    ASPECTS REGARDING job SATISFACTION AND MOTIVATION OF CIVIL SERVANTS IN THE LOCAL PUBLIC ADMINISTRATION IN ROMANIA

    Motivation and satisfaction factors of civil servants are important elements that determine their work performance. This paper aims to analyze some aspects of civil service satisfaction, motivating factors, quality of service relationships at the level of local public administration in Romania. The analysis performed by applying a questionnaire to civil servants from local public administration revealed that the factor that induces the least satisfaction to the civil servants from local public administration is the quality of wage system in the public administration. Equally, employees in the public administration pointed out that political pressure pressure is an element that provides a low degree of satisfaction. By contrast, a high degree of satisfaction is provided by factors such as attention from colleagues, from the management of the institution, and workplace conditions. The most important motivation factor for the civil servants is a better recognition by the society of the importance of work. By contrast, the prospect of a successful career in the public and competition at the institution level for quality work is the most unimportant factors in motivating civil servants. Surprisingly, the salary is only the sixth motivator, even if the monthly income of civil servants is below their expectations. The results obtained from processing data sets highlight also positive aspects about the quality of relations in the civil service within local public administration in Romania.motivation, satisfaction, local public administration, civil servants

    Environmental data and indicators and human security related issues in Romania: an institutional approach

    When the environmental issues are addressed in sustainability, human security terms the information demand is getting more complex, emphasising the need to integrate environmental, economic and socio-cultural information. This paper proposes an insight into the data and indicator issues on environment and human security in Romania from an institutional perspective. To a country in transition like Romania creating appropriate organisational structures and legislation has beed a prerequisite to building a realistic and effective environmental protection strategy. Therefore a presentation of the institutional and legislative framework of environmental protection created after 1989, in comparison with the situation in the communist period, has been considered necessary for understanding the institutional context of environmental data collecting, transmitting, processing and employing. On this basis the environmental information system has been critically assessed in terms of content, information flows and further developments related to human security issues. The data reliability at various territorial levels of data collecting, processing and transmitting has been also analysed in this context. A special emphasis has been put on the actors involved in employing the environmental information for strategy and policy elaboration and implementation, management and administration as well as for scientific research, environmental education and public participation purposes. A typology of these actors from organisational viewpoint has been proposed and analysed, pointing out the need of enhancing the netwotking effects at both national and international level.

    Semantic modeling of administrative procedures from a Spanish Regional Public Administration

    Over the past few years, Public Administrations have been providing systems for procedures and files electronic processing to ensure compliance with regulations and provide public services to citizens. Although each administration provides similar services to their citizens, these systems usually differ from the internal information management point of view since they usually come from different products and manufacturers. The common framework that regulations demand, and that Public Administrations must respect when processing electronic files, provides a unique opportunity for the development of intelligent agents in the field of administrative processes. However, for this development to be truly effective and applicable to the public sector, it is necessary to have a common representation model for these administrative processes. Although a lot of work has already been done in the development of public information reuse initiatives and common vocabularies standardization, this has not been carried out at the processes level. In this paper, we propose a semantic representation model of both processes models and processes for Public Administrations: the procedures and administrative files. The goal is to improve public administration open data initiatives and help to develop their sustainability policies, such as improving decision-making procedures and administrative management sustainability. As a case study, we modelled public administrative processes and files in collaboration with a Regional Public Administration in Spain, the Principality of Asturias, which enabled access to its information systems, helping the evaluation of our approach

(Case Study In Java Island 2004-2011) Cooperation Economic Education, Economic and Administration, Faculty of Economic, State University of Jakarta. 2013. This research is to determine whether the influence of government expenditure for public sector (education and health) and economic growth in Java Island. Types of the data used in this research is panel data that combine data time series from 2004 until 2011 and the cross series data (cross section) of the six provinces in Java Island with secondary data published by Ministry of Finance RI and Badan Pusat Statistik. Processing data using Eviews 6.0 program. Best estimates of model selection performed on the three types of model estimates and fixed effect models with the cross section weights is the best model. Based on the estimates, government expenditure for public sector (education) has negative effect and significant on poverty in Java Island. The result of government expenditure for public sector (health) shown negative effect and significant on poverty in Java Island, and the economic growth has negative and significant impact on poverty too. At the confidence level of 95% of all independent variables (simultaneously) significantly influence the dependent variable. Normality assumptions are met and no multicollinearity while heteroscedasticity was solved by using the weights. So that the variables used free of violations of classical assumptions.     Strategic-decision quality in public organizations : an information processing perspective

    This study draws on information processing theory to investigate predictors of strategic-decision quality in public organizations. Information processing theory argues that (a) rational planning practices contribute to strategic-decision quality by injecting information into decision-making and (b) decision-makers contribute to strategic-decision quality by exchanging information during decision-making. These assumptions are tested upon fifty-five Flemish pupil guidance centers. Rational planning practices are operationalized as strategic planning, performance measurement and performance management. Information exchange by decision-makers during decision-making is operationalized as procedural justice of the decision-making process. Results suggest that procedural justice, strategic planning and performance management contribute to strategic-decision quality while performance measurement does not

    Freedom of Information Act Performance, 2012: Agencies Are Processing More Requests but Redacting More Often

    A building block of American democracy is the idea that citizens have a right to information about how their government works and what it does in their name. However, citizen access to public information was only established by law in 1966 with the passage of the Freedom of Information Act (FOIA). The law has since been strengthened and improved over the years, and FOIA currently requires federal agencies to formally respond to requests for information within 20 working days or potentially face a lawsuit. While there are exemptions that agencies can use to avoid the disclosure of sensitive information or information that violates privacy rights, agencies processed over half a million FOIA requests in 2012. In about 41 percent of these cases, the information requested was released "in full" with no parts "redacted" -- i.e., clean, complete documents with no blacked-out parts were provided to the person who requested the information. How does this compare to past years and past administrations? How well has President Obama met his goal of being the most transparent administration in history with regard to access to public information? This report examines the processing of FOIA requests from 25 major federal agencies in 2012 and reviews the processing of FOIA requests by agencies since 1998

    Measuring the capability to raise revenue process and output dimensions and their application to the Zambia revenue authority

    The worldwide diffusion of the good governance agenda and new public management has triggered a renewed focus on state capability and, more specifically, on the capability to raise revenue in developing countries. However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions ‘information collection and processing’, ‘merit orientation’ and ‘administrative accountability’. ‘Revenue performance’ constitutes the fourth capability dimension which assesses tax administration’s output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. They can be a useful tool for future comparative analyses of tax administrations’ capabilities in developing countries.Die weltweite Verbreitung der Good-Governance- und New-Public-Management-Konzepte hat zu einer zunehmenden Konzentration auf staatliche Leistungsfähigkeit und, im Besonderen, auf die Leistungsfähigkeit der Steuererhebung in Entwicklungsländern geführt. Allerdings bleiben die analytischen Werkzeuge für ein umfassendes Verständnis von Leistungsfähigkeit unterentwickelt. Dieser Artikel stellt hierfür ein Modell vor, das die drei Prozess-Dimensionen „Sammeln und Verarbeiten von Informationen“, „Leistungsorientierung der Mitarbeiter“ und „Verantwortlichkeit der Verwaltung“ beinhaltet. „Einnahmeperformanz“ ist die vierte Dimension und erfasst den Output der Steuerverwaltung. Das mehrdimensionale Modell wird für die Analyse der Leistungsfähigkeit der Steuerbehörde Zambias (Zambia Revenue Authority) genutzt. Es erweist sich nicht nur für die Untersuchung des Wieviel, sondern auch des Wie des Erhebens von Steuern als wertvoll. Die vier Dimensionen können in Zukunft zur umfassenden und vergleichenden Analyse der Leistungsfähigkeit verschiedener Steuerverwaltungen in Entwicklungsländern genutzt werden
