    ‘It’s better than daytime television’: questioning the socio-spatial impacts of massage parlours on residential communities

    It has been shown that street sex work is problematic for some communities, but there is less evidence of the effects of brothels. Emerging research also suggests that impact discourses outlined by residential communities and in regulatory policies should be critiqued, because they are often based on minority community voices, and limited tangible evidence is used to masquerade wider moral viewpoints about the place of sex work. Using a study of residents living in close proximity to brothels in Blackpool, this paper argues that impact is socially and spatially fluid. Impact needs to be evaluated in a more nuanced manner, which is considerate of the heterogeneity of (even one type of) sex work, and the community in question. Brothels in Blackpool had a variety of roles in the everyday socio-spatial fabric; thus also questioning the common assumption that sex work only impacts negatively on residential communities

    Urban informality and confinement: toward a relational framework

    In the 21st century, a growing number of people live ‘informal’ lives within fissures between legality and informality. Concomitantly, power relations are increasingly expressed through devices of confinement. While urban informality and confinement are on the rise often occurring simultaneously, scholars have so far studied them separately. By contrast, this article proposes a new framework for analysing urban informality and confinement relationally. It generates new insights into the role of informality in the (re)production of confinement and, vice versa, the role of confinement in shaping informal practices. While these insights are valuable for urban studies in general, the article charts new lines of research on urban marginality. It also discusses how the six articles included in this special issue signal the heuristic potential of this relational framework by empirically examining distinct urban configurations of ‘confined informalities’ and ‘informal confinements’ across the Global North and the Global South

    The Big Society and the Conjunction of Crises: Justifying Welfare Reform and Undermining Social Housing

    The idea of the “Big Society” can be seen as culmination of a long-standing debate about the regulation of welfare. Situating the concept within governance theory, the article considers how the UK coalition government has justified a radical restructuring of welfare provision, and considers its implications for housing provision. Although drawing on earlier modernization processes, the article contends that the genesis for welfare reform was based on an analysis that the government was forced to respond to a unique conjunction of crises: in morality, the state, ideology and economics. The government has therefore embarked upon a programme, which has served to undermine the legitimacy of the social housing sector (most notably in England), with detrimental consequences for residents and raising significant dilemmas for those working in the housing sector

    DOMESTIC VIOLENCE IN A SEMI-URBAN NEIGHBOURHOOD

    There are no published studies on impact of neighbourhood on domestic violence in Sango-Ota. This is the first study to examine formal and informal control method and the influence of family structure and socio-economic status on the occurrence of domestic violence in Sango-Ota. A closed-ended questionnaire with two open –ended questions was administered to married couples and other consenting adults at three selected neighbourhoods in Sango-Ota. A research question and one hypothesis were tested. The study tried to find out whether formal and informal control methods are effective. The research hypothesis states that there is a significant combined contribution of socio-economic conditions, family structure and years of marriage to incidences/occurrences of domestic violence in Sango-Ota. Of the 84 participants that reported cases of domestic violence, about two-thirds (61%) reported to their family members while 17 (21%) reported to close family friends. Only 4 (5%) participants had the courage to report to the law enforcement agency, in this case, the police. Risk factors identified to precipitate domestic violence are years of marriage (β= -.205; t = -2.792; p< 0.05) and the prevailing socio-economic status of the family (β= .437; t = 6.052; p< .0005). The findings show a low level reportage of cases of domestic violence. Higher socioeconomic status was found to be protective against domestic violence. Our findings also highlight the potential role of broader contextual or community-level interventions in reducing domestic violence in settings such as Sango-Ota which is a semi-urban area. We found evidence that improvements in the socioeconomic status of the participants will lead to significant reductions in the incidence of domestic violence.     Epidemic space

    The aim of this article is to highlight the importance of 'spatiality' in understanding the materialization of risk society and cultivation of risk sensibilities. More specifically it provides a cultural analysis of pathogen virulence (as a social phenomenon) by means of tracing and mapping the spatial flows that operate in the uncharted zones between the microphysics of infection and the macrophysics of epidemics. It will be argued that epidemic space consists of three types of forces: the vector, the index and the vortex. It will draw on Latour's Actor Network Theory to argue that epidemic space is geared towards instability when the vortex (of expanding associations and concerns) displaces the index (of finding a single cause)

    At present, hate and social indifference dominate public debate, political rhetoric and media narratives. They gain momentum in the disrespect generated by ethnic, moral and religious discourse — one that emphasizes opposition to the other, to the different. In this regressive social scenario, there has arisen a paradigm that threatens democracy and tolerance for difference.Allied to this process, sectarianism, in its various forms, pervades various ideological agendas — present equally among the extreme left and extreme right — intensifying political and symbolic tensions.Such elements comprise the current structure, one that produces, supports, and disseminates discourses that serve to legitimize the dehumanization of whole social groups, intensifying the discarding of those marked as different or antagonistic.For this discursive plan, which spreads in an alarming and devastating way in its sociability, favelas, peripheries, slums, occupations and other living arrangements share stereotypical symbolic representations in the urban scenario, typically associated with negative and prejudiced labels. Finally, such discourse reinforces social and physical characteristics inferior to normative patterns defined by hegemonic aesthetic regimes and conservative models of urban habitation.Following the contributions of Pierre Bourdieu, and considering the urban space a field in which the symbolic capital of territoriality and its inhabitants aggregate economic and social status, we understand the accumulation of symbolic capital in the city as central to the accumulation of economic and social capital.Therefore, in our first edition of PERIPHERIES Journal, we argue that the improvement of means and conditions of existence in popular territories in large part depends upon changes in symbolic markers.These are changes that do not, however, ingrain themselves with the incorporation of the dominant conceptions of aesthetics and habitation. Rather, they involve a recognition of the inventive capacity — the result of strategies and affirmation of interaction in the urban space — possessed by the populations of unequal territories

    Europe’s perennial "outsiders": a processual approach to Roma stigmatization and ghettoization

    This paper draws on the theoretical work of Norbert Elias and Loïc Wacquant in seeking to understand the stigmatized and marginalized position of the Roma population within Europe. The paper argues that the persistent persecution of Roma, reflected in social policy, cannot be understood without reference to long-term social processes, which shape the nature of the asymmetric power relations between Roma and non-Roma. Elias's theory of established-outsider relations is applied at the intra-state European level in arguing that Roma constitute a cross-border "outsider" group; with their intense stigmatization explained and perpetuated by a common set of collective fantasies which are maintained through complex group processes of disidentification, and which result in Roma being seen as of lesser human worth. Wacquant's theoretical concept of the "ghetto" is then drawn upon to show how the manifestations of stigmatization for the stigmatized are at once psychological, social and spatial. The paper suggests that the synthesis of the two theorists' relational, theoretical concepts allows for an approach that can expose the way in which power is exercised within and through group relations. Such an approach emphasizes the centrality of the interdependence between Roma and non-Roma, and the fluctuating power balance that characterises that relationship across time and space. The paper concludes that, while existing research focused on policy and outcomes is useful in understanding the negative contemporary experiences of Roma populations, they need to be understood in the context of wider social processes and historical continuities in seeking to elucidate how these processes shape policies and contribute to social and spatial marginalization

    Approaching new migration through Elias' 'established' and 'outsiders' lens

    When considering social positions and features that become distinguishing for migrants’ positioning, scholars quite often rely on empirical descriptions, based on discrete and supposedly clearly definable factors. Whereas elements such as legal position, citizenship, etc. are of huge relevance in numerous contexts, in other domains relying on such delineations while studying discriminatory processes oversimplifies the picture. In this paper, a conceptual issue regarding the understandings of the positions of migrants (particularly recent migrations to the Western Europe) is raised. After a discussion of the definitions of ‘new migrations’, a broad heuristic device for thinking about ‘new’ migrants’ positioning will be outlined. This framework – inspired by Elias’ and Scotson’s ‘The Established and the Outsiders’ (1994 [1965]) – can be adapted in different manners by academics addressing topics related to definition, marginalization, and discriminatory processes. The central point is that although various characteristics (e.g. ethnicity, legal position) can be assigned importance in human figurations, the relationships of othering, inequality, and domination need to be seen in the light of the configuration of social relationships and power imbalances
