    Water and Nutrition: Harmonizing actions for the United Nations Decade of Action on Nutrition and the United Nations Water Action Decade

    Progress for both SDG 2 and SDG 6 has been unsatisfactory, with several indicators worsening over time, including an increase in the number of undernourished, overweight and obese people, as well as rapid increases in the number of people at risk of severe water shortages. This lack of progress is exacerbated by climate change and growing regional and global inequities in food and water security, including access to good quality diets, leading to increased violation of the human rights to water and food. Reversing these trends will require a much greater effort on the part of water, food security, and nutrition communities, including stronger performances by the United Nations Decade of Action on Nutrition and the United Nations International Decade for Action on Water for Sustainable Development. To date, increased collaboration by these two landmark initiatives is lacking, as neither work program has systematically explored linkages or possibilities for joint interventions. Collaboration is especially imperative given the fundamental challenges that characterize the promotion of one priority over another. Without coordination across the water, food security, and nutrition communities, actions toward achieving SDG2 on zero hunger may contribute to further degradation of the world’s water resources and as such, further derail achievement of the UN Decade of Action on Water and SDG 6 on water and sanitation. Conversely, actions to enhance SDG 6 may well reduce progress on the UN Decade of Action on Nutrition and SDG 2. This paper reviews these challenges as part of a broader analysis of the complex web of pathways that link water, food security and nutrition outcomes. Climate change and the growing demand for water resources are also considered, given their central role in shaping future water and nutrition security. The main conclusions are presented as three recommendations focused on potential avenues to deal with the complexity of the water-nutrition nexus, and to optimize outcomes

    Building consensus on Internet access at the Internet Governance Forum (IGF)

    This paper identifies and documents the main areas of discussions and 'recommendations' that were generated under the Access theme at the second Internet Governance Forum in Rio De Janeiro, November 2007. Whilst recognising that the IGF is currently viewed and operates primarily as a space for discussion, the paper finds that (specifically in the case of Access) it is also a space in which commonality of opinion occurs to the level at which 'recommendations' can be made and repeatedly asserted independently/individually in the workshops, and strategically reinforced at different levels of the IGF. The Internet Governance Forum (IGF) is a space for multi-stakeholder policy dialogue, set up in 2006 as a direct response to the deliberations of the World Summit on the Information Society (WSIS). The forum was created to (amongst other things) discuss public policy issues related to key elements of internet governance in order to foster the sustainability, robustness, security, stability and development of the internet. Its structure, function and working are addressed in paragraphs 73 to 79 of the WSIS Tunis Agenda

    Grandparent childcare and labour market participation in Australia

    This study explores the intersection between grandparents’ childcare provision and their labour market and retirement decisions. In the context of an ageing population and the associated challenges this will pose, there is growing policy emphasis on keeping mature-age Australians engaged in the labour market. At the same time, many Australian grandparents are taking on considerable caring responsibilities for their grandchildren. In the context of these two major and potentially contradictory trends, there is as yet no research that explores the effect of intergenerational childcare provision on grandparents’ decisions about labour market participation or exit, and the policy implications. Using a mixed-methods approach, this study will address this gap in research. The study is motivated by the need to uncover what role grandparent childcare plays in grandparents’ work and retirement decisions, and the role for policy in supporting grandparents to make real choices about work and childcare

    Human rights trauma and the mental health of West Papuan refugees resettled in Australia

    This article finds that West Papuan refugees resettled in Australia report a wide range of premigration potentially traumatic events (PTEs) including human rights violations as well as symptoms of PTSD and distress.Abstract Objectives: To document the extent and nature of human rights violations and other traumatic events reported by West Papuan refugees resettled in Australia and to assess trauma-related psychological disorders, distress and disability.Design and setting: Australian-based sample, mixed-methods design with 44 participants, conducted in Australia between October 2007 and November 2010 in communities in North Queensland and Melbourne.Participants: West Papuan refugees aged 18 years and over (88% response rate).Main outcome measures: Post-traumatic stress disorder (PTSD) symptoms (Harvard Trauma Questionnaire) and premigration potentially traumatic events (PTEs), psychological distress (Kessler Psychological Distress Scale [K10]), post-migration living difficulties, days out of role.Results: Of the 44 West Papuan refugees, 40 reported one or more PTE, including inability to access medical care for family (40), lack of food and water (39) and lack of access to medical treatment (38). The most frequent postmigration stressors were separation from and worries about family members remaining in West Papua (43) and being unable to return home in an emergency because of ongoing conflict (41). Twenty-six participants reached a lower threshold for PTSD symptoms of 2.0, and 13 reached the clinical threshold of 2.5. Fourteen reported severe psychological distress.Conclusions: West Papuan refugees resettled in Australia report a wide range of premigration PTEs including human rights violations, as well as symptoms of PTSD and distress.     Publishing scientific research: is there ground for new ventures?

    This paper highlights some of the issues that have been reported in surveys carried out by the RIOJA (Repository Interface for Overlaid Journal Archives) project (http://www.ucl.ac.uk/ls/rioja). Six hundred and eighty three scientists (17% of 4012 contacted), and representatives from publishing houses and members of editorial boards from peer-reviewed journals in astrophysics and cosmology provided their views regarding the overlay journal model. In general the scientists were disposed favourably towards the overlay journal model. However, they raised several implementation issues that they would consider important, primarily relating to the quality of the editorial board and of the published papers, the speed and quality of the peer review process, and the long-term archiving of the accepted research material. The traditional copy-editing function remains important to researchers in these disciplines, as is the visibility of research in indexing services. The printed volume is of little interest

    Transplantation of the heart after circulatory death of the donor: time for a change in law?

    Procurement of organs has always been conducted according to the dead donor rule, that is, after death of the donor — but this practice is being challenged. Introduction Australia has an increasing shortfall in transplantable hearts. Over the past decade, the number of all donors per million population increased from 10.0 in 2005 to 16.1 in 2014. However, the number of heart donations per million population over the same period has declined slightly from 3.8 to 3.4, with an annual average of 3.3. Procurement of organs has always been conducted according to the dead donor rule — that is, after death of the donor — but this practice is being challenged. The law defines death in all Australian jurisdictions (eg, in s 41 of the Human Tissue Act 1982 [Vic]) as either “irreversible cessation of all functions of the brain” (brain death) or as “irreversible cessation of circulation of blood in the body” (circulatory death), but it does not define irreversible or how to determine irreversibility. Exceptionally, circulatory death is not defined in Western Australian legislation. Although the procurement of organs such as livers, kidneys and lungs is permitted after either brain death or circulatory death according to Acts in all jurisdictions, the procurement of hearts has traditionally only been from brain dead donors with functioning hearts. The definition and diagnosis of brain death is not without controversy and may explain in part why more reliance is being placed on circulatory death, which reduces availability of hearts. Alternatively, organ procurement from patients after circulatory death may be perceived as more realisable than after brain death. Indeed, circulatory death as the source of solid organs has increased from 10% of 204 donors in 2005 to 28% of 378 donors in 2014. More total organs have been procured (from 726 to 1193) but the number of hearts has increased only slightly from 72 of 204 donors (35%) to 79 of 378 donors (21%) over the same period. Only 39 hearts were procured from 189 donors (21%) during the first 6 months of 2015
