    Summary Review of Data Sources for School to Work Transitions by Youth with Disabilities - Policy Brief

    This brief summarizes our findings from a review of potential data sources to examine school-to-work transitions by youth with disabilities (Wittenburg and Stapleton, 2000). Our objective was to identify data sources for future school-to-work analyses that contain longitudinal information on youth with disabilities. We conclude that the following data sources are most promising based on our selection criteria: Survey of Income and Program Participation (SIPP); National Longitudinal Study of Adolescent Health (Add Health); Rehabilitation Services Administration (RSA) 911 Database and RSA’s Longitudinal Study of Vocational Rehabilitation (VR); state administrative data (multiple states); National Educational Longitudinal Study of 1988 (NELS:88); National Longitudinal Transition Study of Special Education Students (NLTS); National Longitudinal Transition Study of Special Education Students-2 (NLTS-2); and National Longitudinal Survey of Youth: 1997 (NLSY:97)

    [Excerpt] Throughout the world, there are fundamentally two, and only two, ways that people can escape from poverty. One is by earning their way out of poverty. The other is by receiving socially-provided goods and services that lift them out of poverty. Even with multilateral and bilateral assistance, low-income countries are too poor to be able to make a significant dent in poverty by the social services route alone. This means that creating more and better earning opportunities for the poor is the only other option available. In policy discussions, two mistakes are often made. One is to assume that policy interventions need to be made in the sectors of the economy where the poor are. Such interventions would raise the earnings of the poor in the low-earning sectors. The other mistake is to assume that the most appropriate interventions are in the parts of the economy where the poor are not, so that more of them can be drawn into the higher-earning parts of the economy. Neither is correct. What is required is a careful comparison of the benefits and costs associated with each approach to policy

    This is a study of the distinctive characteristics, activities, challenges and opportunities of a specific type of sustainability institute, one that spans the many disciplines of the university and, to do so, reports to upper administration (provost or vice president of research). Among research universities within the Association of American Universities (AAU), 19 were identified, and 18 agreed to participate in this study.     A Guide to Disability Statistics from the Survey of Income and Program Participation

    This paper discusses the utility of the SIPP in disability analyses, including a summary of descriptive statistics on people with disabilities from multiple SIPP panels, including the most recent SIPP panel (2001). The findings provide insights into the various health, employment, income, and program participation outcomes that may be associated with different definitions of disability and illustrates the potential for using SIPP data in further disability analyses. Our descriptive findings highlight the differences in the demographic composition and outcomes across disability definitions, underscoring the importance of carefully selecting an appropriate disability conceptualization in generating disability statistics

    The Efficiency of Private Universities As Measured By Graduation Rates

    It is well known that human capital is enhanced by graduation from a college or university. How efficient are such institutions in conveying this mark of human capital? Efficiency and productivity in private higher education is measured by using undergraduate graduation rates as the output, and demographic variables, the quality of the students, and the annual expenditures (adjusted for academic mission) as inputs. Tests of several models using OLS and stochastic frontier analysis confirm that private schools can increase their graduation rates by increasing focused expenditures and through more selective admissions. Estimated elasticities are reported and point toward increasing expenditures as the most responsive method. Estimate graduation efficiencies of 93.0, 91.5, and near 100% are also reported for four, five and six year graduation rates respectively. A rank correlation with the U S News and World Report 2008 rankings is consistent with our measure of relative efficiencies

As a consequence, the workforce and workplace for clinical investigation is enigmatic and unexamined even after explicit warnings that an essential arm for advancing clinical practice has been disabled. The present study was designed to assess the workforce and workplace for rheumatology, and the extent and type of research prevailing among rheumatologists early in their careers. Our findings provide fresh insights about the workforce and the workplace for rheumatology, and justify interventions to address gaps in both the scope and scale of clinical research in arthritis and rheumatism

    Expanding the Role of Synthetic Data at the U.S. Census Bureau

    National Statistical offices (NSOs) create official statistics from data collected directly from survey respondents, from government administrative records and from other third party sources. The raw source data, regardless of origin, is usually considered to be confidential. In the case of the U.S. Census Bureau, confidentiality of survey and administrative records microdata is mandated by statute, and this mandate to protect confidentiality is often at odds with the needs of data users to extract as much information as possible from rich microdata. Traditional disclosure protection techniques applied to resolve this tension have resulted in official data products that come no where close to fully utilizing the information content of the underlying microdata. Typically, these products take for the form of basic, aggregate tabulations. In a few cases anonymized public-use micro samples are made available, but these are increasingly under risk of re-identification by the ever larger amounts of information about individuals and firms that is available in the public domain. One potential approach for overcoming these risks is to release products based on synthetic or partially synthetic data where values are simulated from statistical models designed to mimic the (joint) distributions of the underlying microdata rather than making the actual underlying microdata available. We discuss recent Census Bureau work to develop and deploy such products. We also discuss the benefits and challenges involved with extending the scope of synthetic data products in official statistics

    Is Incorporation of Unauthorized Immigrants Possible? Inclusion and Contingency for Nonstatus Migrants and Legal Immigrants

    [Excerpt] What does inclusion for nonstatus migrants look like? How do we recognize and measure inclusion for this population? How might we model inclusion for nonstatus migrants? This essay addresses these questions, drawing primarily on empirical examples from the United States and Spain. Although Spain has become a country of immigration relatively recently, both countries have received large numbers of unauthorized immigrants, especially in the early part of the 2000s. These two countries also illustrate different means of inclusion for unauthorized migrants. During most of the 2000s opportunities for the “regularization” of unauthorized migrants have arguably been greater in Spain than in the United States. Yet in Spain the process has also been highly contingent, with a greater likelihood that regularized immigrants will fall out of status (Calavita 2005). The model of inclusion I develop here aims to capture such varied circumstances across national contexts
