional arrangements that are currently in place and their design features, in order to identify those institutions related to superior performance. We highlighted major institutional and policy gaps and actions that are required to respond to emerging issues of environmental degradation, upstream/downstream linkages and climate change. Such analysis of institutions and their design features provides useful insights and contributes to the debate on institutional reform for improved land and water management in the Blue Nile Basin, in general.     Chinese agricultural water resource utilisation in the 21st century

    With increasing industrialisation and urbanisation, more and more of China’s scarce water resources are being transferred from low-value agricultural use to high-value industrial and domestic uses. The challenge now facing decision makers is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the growth of cities and the industrial sector. Along with water shortages, water use inefficiencies are apparent. An analysis of some causes of these inefficiencies is provided. They include attenuated property rights, artificially low water prices, lack of user participation in irrigation district management, fragmented government management, and lack of a compensating mechanism between upstream and downstream users. It is concluded, against the background of a transitional economy, that the lack of economic incentives in the allocation of water is the principal reason why shortage and waste coexist in Chinese irrigated agriculture.
