    Transformations to achieve the Sustainable Development Goals Includes the SDG Index and Dashboards. Sustainable Development Report 2019

    The Sustainable Development Report 2019 presents an updated SDG Index and Dashboards with a refined assessment of countries’ distance to SDG targets. The report has been successfully audited for the first time by the European Commission Joint Research Centre. New indicators have been included, primarily to refine the indicator selection on agriculture, diets, gender equality and freedom of speech. We have also added more metrics for international spillovers, including on fatal work accidents. A new website and data visualization tools are available (http://sustainabledevelopment.report). Once again, Nordic countries – Denmark, Sweden and Finland – top the SDG Index. Yet, even these countries face major challenges in implementing one or several SDGs. No country is on track for achieving all 17 goals with major performance gaps even in the top countries on SDG 12 (Responsible Consumption and Production), SDG 13 (Climate Action), SDG 14 (Life Below Water) and SDG 15 (Life on Land). Income and wealth inequalities, as well as gaps in health and education outcomes by population groups also remain important policy challenges in developing and developed countries alike. The Sustainable Development Report 2019 generates seven major findings: 1. High-level political commitment to the SDGs is falling short of historic promises In September 2019, heads-of-states and governments will convene for the first time in person at the UN in New York to review progress on their promises made four years after the adoption of the 2030 Agenda. Yet, our in-depth analyses show that many have not taken the critical steps to implement the SDGs. Out of 43 countries surveyed on SDG implementation efforts, including all G20 countries and countries with a population greater than 100 million, 33 countries have endorsed the SDGs in official statements since January 1st, 2018. Yet in only 18 of them do central budget documents mention the SDGs. This gap between rhetoric and action must be closed. 2. The SDGs can be operationalized through six SDG Transformations SDG implementation can be organized along the following Transformations: 1. Education, Gender, and Inequality; 2. Health, Wellbeing, and Demography; 3. Energy Decarbonization and Sustainable Industry; 4. Sustainable Food, Land, Water, Oceans; 5. Sustainable Cities and Communities; and 6. Digital Revolution for Sustainable Development. The transformations respect strong interdependencies across the SDGs and can be operationalized by well-defined parts of governments in collaboration with civil society, business, and other stakeholders. They must be underpinned and guided by the principles of Leave No One Behind and Circularity and Decoupling of resource use from human wellbeing. 3. Trends on climate (SDG 13) and biodiversity (SDG 14 and SDG 15) are alarming On average, countries obtain their worst scores on SDG 13 (Climate Action), SDG 14 (Life Below Water) and SDG 15 (Life on Land). No country obtains a “green rating” (synonym of SDG achieved) on SDG 14 (Life Below Water). Trends on greenhouse gas emissions and, even more so, on threatened species are moving in the wrong direction. These findings are in line with the recent reports from the IPCC and IPBES on climate change mitigation and biodiversity protection, respectively. 4. Sustainable land-use and healthy diets require integrated agriculture, climate and health policy interventions Land use and food production are not meeting people’s needs. Agriculture destroys forests and biodiversity, squanders water and releases one-quarter of global greenhouse-gas emissions. In total, 78% of world nations for which data are available obtain a “red rating” (synonym of major SDG challenge) on sustainable nitrogen management; the highest number of “red” rating across all indicators included in the report. At the same time, one-third of food is wasted, 800 million people remain undernourished, 2 billion are deficient in micronutrients, and obesity is on the rise. New indicators on nations’ trophic level and yield gap closure highlight the depth of the challenge. Transformations towards sustainable landuse and food systems are required to balance efficient and resilient agriculture and forestry with biodiversity conservation and restoration as well as healthy diets

    This paper argues in favor of a new urban model that harnesses the power that cities have to curb global warming. Such a model tackles fundamental management challenges in the energy, building and transport sectors to promote the growth of diverse and compact cities. Such a model is essential for meeting complex challenges in cities, such as promoting a cohesive social life and a competitive economic base while simultaneously preserving agricultural and natural systems crucial to soil, energy, and material resources. With most of the population living in urban areas, the G20 should recognize the key role that cities play in addressing global challenges such as climate change. Improved measures taken by cities should be an indispensable solution.     Solar and geothermal energy for low-carbon space heating and energy independence.

    In developed countries, space heating is highly dependent on fossil fuels consumption. Also, the non-renewable fuels combustion emits CO2 which is claimed to impact the most on greenhouse effect. The utilization of Renewable Energy Sources (RES) for space heating, instead of fossil fuels, has been found to be feasible for systems’ greater energy independence and reduction in CO2 emissions. Solar Assisted Ground Source Heat Pump (SAGSHP) systems are a promising technology which can be used to accomplish the above framed target. A mathematic model of a SAGSHP system was built and a parametric analysis for Birmingham which is a city located in the UK’s West Midlands was conducted. Two scenarios based on two different dwellings were investigated, the one was a house recently erected and the other was a refurbished house. As regards the new house, simulation results showed that the utilized energy for space heating and Domestic Hot Water (DHW) can vary from 33% up to 73% RES dependent and, at the same time, electricity generation can be 2.21 times higher than the system’s demand. As regards the energy renovated dwelling, the RES contribution to the delivered heat was found to be between the 33% and 63%, while the electricity generation did not result in any surplus energy from the consumed. Finally, by making use of SAGSHP system instead of a natural Gas boiler, the reduction of CO2 emissions was found to be between 300kg/year and 2,170kg/year for the new building and from 245kg/year up to 3,221kg/year for the refurbished house, respectively. In both cases, SAGSHP systems proved to be a feasible practice for greater energy independence from non-renewable energy sources with substantial positive impact on the greenhouse gasses emissions

    Driving improvements in emerging disease surveillance through locally-relevant capacity strengthening

    Emerging infectious diseases (EIDs) threaten the health of people, animals, and crops globally, but our ability to predict their occurrence is limited. Current public health capacity and ability to detect and respond to EIDs is typically weakest in low- and middle-income countries (LMICs). Many known drivers of EID emergence also converge in LMICs. Strengthening capacity for surveillance of diseases of relevance to local populations can provide a mechanism for building the cross-cutting and flexible capacities needed to tackle both the burden of existing diseases and EID threats. A focus on locally relevant diseases in LMICs and the economic, social, and cultural contexts of surveillance can help address existing inequalities in health systems, improve the capacity to detect and contain EIDs, and contribute to broader global goals for development

    Influence of Road Connectivity and Public Transport Accessibility on Subjective Wellbeing during Travel: An Explanation from Travel Mode: Evidence from five Communities around Subway Stations in Harbin

    Existing studies have shown that increased subjective wellbeing comes with individual and societal benefits. Now citizens spend a significant amount of time per day on trips. Whether the change of transport environment factors, especially the construction of subway station can effectively improve residents' subjective wellbeing during travel or not is now concerned more than before when creating a “Real Emotional City”. This study aims to explore the relationship between road connectivity, public transport accessibility around subway stations and residents' subjective wellbeing during travel, and the mediating effect of travel modes. Data form 400 residents were collected from communities in Harbin which included travel modes, subjective wellbeing during travel and basic individual information. It turns out that the cognitive judgments and the emotional feelings (two aspects of travel wellbeing) need to be discussed separately because they are almost independently affected. Although cycling and walking are active, only pedestrians reported higher travel satisfaction when controlling travel time and other confounding factors. We found that for each additional unit of road network density, the number of people travelling by public transport will increase. Residents with better bus station accessibility and who have better road connectivity are likely to have higher travel satisfaction. Pleasant travel mood is not related to bus accessibility, and had a weak relationship with distance to subway station. In addition, residents closer to subway stations have higher levels of satisfaction and positive mood, but the results of subway travelers prove that this does not come from their cognitive judgments during travel, which indicates that some other factors may be more important. The findings highlight the heterogeneity of relationships between travel mode, transport environment factors and subjective wellbeing and have implications for intervention strategies and policies designed to promote travel environmental and behaviour chang
