    Riding the waves of policy? The case of basic skills in adult and community learning in England

    This paper draws on data from secondary sources and in-depth interviews to explore the question: What is the impact of policy on teaching, learning, assessment and inclusion in Adult and Community Learning (ACL) Skills for Life (SfL) provision? In particular, it focuses on the government’s use of five policy steering mechanisms - funding, inspection, planning, targets and policy initiatives (in this case SfL). The design of the study1 allows us to use evidence from four sets of interviews with teachers, learners and managers of ACL in eight sites of learning (four in London and four in the North East) over a period of twenty-six months of considerable policy turbulence. We argue first, that there is a symbiotic relationship between ACL and SfL provision and second, that while the combined effects of targets and funding have the most powerful effects on tutor and manager actions, inspection, planning and tutors’ and managers’ own professional values also have an important role in shaping the teaching of literacy and numeracy in ACL sites. We conclude by suggesting that professionals at the local level should be allowed to play a greater role in SfL policy-making to ensure effective policy and practice

    A correct, precise and efficient integration of set-sharing, freeness and linearity for the analysis of finite and rational tree languages

    It is well known that freeness and linearity information positively interact with aliasing information, allowing both the precision and the efficiency of the sharing analysis of logic programs to be improved. In this paper, we present a novel combination of set-sharing with freeness and linearity information, which is characterized by an improved abstract unification operator. We provide a new abstraction function and prove the correctness of the analysis for both the finite tree and the rational tree cases. Moreover, we show that the same notion of redundant information as identified in Bagnara et al. (2000) and Zaffanella et al. (2002) also applies to this abstract domain combination: this allows for the implementation of an abstract unification operator running in polynomial time and achieving the same precision on all the considered observable properties

    Fermi level pinning at the Ge(001) surface - A case for non-standard explanation

    To explore the origin of the Fermi level pinning in germanium we investigate the Ge(001) and Ge(001):H surfaces. The absence of relevant surface states in the case of Ge(001):H should unpin the surface Fermi level. This is not observed. For samples with donors as majority dopants the surface Fermi level appears close to the top of the valence band regardless of the surface structure. Surprisingly, for the passivated surface it is located below the top of the valence band allowing scanning tunneling microscopy imaging within the band gap. We argue that the well known electronic mechanism behind band bending does not apply and a more complicated scenario involving ionic degrees of freedom is therefore necessary. Experimental techniques involve four point probe electric current measurements, scanning tunneling microscopy and spectroscopy.Comment: 5 pages, 4 figure

    The relationship between workers' self-reported changes in health and their attitudes towards a workplace intervention: lessons from smoke-free legislation across the UK hospitality industry

    Background: The evaluation of smoke-free legislation (SFL) in the UK examined the impacts on exposure to second-hand smoke, workers’ attitudes and changes in respiratory health. Studies that investigate changes in the health of groups of people often use self-reported symptoms. Due to the subjective nature it is of interest to determine whether workers’ attitudes towards the change in their working conditions may be linked to the change in health they report. Methods: Bar workers were recruited before the introduction of the SFL in Scotland and England with the aim of investigating their changes to health, attitudes and exposure as a result of the SFL. They were asked about their attitudes towards SFL and the presence of respiratory and sensory symptoms both before SFL and one year later. Here we examine the possibility of a relationship between initial attitudes and changes in reported symptoms, through the use of regression analyses. Results: There was no difference in the initial attitudes towards SFL between those working in Scotland and England. Bar workers who were educated to a higher level tended to be more positive towards SFL. Attitude towards SFL was not found to be related to change in reported symptoms for bar workers in England (Respiratory, p = 0.755; Sensory, p = 0.910). In Scotland there was suggestion of a relationship with reporting of respiratory symptoms (p = 0.042), where those who were initially more negative to SFL experienced a greater improvement in self-reported health. Conclusions: There was no evidence that workers who were more positive towards SFL reported greater improvements in respiratory and sensory symptoms. This may not be the case in all interventions and we recommend examining subjects’ attitudes towards the proposed intervention when evaluating possible health benefits using self-reported methods.     The reviewed volume "Language at Work" explores the language used in a variety of workplace contexts ranging from call centres through secondary schools and hospitals to museums. Written, spoken and/or multimodal texts are analysed, with a view to investigating how professionals communicate with their colleagues, costumers, students, patients or visitors. The majority of the thirteen contributions concern private or public contexts in Australia. Eleven of them draw on the theoretical framework of Systemic Functional Linguistics (SFL). The book consists of four parts. Part 1 refers to three different workplace contexts, Part 2 to education contexts, Part 3 to medical contexts and Part 4 to museum contexts

    Theoretic Analysis and Extremely Easy Algorithms for Domain Adaptive Feature Learning

    Domain adaptation problems arise in a variety of applications, where a training dataset from the \textit{source} domain and a test dataset from the \textit{target} domain typically follow different distributions. The primary difficulty in designing effective learning models to solve such problems lies in how to bridge the gap between the source and target distributions. In this paper, we provide comprehensive analysis of feature learning algorithms used in conjunction with linear classifiers for domain adaptation. Our analysis shows that in order to achieve good adaptation performance, the second moments of the source domain distribution and target domain distribution should be similar. Based on our new analysis, a novel extremely easy feature learning algorithm for domain adaptation is proposed. Furthermore, our algorithm is extended by leveraging multiple layers, leading to a deep linear model. We evaluate the effectiveness of the proposed algorithms in terms of domain adaptation tasks on the Amazon review dataset and the spam dataset from the ECML/PKDD 2006 discovery challenge.Comment: ijca
