    Regional science at the turn of the century: Reflections on its epistemological status

    As a contribution to the current debate on the state-of-the art of regional science, this paper presents some reflections on the epistemological and methodological status of the discipline as we approach the turn of the century. First of all, and contrary to the widely held view that quantitative approach is seriously 'in crisis', it is argued that the discipline is going through a period of intensive, but constructive, theoretical development. To support this assertion, the authors suggest that it is important to abandon a hidden source of prejudice: the tendency to evaluate the present situation in terms of an outdated conception of the discipline. Modern quantitative geography and regional science is a vast and varied scientific field, which has radically evolved under the pressure of changing theoretical paradigms and technological advance. It has little to do with the old regional science of the 60s. The first part of the paper reviews this evolution: 1. from the original goal of applying to geography the tools of classical science, such as statistics, optimization and modelling (whose use was made possible in the 60s by the availability of the new "number crunching" computers) 2. to the present informatization (and hence quantification) of all branches of regional science, based on PCs and the Net, used as tools not just for computation, but for data handling, representation, visualization and communication). An attempt is made to fit all of these efforts, those with a long tradition (modelling, O.R., gaming simulation, statistics etc.), as well as the more recent approaches (expert systems, G.I.S., hypermedia, virtual reality, A.I.) into a single framework, stressing the specific aims of each and identifying existing - or potential - interconnections. In the second part of the paper we focus on the new frontiers of regional science and quantitative geography with particular reference to the processes of analysis and planning. It is suggested that: 1. the goal of analysis is shifting from simulation (the explicitation in terms of the "scientific method") of the mental processes involved in problem-solving, to the replication of the human ability to "formulate problems". This implies that creativity, and related aspects such as learning, and expertise, will come increasingly within the scope of research in regional science 2. progress in planning will be limited unless we will be able to go beyond the misleading counterposition between the formalised "rational" approach and the intuitive design approach. A fruitful way to cope with planning in a complex world is to integrate the two strategies and, in doing so, to tap into wider sources of knowledge. In other words, it is important to learn the 'art' of using the tools of geographical science.

    Scientific Realism, Adaptationism and the Problem of the Criterion

    Scientific Realism (SR) has three crucial aspects: 1) the centrality of the concept of truth, 2) the idea that success is a reliable indicator of truth, and 3) the idea that the Inference to the Best Explanation is a reliable inference rule. It will be outlined how some realists try to overcome the difficulties which arise in justifying such crucial aspects relying on an adaptationist view of evolutionism, and why such attempts are inadequate. Finally, we will briefly sketch some of the main difficulties the realist has to face in defending those crucial aspects, and how such difficulties are deeply related: they derive from the inability of SR to satisfyingly avoid the sceptical challenge of the criterion of truth. Indeed, SR seems not to be able to fill the so-called ‘epistemic gap’ (Sankey 2008). In fact, the epistemic gap cannot be filled in no way other than obtaining a criterion of truth, but such a criterion cannot be obtained if the epistemic gap obtains

    Pragmatism, Perspectivism, Anthropology. A Consistent Triad

    The paper defends the idea that Jamesian pragmatism, Nietzschean perspectivism, and philosophical anthropology represent a consistent triad, for the similarities and connections between the first two positions rest in their engagement with the anthropological question. As will be argued, a) pragmatism is concerned with anthropology and that it deals with a fundamental issue of Nietzsche’s late thought; b) the problem of the type of man (der Typus Mensch) is involved in Nietzsche’s questioning the value of truth, and perspectivism is an alternative view to Platonic and Christian metaphysics which arises from the same phenomenalist conception of knowledge defended by James ; c) Nietzsche’s interest in developing a philosophy that affirms the perspectival character of existence is primarily anthropological, and this is in fact the pragmatic criterion of validity that one can attribute to Nietzschean perspectivism

    The Prospect of Humanising Development Discourse in Africa through Christian Anthropology

    The invention of development as public discourse began with US President Truman’s 1949 speech that trumped up an illusion of global material prosperity based on a total restructuring of the ‘developing’ world on the model of development and material achievement of the West. Truman argued that this painful process was the only recipe for world prosperity. After decades of serious engagement on development discourse and multiple implementations of successive theories, the situation of the developing countries has not improved as rapidly as expected. At the same time, the developed countries are experiencing various forms of financial crises. This article acknowledges the professionalisation of development discourse, and proposes humanising development discourse in Africa in the light of Christian anthropology. This vision of integral development promotes the common good on the basis of God’s love and respect for the uniqueness of the human person

    Marshall was the great synthesiser of neoclassical economics. Yet with his qualified assumption of self-interest, his emphasis on variation in economic evolution and his cautious attitude to the use of mathematics, Marshall differs fundamentally from other leading neoclassical contemporaries. Metaphors inspire more specific analogies and ontological assumptions, and Marshall used the guiding metaphor of Spencerian evolution. But unfortunately, the further development of a Marshallian evolutionary approach was undermined in part by theoretical problems within Spencer's theory.     Catholic responses to evolution, 1859-2009: local factors and mid-scale patterns

    This article discusses Catholic responses to evolution between 1859, the year of publication of Charles Darwin's On the Origin of Species, and 2009, the year in which the scientific world celebrated its 150th anniversary. Firstly, I will discuss how the Vatican initially responded to evolution in the period between 1859 and 1907, the year in which Pope Pius X issued the encyclical Pascendi dominici gregis. Secondly, I will explore the responses of Catholic authorities and intellectuals and identify the local factors that influenced their responses. Also, I will demonstrate that, gradually, Catholics have shifted towards a more lenient position concerning evolution. Thirdly, I will demonstrate that, in the end, the Vatican has complied with this pattern. In general, this article shows that not only Protestants, but Catholics too have struggled to come to terms with evolution and evolutionary theory and that local factors had an impact on these negotiations
