Includes bibliographical references.2016 Summer.Electric Power grid cybersecurity is a topic gaining increased attention in academia, industry, and government circles, yet a method of quantifying and evaluating a system’s security is not yet commonly accepted. In order to be useful, a quantification scheme must be able to accurately reflect the degree to which a system is secure, simply determine the level of security in a system using real-world values, model a wide variety of attacker capabilities, be useful for planning and evaluation, allow a system owner to publish information without compromising the security of the system, and compare relative levels of security between systems. Published attempts at quantifying cybersecurity fail at one or more of these criteria. This document proposes a new method of quantifying cybersecurity that meets those objectives. This dissertation evaluates the current state of cybersecurity research, discusses the criteria mentioned previously, proposes a new quantification scheme, presents an innovative method of modeling cyber attacks, demonstrates that the proposed quantification methodology meets the evaluation criteria, and proposes a line of research for future efforts
