    Ketika fungsi dari KPU berjalan sesuai sebagaimana mestinya maka, pemilu akanberjalan dengan baik dan aman. Begitupun sebaliknya maka, pemilu yang jujur, adil danaman tidak akan terwujud. Tulisan ini akan mengevaluasi kinerja KPU dalam pemilihanumum legislatif di Kota Kotamobagu Tahun 2014.Penelitian ini menggunakan metode kualitatif. Hasil penelitian dan informasi yangpenulis peroleh dari hasil evaluasi dan kinerja KPU dalam pemilihan umum legislatif di KotaKotamobagu Tahun 2014, mengambarkan kinerja KPU dalam mengoptimalkan pemiluprofesional dan demokrasi cukup baik dan benar. Sebagaimana tertera dalam UU No 8Tahun 2012 Bab I Pasal 1 Ayat 1 bahwa, pemilihan umum adalah sarana pelaksanakedaulatan rakyat yang dilaksanakan secara langsung, umum, bebas, rahasia, jujur dan adildalam Negara Kesatuan Republik Indonesia berdasarkan Pancasila dan UUD NegaraRepublik Indonesia Tahun 1945

    Self-organizing nonlinear output (SONO): A neural network suitable for cloud patch-based rainfall estimation at small scales

    Accurate measurement of rainfall distribution at various spatial and temporal scales is crucial for hydrological modeling and water resources management. In the literature of satellite rainfall estimation, many efforts have been made to calibrate a statistical relationship (including threshold, linear, or nonlinear) between cloud infrared (IR) brightness temperatures and surface rain rates (RR). In this study, an automated neural network for cloud patch-based rainfall estimation, entitled self-organizing nonlinear output (SONO) model, is developed to account for the high variability of cloud-rainfall processes at geostationary scales (i.e., 4 km and every 30 min). Instead of calibrating only one IR-RR function for all clouds the SONO classifies varied cloud patches into different clusters and then searches a nonlinear IR-RR mapping function for each cluster. This designed feature enables SONO to generate various rain rates at a given brightness temperature and variable rain/no-rain IR thresholds for different cloud types, which overcomes the one-to-one mapping limitation of a single statistical IR-RR function for the full spectrum of cloud-rainfall conditions. In addition, the computational and modeling strengths of neural network enable SONO to cope with the nonlinearity of cloud-rainfall relationships by fusing multisource data sets. Evaluated at various temporal and spatial scales, SONO shows improvements of estimation accuracy, both in rain intensity and in detection of rain/no-rain pixels. Further examination of the SONO adaptability demonstrates its potentiality as an operational satellite rainfall estimation system that uses the passive microwave rainfall observations from low-orbiting satellites to adjust the IR-based rainfall estimates at the resolution of geostationary satellites.     Questa tesi presenta uno studio dettagliato della risoluzione del rilevatore a tempo di volo TOF dell’esperimento ALICE, utilizzando dati di collisioni Pb-Pb del RUN 2 dell’acceleratore LHC del CERN. È stata effettuata un’analisi dei profili della risoluzione temporale lungo i principali assi di simmetria del rivelatore (l’asse del fascio e quelli che definiscono il piano trasverso), così da evidenziare discontinuità date dalla struttura del rivelatore. Le strutture osservate corrispondono in larga parte a effetti previsti. Le dipendenze previste sono quelle date dalla presenza di materiale, modulate dalla distanza media di traccia, che sono state confermate da una correlazione statisticamente significativa con la risoluzione. Sono anche state osservate alcune strutture impreviste, probabilmente derivanti da malfunzionamenti nell’operatività e nell’elettronica del rivelatore, che saranno oggetto di studi futuri

Using data from survey polls taken during the campaign, they find that Trump's inflammatory comments activated the latent anti-immigrant sentiments of those who lived in areas which had experienced large increases in their Latino populations
