    CGIAR Strategy for Central Asia and the Caucasus

    Third version of a strategy paper prepared under the auspices of the Center Directors Committee (CBC) by a task force on Central Asia and the Caucasus. It documents the approval by the Group, following the Ministerial Meeting at Lucerne, to add this region to the focus of the CGIAR, the consultations with research institutions in the region, creation and approval of a collaborative program, and plans for future development. The management structure included a Program Steering Committee with representation from each NARS, CGIAR center, and donor, as well as TAC. Also an Executive Committee and a Program Facilitation Unit located in Tashkent.Three research projects were being implemented in germplasm conservation, enhancement and management, on-farm water management, and national research organization and management. Three addition projects were planned on agricultural research policy, livestock production, and watershed management. Annexes describe the current status of the research program and profile the projects.Versions of this strategy were considered by TAC at its 74th, 77th and 78th meetings. TAC found earlier versions provided insufficient guidance for the evolution of CGIAR research in the region

    Second External Programme and Management Review of IWMI

    Report of the second external program and management review (EPMR) of IWMI (formerly IIMI) conducted between April 1999 and February 2000 by a panel chaired by Michel Petit. The document also contains an excerpt from the summary of proceedings of the CGIAR Mid Term Meeting 2000, a transmittal from the TAC Chair and CGIAR Executive Secretary, TAC's commentary, IWMI's response, and a transmittal from the review panel chair.TAC finds that the review shows an institution changed over a six year period from a focus on irrigation management and technical assistance, to a focus on strategic research and irrigation in an integrated water resources management and river basin perspective. The panel made four recommendations related to governance, and eight on research. One recommendation for a more formal process to set and implement clear priorities and assess impact drew strong support from TAC.The governance recommendations included a board development program, establishment of an audit committee, revision of board rules and regulations, and meetings twice, rather than once, per year. On research, the panel recommended adding various kinds of expertise to the staff, expansion of some activities, and adjustment of others. The panel found the Systemwide Initiative on Water Management important as a means of enhancing needed partnerships for IWMI.This review was considered by TAC, and a commentary prepared at TAC 78. The CGIAR ad hoc committee which considered the review at MTM 2000 endorsed the panel's recommendations, and encouraged increased support.     Under cover of a transmittal from the CGIAR Secretariat, a letter from Dr. Werner Treitz asking CGIAR consideration of a proposal based on the outcome of a meeting of donors in Munich in April 1977. The proposal, attached, calls for establishment of an International Service for National Agricultural Research (ISNAR) under CGIAR auspices to work with developing countries in analyzing needs for agricultural research, in designing and organizing research programs accordingly, and in participating to ensure the long term capacity building of national programs.     The Future Role of the CGIAR in Development of National Agricultural Research Systems: A Strategic Study of Institution Strengthening Research and Service

    Report of the panel appointed by TAC to review the means by which IARCs could contribute to capacity building and institutional development among national agricultural research systems. The record also contains a transmittal from panel chairman, John L. Nickel. Together with the related report of a panel on policy and management research, this was the basis for a TAC recommendation on priorities and strategies in these areas made to the CGIAR at the meeting of May 1996. That recommendation and the other panel report are found in separate records. Commissioned at TAC 66 in March 1995, this report was discussed at TAC 67, 68 and 69.The panel defined the goals of strengthening efforts, and what would constitute a strong NARS. It described the characters of strength and indicators of weakness for each key factor at the system, institute and operating center level. The role of ISNAR was distinguished from that of other centers, and commodity oriented centers from natural resources centers. IFPRI and ISNAR overlapped very little in strengthening activities. Resources used in this area were declining but remained substantial.As for the future, there was a need for increased research on institutional development, with ISNAR in the lead. ISNAR should provide generic tools for research organization and management. Regional organizations of NARS should be encouraged. Centers should work more closely together, and with ISNAR, and monitor the effectiveness of their work in this field. There are a number of analytical and historical annexes
