    Actualmente existe una tendencia que combina las características de los servicios Web 2.0 y los servicios de telecomunicaciones, conocida como Telco 2.0. Estos servicios convergentes se han aplicado exitosamente en sistemas de alertas tempranas, proporcionando mayor agilidad y flexibilidad en la prestación de servicios. Sin embargo, existen varias limitantes que no permiten el despliegue de servicios convergentes en las zonas rurales de países en vía de desarrollo, como la falta de disponibilidad de una ngn (Next Generation Network), la ausencia de tecnología avanzada y la falta de recursos para inversión. Este artículo propone una arquitectura de integración entre jain slee y OpenBTS para sistemas rurales de alertas tempranas. Se evalúa el prototipo implementado con un caso de estudio específico al enviar advertencias Telco 2.0 a los cafeteros colombianos cuyas plantaciones puedan verse afectadas por la roya, una de las enfermedades más peligrosas para la producción de café.Nowadays exists a trend that combines the features of Web 2.0 services and telecommunications services known as Telco 2.0. These converged services have been successfully implemented in early warning systems providing improved agility and flexibility in service delivery. However the deployment of converged services in rural zones of developing countries presents several constraints which do not allow to provide this kind of services, as the unavailability of a Next Generation Network (ngn), absence of advanced technology and lack of investment resources. This paper proposes a jain slee and OpenBTS integration architecture for early warning systems in rural zones. The implemented prototype is evaluated with a specific case study involving the deployment of Telco 2.0 warnings in Colombian coffee plantations which may be affected by coffee rust, one of the most threatening diseases in coffee production

Many efforts have been made to observe and sense the Earth, both from space (remote sensing) and by using in situ sensors. Focusing on the latter, advances in Digital Earth have established vital bridges to exploit these sensors and their networks by taking location as a key element. The current era of connectivity envisions that everything is connected to everything. The concept of the Internet of Things(IoT)emergedasaholisticproposaltoenableanecosystemofvaried,heterogeneous networked objects and devices to speak to and interact with each other. To make the IoT ecosystem a reality, it is necessary to understand the electronic components, communication protocols, real-time analysis techniques, and the location of the objects and devices. The IoT ecosystem and the Digital Earth (DE) jointly form interrelated infrastructures for addressing today’s pressing issues and complex challenges. In this chapter, we explore the synergies and frictions in establishing an efficient and permanent collaboration between the two infrastructures, in order to adequately address multidisciplinary and increasingly complex real-world problems. Although there are still some pending issues, the identified synergies generate optimism for a true collaboration between the Internet of Things and the Digital Earth

    Making the FTC ☺: An Approach to Material Connections Disclosures in the Emoji Age

    In examining the rise of influencer marketing and emoji’s concurrent surge in popularity, it naturally follows that emoji should be incorporated into the FTC’s required disclosures for sponsored posts across social media platforms. While current disclosure methods the FTC recommends are easily jumbled or lost in other text, using emoji to disclose material connections would streamline disclosure requirements, leveraging an already-popular method of communication to better reach consumers. This Note proposes that the FTC adopts an emoji as a preferred method of disclosure for influencer marketing on social media. Part I discusses the rise of influencer marketing, the FTC and its history of regulating sponsored content, and the current state of regulation. Part II explores the proliferation of emoji as a method of communication, and the role of the Unicode Consortium in regulating the adoption of new emoji. Part III makes the case for incorporating emoji as a method of disclosure to bridge compliance gaps, and offers additional recommendations to increase compliance with existing regulations

    Workshop #4: Public Messaging: Risk Communication for Disaster Preparedness, Evacuation, and Sheltering: After-Action Report (AAR)

    Participants in the breakout sessions for the CONVERGE COVID-19 Working Group’s Workshop 4 (Public Messaging) identified key issues that included the need to provide timely and effective communication to the public, increasing awareness around using shelters as a refuge of last resort, addressing the risks associated with COVID-19 exposure at shelters, and using various inclusive forms of public messaging to reach a wide audience. Workshop participants emphasized the importance of timely and effective communications to support informed decision making. There is ongoing concern over balancing the need to communicate the risks of COVID-19 exposure as it relates to evacuation shelters (to create public awareness and informed decision making) and the potential to create unnecessary fear. This balance will entail clear and consistent communications from regional, state, and local authorities. The messaging also will need to emphasize that shelters are a last resort option and to highlight the importance of personal preparedness. This includes “know your zone” and “know your home.” For some people, staying at their house and not evacuating could be less risky than going to an evacuation shelter; messaging to create this public awareness is essential. One proposal was to encourage people to reach out to family and friends preemptively, identifying evacuation plans that avoiding shelters in advance of the hurricane season. Public messaging also should include information on how personal preparedness kits should be adjusted or augmented to account for the additional hazards this hurricane season from COVID-19. Workshop participants simultaneously recognized that COVID-19 has already created additional burdens on the population that might impede evacuees from adequately preparations. Based on these conversations, early communication and preparedness are urgently needed. In addition to identifying what should be communicated to the public, participants also discussed the types of questions the public might ask and what data will be used to respond. They suggested that effective communications should include awareness of underlying fears and other emotions that the public may experience. It is critical that shelter management guidelines—such as social distancing and mask requirements—are communicated to the public to increase transparency and to provide information on what will be expected. Suggested items to mention to the public before a hurricane makes landfall include, but are not limited to, what resources will be available at shelters (e.g., will masks be provided or will they need to bring their own), what the intake process will involve, and how people will be isolated if they appear symptomatic or have been identified as COVID-positive. Furthermore, information regarding evacuation shelters will require a greater degree of specificity for medically fragile individuals and other vulnerable populations

    Emergency Preparedness Among Older Adults in Issaquah, Washington

    Presented to the Faculty Of the University of Alaska Anchorage In Partial Fulfillment of the Requirements For the Degree of MASTER OF PUBLIC HEALTHUsing the Health Belief Model, this project practicum explored emergency preparedness through interviews with fourteen study participants sixty-five years old or older and three key informants. The goals of this project practicum were to understand the potential needs of adults sixty-five years old and older in an emergency or disaster and to improve the effectiveness of emergency outreach education and messaging. Prior storm experience and reported time living in Issaquah appeared to influence preparedness activity among study participants. Exposure to media and emergency preparedness messaging appeared to have a lesser effect on emergency preparedness activity. Project practicum results suggest that help from neighbors, friends, and family may be the best way to keep vulnerable older adults safe in an emergency or disaster. Thus, these neighbors, friends, and family need to know about emergency preparedness even though it seems to be less effective than life experience.     Exploring the Effectiveness of Transit Security Awareness Campaigns in the San Francisco Bay Area, Research Report 09-19

    Public involvement in alerting officials of suspicious and potentially harmful activity is critical to the overall security of a transit system. As part of an effort to get passengers and the public involved, many transit agencies have security awareness campaigns. The objective of this research is to learn how transit agencies seek to make security awareness campaigns effective and explore how they measure the effectiveness of such campaigns, if at all. This research project includes data from case studies of five major agencies that provide transit service in the San Francisco Bay Area region. The case study data are comprised of descriptions of the types of security awareness campaigns the agencies have implemented, the goals of the campaigns, and how they seek to make their campaigns effective, as well as whether and how these agencies measure and determine the effectiveness of their campaigns. A positive finding of this research is the consistency with which Bay Area transit organizations address the need for passenger awareness as part of their overall security program. However, none of the five agencies analyzed for this study measures the effectiveness of their campaigns. Whereas they all have a similar goal—to increase passenger awareness about security issues—little evidence exists confirming to what extent they are achieving this goal. The paper concludes with suggestions for using outcome measurements to provide a reasonable indication of a campaign’s effectiveness by capturing the public’s response to a campaign

    Optimizing citizen engagement during emergencies through use of Web 2.0 technologies

    Emergencies and disasters create hardships for citizens. To speed up recovery, local governments need to engage with citizens in an interactive information sharing system to convey information while the incident is still developing and to help mitigate and recover from damages. Lack of effective communication can decrease public trust and engender stress and anxiety of the survivors. As service delivery becomes more complicated during an emergency, responders can also benefit from additional information from the public to increase situational awareness and better understand the challenges facing citizens. This thesis examines emergency information needs, emerging information sharing trends, and the potential homeland security application of Web 2.0 technologies such as wikis, blogs, mashups and text messaging. This thesis examines the use of Web 2.0 technologies during the Southern California wildfires as a case study and interviews top emergency managers throughout the country capturing their insights and opinions about the benefits and pitfalls of incorporating Web 2.0 technologies into existing emergency information sharing systems. Local government agencies, the impacted community, and those outside the immediate area seeking opportunities to assist may be interested in the benefits of context-powered knowledge when collaboration from multiple sources converges to facilitate knowledge used for decision making

    Experimentation with MANETs of Smartphones

    Mobile AdHoc NETworks (MANETs) have been identified as a key emerging technology for scenarios in which IEEE 802.11 or cellular communications are either infeasible, inefficient, or cost-ineffective. Smartphones are the most adequate network nodes in many of these scenarios, but it is not straightforward to build a network with them. We extensively survey existing possibilities to build applications on top of ad-hoc smartphone networks for experimentation purposes, and introduce a taxonomy to classify them. We present AdHocDroid, an Android package that creates an IP-level MANET of (rooted) Android smartphones, and make it publicly available to the community. AdHocDroid supports standard TCP/IP applications, providing real smartphone IEEE 802.11 MANET and the capability to easily change the routing protocol. We tested our framework on several smartphones and a laptop. We validate the MANET running off-the-shelf applications, and reporting on experimental performance evaluation, including network metrics and battery discharge rate.Comment: 6 pages, 7 figures, 1 tabl

    A role-based software architecture to support mobile service computing in IoT scenarios

    The interaction among components of an IoT-based system usually requires using low latency or real time for message delivery, depending on the application needs and the quality of the communication links among the components. Moreover, in some cases, this interaction should consider the use of communication links with poor or uncertain Quality of Service (QoS). Research efforts in communication support for IoT scenarios have overlooked the challenge of providing real-time interaction support in unstable links, making these systems use dedicated networks that are expensive and usually limited in terms of physical coverage and robustness. This paper presents an alternative to address such a communication challenge, through the use of a model that allows soft real-time interaction among components of an IoT-based system. The behavior of the proposed model was validated using state machine theory, opening an opportunity to explore a whole new branch of smart distributed solutions and to extend the state-of-the-art and the-state-of-the-practice in this particular IoT study scenario.Peer ReviewedPostprint (published version
